WORKSHOP
WEDNESDAY, MAY 3, 1995 - 6:30 P.M.

The Community Action Plan Workshop convened at 6:30 p.m.
Present:

Vice Mayor Carolyn Corum
Councilmember Louise Cartwright
Councihnember Norlna Damp
Councilmember Raymond Halloran

The City Manager continued his presentation of the five year Community Action Plan from the
previous evening and distributed further documentation (see attached).
The Public Works Director presented the bikepath proposal.
City Council discussion followed. Mayor Firtion requested reestablishment of the Pothole
Committee. Vice Mayor Corum recommended a bikepath on George Street. Discussion took
place on further review of the Traffic Circulation Plan. Mrs. Cartwright requested a bikepath
from Tulip to Laconia to the library. Discussion took place on the lack of requirement for
sidewalks in subdivisions.

Discussion continued relative to placement of sidewalks within a two mile radius of schools, the
possibility of curb and gutter, a request for a list of streets paved per unit, and the possibility of
districting.
Vice Mayor Corum requested trees for the Creative Playground, enhancement of Blossom Park as
a wetlands, a jogging trail south of CR512, and suggested City Council submit an application for
funding for the property north of City Hall.
The City Manager announced that he would conduct two more workshops in June and July and
would bring back further recommendation.
The Workshop adjourned at 7:30 pm.

Projected Recreational Related Public Works Projects
for the Next Five (5) Years
1. Barber Street Sports Complex
A. Construction of the Center walkway between ffelds from the
parking lot to the concession stand.
B. Development of multi-purpose athletic facilities
(soccer and football fields and basketball courts south
of Tulip Drive.)
C. Renovate existing pre-fab metal building south of Tulip
Drive for use as football/soccer concession, storage and
restrooms.
2. Hardee Park
A. Construction of tennis courts, basketball courts, handball
courts, gazebo, and other amenities.
B. Removal and replacement of the sports court.
C. Improve the walking trail.
D. Construction of bathrooms.
3. Renovation of the Main Street Dock and Boat Ramp including
installation of lights and stabilization of the shore in the
vicinity of the boat ramp.
4. Development of tennis courts on parcels formerly owned by
General Development Corporation now in the possession of the
City.
5. Development of Brian Court Park in Unit 17 south of Barber St.
6. Repairs and restoration of the Bailey Drive boat ramp.
7. Relocation of the volleyball court behind the Police Station.
8. Removal of palm trees from Riverview Park and relocation where
needed in the City at other parks.
9. Construct restrooms at the Creative Playground

Proposed Bike Paths and Related Improvements
for the Next Five (5) Years
1) A connecting bike path.along Englar Drive from :the bike path
along Barber Street to Schumann Drive.
2) A continuation of the bike path along the west side of Barber
Street from the Creative Playground on Tulip Drive to County
Road 512 and then west on the south side of County Road 512
to the North Indian River County Library. Then contunue on to
Hardee Park along the west side of Barber Street.
3) A bike path along the west side of Roseland Road from the
Shiloh Youth Ranch to County Road 512.
4) A pedestrian/bicycle bridge to connect the bike path north
and south of the Barber Street Bridge.
5) installation of handicap ramps at various downtown Sebastian
intersections where there are sidewalks.
6) A bike path along Fleming Street from Lake Drive to Main
Street.
7) A bike path from Fleming and Lake to intersect with Barber
Street bike path at Hardee Park.
8) A bikepath from Easy and Main St. to Wimbrow Drive South to
Lake Drive.
