MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN CLIFFORD HOOSE, EVERETT T. GASS AND JOHN R. JOACHIM,
AND MAYOR PAT FLOOD, JR.
ABSENT: MR. L. B. VOCELLE, CITY ATTORNEY (ON VACATION).
THE MINUTES OF THE REGULAR COUNCIL MEETING OF MAY 8, PUBLIC HEARING AND SPECIAL MEETING OF MAY 12,
AND SPECIAL MEETING OF JUNE 7, 1978 WERE APPROVED.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN JOACHIM, TO PAY MAY BILLS AMOUNTING TO $29,268.60.
CARRIED.
MR. CRAGG REFERRED TO A RECENT NEWSPAPER ARTICLE FOLLOWING THE PUBLIC HEARING HELD ON MAY 21 REGARD-
ING THE BUDGET AND STATED HE FELT HIS INTEGRITY HAD BEEN CHALLENGED. AT THE MAY 31 PUBLIC HEARING,
3t0~I~-9%5~E- CIT~-OLERK AND MAYOR FLOOD AGREED THE BOOKKEEPER HAD NOT DONE A VERY GOOD JOB IN VIEW OF THE
DISCREPANCIES HE, MR. CRAGG, HAD REVEALED. YET THE NEWSPAPER OF JUNE 4th READ "FLOOD AGAIN STATED
HIS CONFIDENCE IN THE BOOKKEEPER AND HIS ABILITY AS AN ACCOUNTANT. HE HAS DONE AN EXCELLENT JOB".
NEVERTHELESS, HE HAS MADE PLANS FOR SOME MAJOR REVISIONS IN THE CITY'S BOOKKEEPING SYSTEM FOR THE
NEXT FISCAL YEAR. MR. CRAGG COMPARED THE PRESENT BOOKKEEPER'S SALARY OF $35.00 A DAY TO MRS. MUMM'S
(FORMER BOOKKEEPER) SALARY OF $3.25 AN HOUR, COMMENTING THAT SHE WAS ABLE TO SUPPLY HIM WITH A
TRIAL BALANCE, ONE THAT BALANCED TO THE PENNY, TWO OR THREE DAYS AFTER THE END OF A QUARTER. THERE-
FORE, HE FELT JUSTIFIED IN BRINGING T~_~E CI2UN~IL'S,ATj~EN~N~~I AND TO THE TAXPAYER'S ATTENTION THINGS
CiT~ PROGRESS AS IT IS NOW WITH A WO~,~ BUDGE~ A~D R~C/VABLE TAXES IN THE COMING YEAR.

THE BOOKKEEPING IS BAD NOW, NOR WAS IT DUR~N~M~. TRTR~'S ADMINISTRATION, BUT THAT THEY (MAYOR FLOOD
AGAINST MR. CRAGG. BY OCTOBER 1, HOWEVER,~H~-~PLANS~__ HAVE A FULL TIME BOOKKEEPER. MR. FRAZIER HAS

COUNCILMAN GASS HAS ~CEIVED THE COUNTY FORMU~ FOR THE ASSIGNING OF HOUSE N~M~SRS AND CAN NOW GIVE
HOUSE NUMBE~ TO~YONE ~N THE CIT~ DESIRING ONE.
COUNCILMAN GASS RECENTLY TRAVELED TO SEVERAL GOVERNMENT SURPLUS DEPOTS AND PAID $620 FOR USED EQUIP-
MENT AND MATERIALS THAT ORIGINALLY COST THE GOVERNMENT $4,406.
COUNCILMAN GASS STATED THAT ALTHOUGH COOLIDGE STREET IS IN POOR CONDITION, NO WORK WILL BE DONE UNTIL
AFTER THE COMPLETION OF THE INDIAN RIVER FEDERAL SAVINGS AND LOAN BUILDING. $1,800 HAS BEEN SET
ASIDE TO PAVE COOLIDGE STREET.
COUNCILMAN JOACHIM INVITED ALL INTERESTED PARTIES TO ATTEND THE NEXT CEMETERY IMPROVEMENT ASSOCIATION
MEETING IN CITY HALL, JUNE 15, AT 1:30 P.M. FOR THE PURPOSE OF PLANNING THE ASSOCIATION'S PARTICIPATION
IN THE 4TH OF JULY CELEBRATION.
COUNCILMAN HOOSE IS IN RECEIPT OF COPIES OF ORDINANCES PERTAINING TO MANDATORY GARBAGE COLLECTION FROM
OTHER CITIES IN FLORIDA AND EXPECTS TO DISCUSS THE MATTER WITH THE CITY ATTORNEY SHORTLY.
MR. WALTER CANDELET, CHAIRMAN,"ZONING & PLANNING COMMISSION, ANNOUNCED THAT MR. WILLIAM LEGUE REQUESTED
PERMISSION TO LEASE PART OF ONE OF HIS DUPLEXES TO H & RBLOCK FOR USE AS OFFICE SPACE. AN AGREEMENT
WAS REACHED THAT AT SUCH TIME AS THE RESIDENTIAL TENANT IN THE OTHER HALF OF THIS DUPLEX MOVES OUT,
THE ENTIRE BUILDING WILL BE CLASSIFIED FOR COMMERCIAL USE. MR. LEGUE IS AWARE THAT HE MUST COMPLY WITH
THE BUILDING DEPARTMENT REAUIREMENTS OF THE CITY OF SEBASTIAN.
THE ZONING & PLANNING COMMISSION MET ON JUNE 8, 1978 TO DISCUSS THE PETITION OF ELSIE HEEN NORTHRUP FOR
CHANGE OF ZONING FROM C-2 TO R-2, LOTS 10 & 11, BLOCK 2, EDGEWATER PARK S/D. THE COMMISSION RECOM-
MENDED APPROVAL AND RECOMMENDED REZONING LOTS 12, 13 AND 14, BLOCK 2, EDGEWATER PARK S/D FROM C-1 TO
R-2. A PUBLIC HEARING WILL BE HELD ON JULY 5, PRIOR TO THE WORKSHOP MEETING.
MAYOR FLOOD ADVISED THAT WORK WILL BE STARTED SHORTLY TO INSTALL THE LIGHTS ON RUNWAYS 2 AND 3 AT THE
AIRPORT. A MEETING WILL BE ARRANGED WITH A REPRESENTATIVE OF FEDERAL AVIATION ADMINISTRATION, THE
CITY COUNCIL, AIRPORT COMMISSION AND MEMBERS OF THE PUBLIC WITH REGARD TO NOISE CONTROL.
THE BUILDING DEPARTMENT iSSUED 21 PERMITS DURING MAY FOR SINGLE FAMILY RESIDENCES VALUED AT $667,300.
TOTAL NEW CONSTRUCTION FOR THE MONTH AMOUNTED TO $684.354.

