Soclla Securety Act,and amendments th~eto,upon the Basis of applicable State and ~'ederal
Laws or regulations; Authorizing and directing the Mayor to execute agreement~ thereto
with the Sts~ e Agency autho~ized to enter into such agreements, for the coverage of said
employees and Officials: Providing for withholdings from salaries and wages~ of employees
and Officials of said City so covered to be made and paid over as provided by applicable
State or f'ederal Laws or regulations: Providing that said oity shall appropriate and pay
over employer's contributions and assessments as provided ~y applicable State and Federal
laws or regulations: Providing that said City shall keep rec'~rds and make reports as
required by applicable State and Federal laws and regulations; and moved its adoption

carried,said Ordinance was read the first time in full.

T hereupon said 0 rdin~ce having received an affirmative vote of three fifths of all
members of the Council was declared duly adopted and upon being presented to the ~ayor and
having received his approval was numbered as Chapter 137 of the Ordinances of said City and
was thereupon dul~ posted at the door of the City Hall of the City of Sebastian in accord-
nmoe with the provisions ~f section 8§ of the Chapter 16683 of the laws of Florida,being
the Charter of said City.
At this time the ~hair called fer the reading of ~he notice dwelling on the re-zoning
of that property being in M-1 from the north line o~ ~ain Street to north line of 1st street
lying in the rear of lots 1-2-3-4-~ in Hardee Subdivision 2 and in the rea~ of ~s Ross'es
property.running parrallel with the i~'lorida ~:a~t ~oast Ry.Certain property owners asked
that this property thus described,be added to the residential zone.After some discussion
and several visitors were heard from' it was moved by Councilman Chesser not to have said
changed but to be left as ~-1. Said motion not receiving a second was declared dead.
It was then moved by Councilman Sembler that the property be rezoned as residential and was
seconded by Gouncilman ~llingsen.Roll call was taken and the following ~eing ~he result,

Me,ting called on behalf of the U.S.1 Improvement Association of Noeth Indian
River County and other business.
~eeting called to orde~ by President P~otem Taylor.
Those present were ~ayor Shaffer,oouncilman Semb~er,~llingsen and Councilman
Protem Taylor. City Attorney Walker .present. Councilman Sweatt and Ohesser absent.
The Chairrmcog~i~ Mr Snowdo~ who in behalf of the Highway Improvement Asso-
ciation asked the .'~yo~':'.andf.~ity Council to instruct ~he City Attorney to contact whom-
ever necessary in order that the City and Tax Payers of the City of Se~astian,Fla,be $~lightene~
as to what was being done,if anything in four laning the present U.S.1 highway.After considerab~
discussion Councilman Sembler presented the following resolution and moved its adoptm~on,
said resolution reads as follows,
That the Mayor instruct the City Attorney to act on the behalf of the City in his
appointed capacity to see that the wishes of the City of Sebastian as set forth in the
resolution adopted at the meeting of the city Council on May 10,1954'be recognized and
followed,and that State Road number 5 thru the City of Sebastian,Florida,be four laned
along its present location and that the City Attorney appear before any individual,board
or commission which may be necessary to accomplish said end. Sa~d resolution was seconded
by Council~nan and carried.

The following Council members were appointed as a committee o~ two to fi~
suitable location to erect the Conservation Department Pelican signs.Committee of two are
Mrs Chesser and Councilman ~llingsen.
