MAYOR GALLAGHER ADVISED THAT HE HAD ALREADY PENCILLED IN THIS ITEM AND WOULD ALSO LIKE TO ADD THE FOk~Iqi~ ]q'Ell~: ~TIO~A ~0~ ~ERV~PA~~HE POLICE DEPARTMENT; ABANDO~OF~D~ I~ W~AN(~VIS[O~ CH~IST~ DE~FI3NS; REPORT HAS CONTACTED REPRE~I~F ~AL~EV~P~CORP~TI~A~TH~PR~ HAS BEEN PO~WA~DED TO A REVIEW C~MITTEE IN MIAMI. HE HAS ASKED THEIR ATTORNEYS TO INVOKE AN ACT UPON DEED RESTRICTIONS THEY HAVE RELATIVE TO PROPERTIES IN SEBASTIAN HIGHLANDS. VICE MAYOR HARRIS REQUESTED THAT THERE BE PLACED ON THE AGENDA A DISCUSSION ON THE CLIVUS MULTRUM. MAYOR GALLAGHER REMINDED EVERYONE OF THE FLAG DAY CEREMONIES TO BE HELD ON JUNE 14 AT CITY HALL AT WHICH THE NEW CITY FLAG WILL BE RAISED. INTRODUCTION OF BUSINESS FROM THE PUBLIC: MAYOR GALLAGHER ADVISED THAT GEORGE REEVES HAS REQUESTED TO SPEAK AT THE COUNCIL MEETING ON JUNE 12. DR. BELLER ADDRESSED THE MEETING ON A CITY DIVIDED, RECENTLY ILLUSTRATED BY THE FIASCO AT RIVERVIEW PARK, AND WHAT THE PRESS CAN DO ABOUT KEEPING THE CITY WITHOUT DIVISION. HE COMPLIMENTED COUNCILMAN VALLONE ON HiS USE OF THE TERM "OUTHOUSE" AND THAT HE WAS THE ONLY ONE WHO SPOKE UP ABOUT IT. HE CITED WHAT HE CONSIDERED TO BE ALL THE DEFICIENCIES CONNECTED WITH THE CLIVUS MULTRUM. THERE FOLLOWED A LENGTHY DISCUSSION AMONGST MEMBERS OF THE COUNCIL, WHICH WAS TERMINATED BY COUNCILMAN ROTH WALKING OUT OF THE MEETING. AFTER A BRIEF RECESS, MEETING WAS RECONVENED AT 8:03 P.M. WITH ALL COUNCIL MEMBERS PRESENT WITH THE EXCEPTION OF COUNCILMAN ROTH. COUNCILMAN SZELUGA ASKED WHY A FEASIBILITY STUDY SHOULD BE DONE. WE KNOW SOMETHING HAS TO BE DONE. COUNCILMAN ROTH WITHDREW HIS SECOND: COUNCILMAN VALLONE WITHDREW HIS MOTION. MOTION BY COUNCILMAN SZELUGA, SECONDED BY COUNCILMAN VALLONE, THAT WE INSTRUCT THE BUILDING OFFICIAL OF THE CITY OF SEBASTIAN TO PROVIDE PLANS AND SPECIFICATIONS FOR RIVERVIEW PARK IN ORDER TO SOLVE THE PROBLEM OF PR(YVIDING DRINKING WATER AND WATER FACILITIES FOR OTHER PURPOSES IN THE PARK INCLUDING RESTROOMS. MAYOR GALLAGHER ADDRESSED THE COUNCIL FROM THE PODIUM, STATING THAT HE HAS ALREADY INDICATED TO COUNTY HEALTH DIRECTOR THAT THERE WILL BE MONEY IN NEXT YEAR'S BUDGET TO DO THIS ANDALSO HAS INFORMED THE BUILDING OFFICIAL AND THE PUBLIC WORKS' DEPARTMENT OF WHAT HAS TO BE DONE. EVERYTHING IN THE MOTION HAS ALREADY BEEN PUT IN THE WORKS. HE ASKED THAT THE MOTION BE REJECTED IN ORDER NOT TO RUN THE RISK OF JEOPARDIZING THE MONEY FROM THE STATE. WAIT UNTIL AFTER THE PROJECT IS COMPLETED AND THEN ADDRESS THE ADDITIONAL THINGS NEEDED. THE DISCUSSION CONTINUED FOR SOME TIME DURING THE COURSE OF WHICH MAYOR GALLAGHER RESUMED~i] HIS SEAT AT THE COUNCIL TABLE. COUNCILMAN SZELUGA FINALLY ASKED COUNCILMAN VALLONE TO WITHDRAW HIS SECOND. COUNCILMAN VALLONE REFUSED AND ASKED MAYOR GALLAGHER IF HE HAD TAKEN BACK THE GAVEL. WHEN MAYOR GALLAGHER SAID HE HAD NOT, COUNCILMAN VALLONE CALLED FOR THE QUESTION, WHEREUPON MAYOR GALLAGHER CALLED FOR A POINT OF ORDER WHEREIN ROBERT'S RULES OF ORDER STATES IT IS NOT REQUIRED THAT A SECOND BE WITHDRAWN FOR THE PERSON WHO MADE THE MOTION TO AMEND THE MOTION. COUNCILMAN SZELUGA THEREUPON WITHDREW HIS MOTION AND ASKED TO BE EXCUSED FROM THE MEETING. MOTION BY MAYOR GALLAGHER TO ADJOURN, SECONDED BY COUNCILMAN ROTH.
