Mayor Conyers opened the public hearing at 7:08 p.m.
George Metcalf, 425 Pine Street, Sebastian, opposed
approval.
Carolyn Corum, 881 Dolores Street, Sebastian, urged
Council to request the developer to regulate dust.
Mayor Conyers closed the public hearing at 7:18 p.m.
Stan Mayfield, Masteller & Moler, engineers for the
project, addressed Council stating the St. John's
permits have been received, bonds will be posted and
that reduction of excess dust can be looked into.
The Director of Community Development said he could
make the reduction of dust a condition of approval.
Mayor Conyers encouraged citizens to contact the
Director of Community Development if problems arise
during the mining operation.
MOTION by McCollum/Powell
I move we approve the sandmining special use
permit for Vickers Sandmine III subject to three
conditions; 1) Applicant to submit and City to
approve revision(s) concerning littoral zone
requirements per Code; 2) Applicant to provide
compliance and restoration bonds per Section 20A-5.30
(e) of Code; 3) Type A or natural landscaping buffer/
screen required per Code.

permit for placement of a community service sign at
the northwest corner of Riverview Park.
The Director of Community Development explained that
this would be a waiver of the sign requirement for
PS zoning.
MOTION by Rondeau/McCollum
I move the sign be allowed as requested and we'll
waive the fees.

Councilman Rondeau reported that the Indian River
County Commission at their meeting of June 22, 1990
renamed the new library despite efforts of many
Sebastian individuals to have its current name
retained. He said if he could get backing he would
continue to pursue the matter.
13. NEW BUSINESS
Golf Course Restaurant - Review Request for
Proposals (RFP) (City M~nager Recommendation
dated 5/15/90, Draft RFP, Sample Menu Bid,
Restaurant Occupational License Holders)
Mayor Conyers questioned why this and the next agenda
item were not workshopped. The City Manager said he
had been instructed by previous Council to workshop
ordinances and did not feel that placement of these
items were in violation of any Council procedures or
policies. Council concurred to proceed with the
items.
Prior to discussion of this matter, Mayor Conyers
called recess at 7:56 p.m. and reconvened the
meeting at 8:08 p.m. Ail members, with the exception
of Vice Mayor Oberbeck, were present.
The Assistant City Manager explained the request for
proposal for the Golf Course restaurant; explained
the options for liquor licenses and said that staff
was changing its recommendation to leave the type of
liquor license open in the RFP.
At the request of Councilman Powell, the Assistant
City Manager said she would research the possibility
of a request for special legislation for a special
liquor license which would allow by the drink sales
without the required 200 seating capacity and which
would be transferable to a lessee.

The Acting Golf Course Manager said no real united
front pro or con regarding the proposed RFP had been
presented to him by Golf Course members.
The City Manager said the bid opening had been
changed to June 29, 1990 at 2:00 p.m.

I move we direct staff to proceed with the
proposed leasing of the Golf Course restaurant.

Recommendation dated 5/17/90, Proposed Floor Plan

The City Manager presented the request for Council
authorization to go to bid for city hall renovations.

I move allow the City Manager to go to bid for
the proposed floor plan for renovation of City Hall.

14. MAYOR'S MATTERS
Mayor Conyers invited George McCullers of Reliable
Well Drilling, as well as George McCullers, Jr. and
another representative of the company to speak to
Council on the critical water situation in the city.
In response to Councilman Powell, Attorney Torpy said
the city can impose restrictions only with St. Johns
River Water Management District approval and that he
would prepare a report on what can be done for the
next Council meeting.

Other Matters
The City Manager stated that he had requested David
Fisher to stay on as City Engineer for a while longer
to see certain large city projects through and divert
his Public Works Director duties to Jerry Thomas with
no change in compensation for either.
Discussion followed on progress of Barber Street
Sports Complex.
Being no further business, Mayor Conyers adjourned
the meeting at 9:00 p.m.
