Mayor Harris called the meeting to order at 7:00.P.M.
Vice Mayor Roth led the Pledge of Allegiance.
invocation was given by Reverend Paul Hauenstein

5. ~ROCLAMATIONS AND/OR ANNOUNCEMENTS
Mayor Harris announced the display of photos of past
Mayors since 1925 in City Hall on June 5, 1987, at
1:00 P.M.; Planning and Zoning Commission meeting on
June 4, 1987 at 7:00 P..M.; and postponement of the
Airport Master Plan Public Hearing on June 10, 1987.
Discussion took place on the postponed Airport Public
Hearing.

MOTION by Roth/McCarthy
I move we place discussion of scheduling of Phase
II of the Airport Master Plan on this agenda under
Old Business.

Attorney Palmer read the proclamation in its
entirety. Mayor Harris presented the
proclamation and plaque to Lieutenant Puscher.

entirety. Mayor Harris presented the
proclamation and plaque to Leland Bacon.

Mayor Harris presented a Certificate of
Appreciation to Tommy Thompson for his service on
the Planning and Zoning Commission.
6. COMMITTEE REPQ~T$
Councilman Metcalf announced the Overall Economic
Development Plan Meeting at the County Administration
Building on June 4, 1987.

9. OLD BUSINESS:
Airpor[ ~aster Elan
Councilman McCarthy said he would request a physical
noise study at the Workshop on June 23, 1987.
John Van Antwerp said Post, Buckley is only obligated
to do what is in their contract.
MOTION by Vallone/McCarthy
I move we schedule an Airport Master Plan
Workshop with Planning and Zoning, City Council and
the Airport Advisory Board on June 23, 1987 and
schedule a Public Hearing July 8, 1987.
VOICE VOTE on the motion carried unanimously. (5-0)

Discussion took place on Stormwater Management as a
Utility, mechanisms for billing, i.e., insert in tax
bill, separate billing.
Mayor Harris asked Hector Franco to look into costs.
Vice Mayor Roth said he would like cost figures in
three weeks.
Ordinanc~ ~ Sebastian Riv~ Area Cham~er of
QD3mme~Ge
Ken Vickers, Chamber of Commerce, read a letter into
the record. (see attached) He stated that a logical
Ordinance would relate to categorization of licenses.
He said he liked the Ordinance from Coconut Creek,
Florida.
Councilman McCarthy said Council should look into the
feasiblility of stopping Home Occupational Licenses.
Mr. Vickers said Florida Statutes allow Home
Occupational Licenses.
Pat Lambert suggested using the new Occupational
License Application when doing renewals in September.
"Reapplication for Occupation License" was made a
June 10, 1987, agenda item.

10. MAYOR'S MATTERS
Mayor Harris requested that "Acquisition of Land in the
vicinity of Barber Street Ballfield" be made an agenda
item for June 10, 1987.
11. COUNCIL MATTERS
Councilman McCarthy stated he could not attend the PBA
Caucus of June 5, 1987 at 9:30 A.M. Mayor Harris
requested that he meet with Attorney Palmer to be filled
in on the items in question.
Councilman McCarthy said Council should look into reducing
the limit for purchasing without bid to $500.00.
Mayor Harris requested the Finance Director give Council a
list of items that need policy changes according to the
1986/87 Fiscal Year Audit and then they will be put on
the agenda.
Vice Mayor Roth requested the City Attorney to do the
same.
12. CITY ATTORNEY MATTERS
None.
13. NEW ~U$INE$S
A. POLICE DEPARTMENT
1. RESOLUTION NO. R-87-35
A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA,
PROVIDING THAT THE CITY POLICE DEPARTMENT SHALL BE
AUTHORIZED TO CHARGE CERTAIN FEES FOR THE STORAGE OF
VEHICLES OR THE CUSTODY OF ANIMALS; PROVIDING AN
EFFECTIVE DATE.
This item was taken off the agenda since
Resolutions cannot be acted upon at Workshop
Meetings.
2. Impact Fees ~ Lt. Dave Puscher
Lieutenant Puscher made a presentation to Council
on the possiblity of an alarm Ordinance, an
impact Ordinance and more Police Department input
in Planning and Zoning and site plan approval.
Councilman Vallone recommended that this be
tabled until the City Manager is on board.

Mayor Harris instructed Attorney Palmer to
research the possibility of charging an impact
fee and how figures are arrived at.
F. PLANNING AND ZONING CQ~MI$$ION
Memo - Proposed ChaRg~ to Land Development
Mayor Harris instructed Hector Franco to go back
to Planning and Zoning with his recommendations
to them regarding the proposed changes and then
report back to Council.
2. Memo - M~or Thoroughfare Plan
Discussion took place on the Proposed Plan.
Appoint Alternat~ M~er to the County
Transportation Planning
Councilman Metcalf was appointed Alternate to the
Transportation Committee.
City Codes and Code Enforcemer~ - CQuB¢ilman
Discussion took place on a Code Enforcement Case
involving Hurricane Harbor which had been resolved by
the Code Enforcement Board.

I move we adjourn the meeting.

17. Mayor Harris adjourned the meeting at 9:35 P.M.