CHIEF CUMMINS REPORTED 199 COMPLAINTS ANSWERED BY THE POLICE DEPARTMENT DURING MAY, NOT INCLUDING
TRAFFIC STOPS.
OFFICER FELTHOUSEN SUCCESSFULLY COMPLETED THE TEST GIVEN FOR THE POSITION OF SERGEANT WHICH WAS
MADE AVAILABLE BY THE ADVANCEMENT OF JOHN MELTON TO THE RANK OF CAPTAIN. MR. JOE WILLIAMS WAS
SELECTED TO FILL THE VACANCY IN THE POLICE DEPARTMENT.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO ACCEPT MR. WILLIAMS AS AN OFFICER FOR
THE SEBASTIAN POLICE DEPARTMENT. CARRIED.
CHIEF CUMMINS EXPLAINED THE SEATING CAPACITY OF THE COMMUNITY CENTER. THE COMMUNITY CENTER IS A
CLASS B PLACE OF ASSEMBLY AND UNDER THE STATE LAW WHICH REQUIRES 15 SQ. FT. PER PERSON, THERE CAN
BE A MAXIMUM OF 250 PEOPLE IN THE BUILDING. IF A THEATER TYPE SEATING ARRANGEMENT IS USED, 556
PEOPLE CAN BE ACCOMMODATED, PROVIDED THE CHAIRS ARE POSITIONED CORRECTLY, i.e. "7 CHAIRS SIDE BY
SIDE - A 3FT AISLE, 14 CHAIRS, A 3FT AISLE, AND 7 CHAIR~'IN SUFFICIENT NUMBER OF ROWS UNTIL A
MAXIMUM OF 556 IS REACHED.
MAYOR FLOOD ANNOUNCED ARRANGEMENTS HAVE BEEN MADE TO COVER THE FRONT WINDOWS OF THE COUNCIL ROOM
WITH SUN-PROOFMATERIAL.
MAYOR FLOOD, ACCOMPANIED BY MR. CRUMP AND MR. KEN MILLER OF GENERAL DEVELOPMENT CORPORATION, TOGETHER
WITH TWO OTHER GDC EMPLOYEES, TOOK CORE DRILLINGS IN VARIOUS AREAS OF SEBASTIAN HIGHLANDS. THE
DRILLINGS VARIED IN THICKNESS FROM 1/4" TO 1-1/4". MR. CRUMP ADMITTED THAT APPARENTLY A MISTAKE HAD
BEEN MADE AND INSTRUCTED HIS FOREMAN TO SET UP A SCHEDULE TO TAKE A CORE SAMPLE EVERY 1000 FT. MAYOR

