PUBLIC HEARING CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
PRESENT: VICE MAYOR EVERETT T. GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA,
COUNCILMAN GEORGE SCHUM, CITY ATTORNEY DANIEL KILBRiDE, AND MAYOR PAT FLOOD, JR.
NANCY ROWAN, GENERAL DEVELOPMENT CORPORATE COUNSEL, CHARLES E. FRANCHER, JR.~ GENERAL
DEVELOPMENT UTILITIES, ASSISTANT VICE PRESIDENT, FINANCE, AND CURTIS MORRIS, GENERAL DEVELOPMENT

CiTY ATTORNEY DANIEL KILBRIDE READ THE NOTICE OF PUBLIC HEARING AS IT APPEARED IN THE VERO BEACH
PRESS JOURNAL, MAY 16, 1982, TO CONSIDER THE REQUEST OF GENERAL DEVELOPMENT UTILITY, INC., TO
INCREASE RATES FOR WATER SERVICE FOR THE SEBASTIAN HIGHLANDS WATER DIVISION. (ENTIRE NOTICE
INCLUDED IN MINUTE BOOK)
MAYOR FLOOD EXPLAINED THAT THE PURPOSE OF THIS FORMAL PUBLIC HEARING IS TO HEAR GENERAL DEVLEOR=
MENT UTILITIES PRESENTATION REGARDING THE WATER AND SEWER RATE INCREASE PROPOSAL. HE ALSO
EXPLAINED THAT ANYONE WHO WISHED TO SPEAK WOULD HAVE TO BE SWORN IN AND TESTIFY UNDER OATH AT THIS
HEARING.
MR. DENNIS ZAMBARTARO, COURT REPORTER, ZAMBARTARO AND ASSOCIATES, VERO BEACH, SWORE IN THOSE
PERSONS WISHING TO TESTIFY AT THIS HEARING.
IN BRIEF SUMMARY, NANCY ROWAN, CORPORATE COUNSEL, GENERAL DEVELOPMENT CORPORATION, STATED THAT
GENERAL DEVELOPMENT REQUESTED AND NOTICED THE CITY THAT THEY WERE DESIROUS OF INCREASING THEIR
WATER AND SEWER RATE. PURSUANT TO THI/g~R~QUBE~g,~~nU~B~S WERE FILED SETTING FORTH FINANCIAL

IN RESPONSE TO COUNCILMAN OBERBECK'S QUESTION, MAYOR FLOOD STATED THAT SINCE THE ORIGINAL PROPOSAL
WAS SUBMITTED BY GENERAL DEVELOPMENT UTILIT~,_T~. r, hTE~ EARL MASTELLER, CITY ENGINEER, MET WITH
GENERAL DEVELOPMENT UTILITY OFFICIALS TO DISCUSS S06I~ OTHER ALTERNATIVES FOR NEGOTIATIONS WHICH
ARE OUTLINED IN A LETTER FROM MR. FANCHER, DAgP~D MAY~ 1982.

WAS NOT IN AGREEMENT WITH THE ORIGINAL PROPOSAL PRESENTED BY GENERAL DEVELOPMENT UTILITY AND FEELS
THAT THE CiTY HAS DEMONSTRATED A FORMULA BY WHICH THE RATES CAN BE DERIVED AND ALSO SET A PRECEDENCE
FOR FURTHER RATE INCREASES WITHIN THE CITY.
MR. MASTELLER EXPLAINED THAT THE WATER AND SEWER RATES THAT THE CITY HAS NEGOTIATED ARE SUBSTANTIATED
AND FOUNDED ON FACT. HE REMARKED THAT GENERAL DEVELOPMENT UTILITY HAS THE EQUIPMENT AND THE STAND
BY POWER TO DO THE JOB AND FEELS THERE ARE NO MAJOR INADEQUACIES IN THE WATER SYSTEM OR OPERATION.
MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, THAT WE AUTHORIZE THE CITY ATTORNEY TO
PREPARE THE ORDINANCE WITH REGARD TO THE WATER RATE AS PER SUBMITTAL OF EXHIBIT #6.
