THE REGULAR MEETING OF THE CITY OF SEBASTIAN CITY COUNCIL WAS CALLED TO ORDER
BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
PRESENT: VICE MAYOR ROBERT FITZMAURICE, COUNCILMAN RICHARD SZELUGA,
COUNCILWOMAN DOROTHY MCKINLEY, COUNCILMAN JAMES GALLAGHER, CITY ATTORNEY
DANIEL KILBRIDE, MAYOR PAT FLOOD, JR.
ON BEHALF OF THE FOURTH OF JULY COMMITTEE, VICE MAYOR FITZMAURICE REPORTED THAT
THE FESTIVITIES WILL TAKE PLACE ON JULY 3RD AND 4TH AND INVITED EVERYONE TO
PARTICIPATE.
VICE MAYOR FITZMAURICE REQUESTED THAT THE MINUTES OF REGULAR COUNCIL MEETING
MAY 11, 1983 SHOW THAT HIS ABSENCE WAS EXCUSED, SINCE HE WAS ATTENDING A HURRICANE
CONFERENCE IN TAMPA, FLORIDA.
MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILWOMAN MCKINLEY, TO APPROVE
THE MINUTES OF BID OPENING AND PUBLIC HEARING 5/4, BID OPENING AND REGULAR COUNCIL
MEETING 5/11, PUBLIC HEARING AND REGULAR COUNCIL MEETING 5/18 AND SPECIAL MEETING

MOTION CARRIED.
COMMITTEE REPORTS:
ROBERT DOHERTY, SUPERINTENDENT, PUBLIC WORKS, REPORTED THAT THE DEPARTMENT OF
TRANSPORTATION HAS INFORMED HIM THAT AT THE BEGINNING OF THE NEW YEAR IT IS THEIR
BRIDGE TO A POINT IN THE ViCI~TY OF SCHUMaNn~DRIVE. HE ALSO REPORTED THAT THEY
ROBERT DOHERTY REPORTED THAT AN ~R~RI~--~AL MATERIAL CALLED "SLURRY SEAL" HAS
BEEN USED ON DELMONTE STREET, K~E~S~RE~T~ AND A PORTION OF EASY STREET. HE
EXPLAINED THAT THIS MATERIAL IS MZANF T~PRESERVE THE ROAD SURFACE AND THAT THESE
ROADS WILL BE CHECKED PERIODICALL~ T~ S~ HOW THEY ARE HOLDING UP BEFORE THE CITY
MAKES A FINAL DECISION WHETHER TO JOV~I~UE WITH THIS METHOD.
EARL MASTEL:ER, CITY ENGINEER, R~STED PERMISSION TO WORK IN CON~UNCTION WITH
BOB DOHERTY AND THE DEPARTMENT OF TRANSPORTATION, DUE TO THE FACT THE CITY HAS
REPORTED
THE
PREPARATION OF THE 1983-84 RECREATION DEPARTMENT BUDGET.
CONTACTED THE YMCA, REGARDING THE EXPANSION OF THEIR PROGRAM INTO THE
SEBASTIAN AREA AND APPOINTED A LIASION TOWORK WITH THEM.
ORDERED VARIOUS TYPES OF PLAYGROUND EQUIPMENT FOR EXISTING PLAYGROUNDS.
PREPARING A PROPOSAL TO THE INDIAN RIVER COUNTY RECREATION COMMITTEE.
REQUESTING FINANCIAL ASSISTANCE FOR THE CITY'S 83-84 RECREATIONAL PROGRAM.
COUNCILMAN GALLAGHER STATED THAT THE COMMITTEE WAS IN FULL AGREEMENT THAT THE
DOCK AT THE SWIM LAKE BE REMOVED. AFTER SOME DISCUSSION REGARDING THE DRAINAGE
SITUATION AT THE SEBASTIAN YACHT CLUB NEAR THE SCHUFFLE BOARD COURT, MAYOR FLOOD
RECOMMENDED THAT COUNCILMAN GALLAGHER GET WITH EARL MASTELLER, CITY ENGINEER, TO
LOOK INTO IT FURTHER AND TO REPORT BACK AT THE NEXT REGULAR COUNCIL MEETING.
MAYOR FLOOD STATED THAT THIS WOULD BE AN AGENDA ITEM FOR THE NEXT REGULAR COUNCIL
MEETING.
VERONICA AUTREY, REPRESENTATIVE, GENERAL DEVELOPMENT CORPORATION, REPORTED THAT
THE LANDSCAPE FEATURE AT THE SCHUMANN DRIVE ENTRANCE GOING INTO THE SEBASTIAN
HIGHLANDS WILL BEGIN THIS WEEK.

10 x 4 BOOTHS. HE EXPLAINED THAT THE COMMITTEE WILL CONTRACT THE LABOR THEMSELVES
AND THAT THE APPROXIMATE COST FOR MATERIALS WOULD BE $400.00.

FUNDS BE DRAWN FROM THE PARKS AND RECREATION DEPARTMENT AND BE GIVEN TO THE
FOURTH OF JULY COMMITTEE IN THE AMOUNT OF $400.00.

MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT MR.GEORGE
SCHUM, MR. JERRY NAPPI AND MR. HOWARD CARSWELL, BE APPOINTED AS PERMANENT MEMBERS
TO THE PARKS AND RECREATION COMMITTEE.
MOTION CARRIED.
MAYOR FLOOD INDICATED THAT SINCE WE HAVE SUCH A TURN OVER OF MEMBERS ON STANDING
COMMITTEES THAT THE NEW NAMES OR DELETIONS CAN BE MADE ON THE SAME RESOLUTION.
MAYOR FLOOD REPORTED THAT HE HAS RECEIVED A REQUEST FROM THE INDIAN RIVER COUNTY
SCHOOL BOARD REQUESTING PERMISSION TO USE THE SWIM LAKE DURING THEIR SUMMER PROGRAM.

MAYOR FLOOD RECOMMENDED THAT THE VARIANCE REQUEST MADE BY HARBOR FEDERAL BE
FORWARDED TO THE VARIANCE BOARD REGARDING A SIDE YARD SET BACK.
MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT THE
VARIANCE REQUEST MADE BY HARBOR FEDERAL BE SENT TO THE VARIANCE BOARD.

STRUCTURAL PROBLEMS ON THE EXTERIOR.
MAYOR FLOOD REMARKED THAT THE CITY DID AGREE TO MAINTAIN THE OUTSIDE GROUNDS BUT
DID NOT AGREE TO PAINT THE OUTSIDE OF THE BUILDING. HE STATED THAT HE WOULD CHECK
THROUGH THE MINUTES REGARDING THIS MATTER AND REPORT BACK AT THE NEXT REGULAR
COUNCIL MEETING.
MAYOR FLOOD MENTIONED THAT THE LIBRARY ASSOCIATION HAS ALSO REQUESTED THE USE OF
CANDY LAND PARK FOR A BOOK SALE, TO BE HELD ON SATURDAY, JUNE 11, 1983. MAYOR
FLOOD RECOMMENDED THAT THE CHAIRMAN, PARKS AND RECREATION COMMITTEE, GIVE HIS
APPROVAL ON THIS AND ANY FUTURE ONE DAY FUND RAISING EVENTS.
MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILMAN SZELUGA, THAT THE PARKS
AND RECREATION CHAIRMAN HAVE THE AUTHORITY TO GRANT PERMISSION FOR THE USE OF
CITY FACILITIES FOR ONE DAY AFFAIRS.

COUNCILMAN GALLAGHER STATED THAT HE OBJECTED TO THIS MOTION, DUE TO THE FACT HE
DID NOT FEEL THAT ANY COMMITTEE CHAIRMAN SHOULD BE PUT IN THE POSITION TO WHERE
HE SHOULD HAVE TO CONTACT THE PERSON REQUESTING THE USE OF THE CITY FACILITY WHEN
THEY HAVE GONE THROUGH THE PROPER CHANNELS BY SUBMITTING A LETTER.

CHAIRMAN OF PARKS AND RECREATION COMMITTEE BE GIVEN PERMISSION TO ACT ON WRITTEN
REQUESTS FOR THE USE OF PARK DEPARTMENT PROPERTY FOR ONE DAY MINOR AFFAIRS.
MOTION CARRIED.
COUNCILMAN GALLAGHER REQUESTED THAT THE CITY CLERK INFORM LYNN WALSH, DIRECTOR,
SEBASTIAN RIVER LIBRARY ASSOCIATION, THAT PERMISSION HAS BEEN GRANTED TO USE THE
CANDY LAND PARK FOR A BOOK SALE ON SATURDAY, JUNE 11, 1983, BETWEEN 10:00 A.M.
AND 2:00 P.M.
MAYOR FLOOD ANNOUNCED THAT A JOINT MEETING WITH THE SEBASTIAN CITY COUNCIL AND
THE GOLF COURSE BOARD OF DIRECTORS WILL BE HELD ON AUGUST 4, 1983, AT 7:00 P.M.,
IN THE CITY COUNCIL CHAMBERS.

TO ADOPT A FOUR CENTS PER GALLON GASOLINE TAX AS PROVIDED BY CHARTER 83-3, LAWS OF
FLORIDA.
AFTER SOME DISCUSSION REGARDING THE RESOLUTION AND THE PERCENTAGES USED IT WAS THE
RECOMMENDATION ~F uICE MAYOR FITZMAURICE THAT THE LANGUAGE ON PAGE 2, SECOND
PARAGRAPH BE AMENDED TO READ AS FOLLOWS: BE IT FURTHER RESOLVED THAT THE FUNDS
COLLECTED FROM SAID GASOLINE TAX BE DISTRIBUTED BETWEEN THE COUNTY AND VARIOUS
MUNICIPALITIES IN THE COUNTY IN ACCORDANCE WITH THE FORMULA AS APPROVED BY THE

COUNCILWOMAN MCKINLEY REQUESTED THE APPROVAL OF THE COUNCIL TO INSTALL A WATER

ARRANGEMENT TO HAVE ONE INSTALLED.
MAYOR FLOOD REMINDED THE COUNCIL THAT BAMMA LAWSON, CITY RESIDENT, WILL BE
CELEBRATING HER iO1ST BIRTHDAY ON JUNE 22, 1983 AND THAT EVERYONE WAS INVITED TO
ATTEND HER CELEBRATION AT HER HOME.
MAYOR FLOOD STATED THAT HE WOULD LIKE THE DOLLAR AMOUNT RAISED TO $2,500.00 FOR
EXPENDITURES, PRIOR TO GOING TO BID AND REQUESTED THAT THIS MATTER BE MADE AN

A DRINKING AND DRIVING EXPERIMENT HELD AT THE SEBASTIAN AIRPORT AT THE ROSELAND
ROAD ENTRANCE ON SUNDAY, JUNE 12, 1983 AT 2:00 P.M.
