Mayor Conyers called the workshop to order at 7:00
p.m.

Proclamation_- Welcome Home to Desert Storm Troops
- Support for Yellow Ribbon Campaign for
Construction of Freedom Flame in Tallahassee
Mayor Conyers read the proclamation and requested
that the City Clerk forward it to the Governor's
office.
6. PUBLIC INPUT ON AGENDA ITEMS
Ruth Sullivan, 1215 Indian River Drive, requested an
update on proposed city water and sewer and was
advised that a report would be presented at a future
meeting.
7. WORKSHOP ITEMS
Review Ordinance Nos. O-91-13 and O-91-14 -
Regulation of Adult Entertainment Establishments
(City Attorney Letter dated 4/17/91, Petty Memo
dated 4/23/91, 0-91-13 and 0-91-14)
The City Attorney read Ordinance No. 0-91-13 by
title, Chief Petty's concerns were discussed and
several amendments were made as a lengthy critique of
the ordinance ensued.
The City Attorney advised that staff obtain copies of
the "United States Attorney General's Commission on
Pornography (1986)" findings and "A Summary of a
National Survey of Real Estate Appraisers Regarding
the Effect of Adult Bookstores of Property Values"
conducted by Division of Planning, Department of
Metropolitan Development, Indianapolis, for Council
review.
At the request of Councilman Holyk, it was decided
that notification of denial of license can be mailed
by certified return receipt request as a procedural
matter by the Finance Department.
The City Attorney stated he would do a survey of
other municipalities' regulation on hours of
operation.
It was noted that pages 27 and 33 were missing from
the agenda packet and should be copied to Council.

The City Attorney said he would incorporate the
amendments made this evening into the ordinance and
bring it back to Council. He strongly recommended
that the public be urged to attend the public
hearings when scheduled.
The City Attorney read the title of Ordinance No. 0-
91-14 which would establish zonin§ regulations for
this type of businesses and noted that this
ordinance, since it amends the Land Development Code,
must go to Planning and Zoning prior to Council
action.
Mayor Conyers called recess at 7:58 p.m. and
reconvened the meeting at 8:10 p.m. Ail members were
present.
Review Ordinance No. O-91-15 - Handbills (Staff
Recommendation dated 5/30/91, O-91-15)
The City Attorney read the title of Ordinance No. O-
91-15 and again stated that it is important for the
public to attend the public hearing and express
its views.
With the concurrence of Council, the first reading
was scheduled for June 12, 1991.
MAYOR'S MATTERS
Mayor Conyers stated that Chris Hamrick had arrived
home on Saturday. He expressed concern for the
safety of the school crossing on CR 512 and stated
that he'd like to see a police officer there each
day.

Subsequent to input by Council members, Mayor Conyers
withdrew his request to attend the conference.

9. COUNCIL MATTERS
A. Vice Mayor Oberbeck
Vice Mayor Oberbeck inquired when the Stevenson
monument would be erected, when the matter of fuel
tanks at the airport would be addressed, and whether
builders must sod entire properties. He recommended
that funds be borrowed from the general fund and
reimbursed at a later date so the city can conduct a
traffic study as soon as possible.
In response, the City Manager said the monument can
be erected prior to the improvements to the park and
that he would schedule it when the monument is
received by the city; said he will address the
airport fuel tanks when John Van Antwerp brings in a
more specific proposal; and said he would place on
the June 12, 1991 agenda a recommendation to direct
staff to begin the consultant selection process for a
traffic study. The Director of Community Development
said if the entire yard is not sodded it can be
seeded but must be stabilized within ninety days.
B. Councilman Hol~k
Councilman Holyk requested updates on city computers,
pending agenda items and the Riverfront Study.
In response, the City Manager said a computer
operator had been hired in the Finance Department and
that he would wait until he was on board to utilize
his expertise in consultant selection and said pending
items can be addressed at the August workshop. The
Director of Community Development said that the
Planning and Zoning Commission would schedule a
special meeting to address the Riverfront Study
report.
C. Councilman Powell
None.
D. Councilman Reid
Councilman Reid suggested, subsequent to receiving a
letter from Jim Davis' office regarding signs on CR
512, that the city have more input on what the signs
read.

10. CITY ATTORNEY MATTERS
The City Attorney reported on his opinion regarding
the Sembler project.
11. CITY MANAGER MATTERS
The City Manager said he had met with Gerald Hartman,
Hartman and Associates, today in regard to proposed
water and sewer and that their report will be
presented at the June 26, 1991 meeting and action
scheduled for July 10, 1991.

Herbert Sturm, 113 Alameda Avenue, Sebastian,
requested that the city create a complaint review
board in accordance with state statutes. The City
Attorney stated that a complaint review board is not
required and that the board in question deals with
Police Officers' Bill of Rights. Mr. Sturm stated he
had received no satisfaction this far from the State
Attorney's office or FDLE.
(Vice Mayor Oberbeck was excused from 8:55 p.m. to
8:57 p.m.)