IN RESPONSE TO A LETTER TO THE DEPARTMENT OF STATE INQUIRING IF THEY COULD RECOMMEND ANYONE TO

HOOSE BROUGHT UP THE QUESTION THAT SINCE AT LEAST 300 PEOPLE ARE EXPECTED TO ATTEND, THERE COULD BE
A TRAFFIC CONTROL PROBLEM. CHIEF CUMMINS SAID THE POLICE DEPARTMENT WILL BE MORE THAN HAPPY TO
FURNISH THEM WITH TRAFFIC CONTROL FOR A PRICE.
VICE MAYOR GRAY BROUGHT UP ANOTHER PROBLEM. THIS WILL BE THE LABOR DAY WEEKEND AND THERE MIGHT
BE A REQUEST FOR THE USE OF THE CENTER ON SEPTEMBER 2. THE SPORTFISHiNG ASSOCIATION WILL HAVE TO
MAKE SURE THAT EVERYTHING IS CLEA~D AWAY.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN JOACHIM, TO ALLOW THE USE OF THE HALL WITH THE
STIPULATION THAT IF THE HALL IS RENTED BY ANOTHER PARTY FOR USE ON SATURDAY, SEPTEMBER 2, THE
PREVIOUS OCCUPANT CLEAR IT SUFFICIENTLY TO ALLOW THE SATURDAY RENTER TO USE THE HALL . CARRIED.
MOTION BY COUNCILMAN HOOSE, SECONDED BY COUNCILMAN JOACHIM, TO PERMIT THE SERVING OF ALCOHOLIC
BEVERAGES ON SEPTEMBER 1 AND SEPTEMBER 3. CARRIED.

BEVERAGES AT THE COMMUNITY CENTER ON JULY 8 AT THE WEDDING OF MISS RUTH WEBB. CARRIED.
WITH REGARD TO THE SCHOOL DISTRICT REQUEST TO USE THE SWIM LAKE, MAYOR FLOOD ANNOUNCED THAT A
SUMMER PROGRAM IS BEING SET UP FROM 7:00 A.M. TO 6:00 P.M. IN AN EFFORT TO KEEP THE CHILDREN OFF
THE STREETS. THE LAKE HAS BEEN CHECKED OUT BY THE HEALTH DEPARTMENT.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO PERMIT THE SCHOOL BOARD TO USE THE
SWIM LAKE. CARRIED.
MR. CRAGG MADE A SUGGESTION THAT INSTEAD OF CONSIDERING ALCOHOLIC BEVERAGES REQUESTS AT EACH
MEETING, WHY CAN'T THE RULES BE ADJUSTED TO SAY THE USE OF ALCOHOLIC BEVERAGES BUT NOT THE
SELLING BE ALLOWED ANY TIME ANY ONE WANTS TO? COUNCILMAN GASS WONDERED IF WE CHOULD GET A LEGAL
OPINION ON WHETHER THIS CAN BE DONE ON A CARTE BLANCHE BASIS. MAYOR FLOOD SUGGESTED THAT THIS BE
DISCUSSED FURTHER AT THE NEXT WORKSHOP MEETING WHEN MR. VOCELLE WILL BE PRESENT.
MR. RICHARD SZELUGA PROTESTED THE STORAGE OF BINGO EQUIPMENT AT THE COMMUNITY CENTER AND MAYOR
FLOOD ASSURED HIM THAT THE EQUIPMENT WOULD BE REMOVED]kg SOON AS IT CAN BE DISPOSED OF.

REGARDING THE FOURTH OF JULY CELEBRATION, MAYOR FLOOD STATED THAT PLANS ARE GOING FORWARD WELL
AND POSTERS WILL BE DISTRIBUTED SHORTLY. ARRANGEMENTS ARE ALSO BEING MADE TO ADVERTISE ON RADIO
AND TV.
MAYOR FLOOD ADVISED THAT MR. MENGER, WHO DID THE ORIGINAL SIGNS FOR THE CITY, HAS QUOTED A PRICE
OF $490 EACH FOR THE TWO SIGNS TO REPAIR AND REPAINT THEM, TOGETHER WITH A 3 YEAR WARRANTY FOR
THEIR UPKEEP. HE WILL START THE JOB SHORTLY. MR. MENGER WILL PREPARE SPECIFICATIONS FOR THE NEW
SIGN TO BE PLACED ON S.R.#512.
VICE MAYOR GRAY PRESENTED MAYOR FLOOD WITH A CERTIFICATE OF APPRECIATION FROM THE UNITED WAY FOR
HIS ASSISTANCE DURING VOLUNTEER WEEK.
DEFINITE DATES WILL BE SET FOR THE DEDICATION CERMONIES FOR THE CITY DOCK AND THE COMMUNITY CENTER
AS SOON AS THE MARBLE STONE AND PLAQUES ARE READY.
SO THE LICENSING BOARD CAN BEGIN TO FUNCTION, IT WAS RECOMMENDED TO THE COUNCIL THAT THEY ACCEPT
AS PERMANENT MEMBERS THE FIVE QUALIFIED PERSONS WHO SET UP THE BOARD, AND NOT UNTIL TWO MORE MEMBERS
WERE OBTAINED TO BRING THE BOARD UP TO ITS QUOTA OF SEVEN.(COPY ATTACHED)
