KINARD, COUNCILMEN JOHN R; JOACHIM, LEWIS GRAY, AND CLIFFORD HOUSE, MAYOR CRAGG. (MR. VOCELLE ABSENT). MR. COP, NELL OF AMERICAN FAMILY LIFE ASSURANCE COMPANY OF COLUMBUS, GEORGIA, EXPLAINED THE COMPANY'S CANCER CARE AND HOSPITAL INTENSIVE CA, PLANS WHICH ARE AVAILABLE TO CITY EMPLOYEES. ALTHOUGH IT IS NOT A GROUP INSURANCE, MR. CORNELL EXPLAINED, PREMIUMS COULD BE PAID THROUGH THE PAYROLL DEDUCTION PLAN. HE DID NOT RECOMMEND OR ENCOURAGE THE CITY TO PAY ANY PART OF THE PRE~MiUMS. MAYOR CRAGG WILL ADVISE MR. COP, NELL OF THE COUNCIL'S RECOMMENDATIONS AT A LATER DATE. MINUTES OF PUBLIC HEARING AND REGULAR MEETING OF MAY 10, 1976; PUBLIC HEARING OF MAY 19; AND SPECIAL MEETING AND PUBLIC HEARING OF JUNE 9, 1976 WERE APPROVED. MOTION BY COUNCILMAN HOUSE, SECONDED BY VICE MAYOR KINARD, TO PAY MAY BILLS IN THE AMOUNT OF $4,450.45. CARRIED. MAYOR CRAGG REFERRED TO THE AMOUNT OF $61.23 LISTED IN THE BILLS PAYABLE DUE THE AMERICAN LEGION FOR INSTALLING BELOW-GROUND PERMANENT TYPE STANDIONS FOR FLAGS iN THE MEDIAN STRIPS ALONG US 1. THE FLAGS BEING USED ARE IN POOR CONDITION AND THE LEGION HAS AGREED TO PURCHASE REPLACEMENTS AND WiLL BE REIMBURSED BY THE CITY FROM ITS FY 76-77 BUDGET. THE COST ESTIMATE WAS $120 TO $130. MAYOR CRAGG PRAISED THE LEGION FOR THE EXCELLENT JOB IT HAS DONE AND STATED THEY SHOULD BE COMMENDED. MR. FRANK KROEGEL~ BEING MADE FOR TH~ ~ THAN SPECIFICALLYt~ PARADE ON THE BIC~N~ MOTION BY COUNCILMAN REQUESTED. CARRIED. MRS. ELMER STOKES OF SEBASTIAN HIGHLANDS PRESENTED A PETITION SIGNED BY RESIDENTS REQUESTING A REVIEW OF THE SEBASTIAN POLICE DEPARTMENT. THE PETITION DID NOT ASK FOR AN INVESTIGATION, BUT FOR ARE. VI~ OF FACTS, POLICIES AND PROCEDURES OF THE POLICE DEPARTMENT . THE INTENT OF THE PETITION WAS TO HAVE a REPORT FOR THE PUBLIC TO REVIEW. IT WAS THE PO~L~D~OPI~TO~__THA~ ~7IS NO BELIEF OF ILLEGAL DOING THAT WOULD INVOLVE THE STATE OF FLORIDA ATTORN~Y~Ek~L'S~-~FF~-~E\N~ GRAND JURY. MAYOR CRAGG ACCEPTED THE PETITION AND SAID THE POLICE COMMITTEE WOULD MEET-V;I~H THE RESID~N~f~ OF THE CITY TO DISCUSS THE PROVISIONS OF THE PETITION. HOWEVER, UNDER THE RULES OF THE ,~IrY CH~RTER,~ ~EITHER THE MAYOR NOR THE CITY COUNCIL IS AUTHORIZED TO APPOINT A COMMITTEE O~ CI~ENS TO M~KE AN~ IKIND OF AN INVESTIGATION OR REVIEW OF ANY OF THE DEPARTMENTS OF THE CITY. ~ __ __ U THE POLICE COMMITTEE WILL MEET WITH THE CITIZENS ON TUESDAY, JUNE 22, AT 7:30 P.M. TO DISCUSS THE CURRENT OPERATING PROCEDURES AND POLICIES OF THE P~D~MENT. MR. DOUG KING, INDIAN RIVER COUNTY SCHOOL BOARD IM ~RGE OF ADULT EDUCATION COMMUNITY SERVICE PROGRAMMING, OUTLINED THE VARIOUS CLASSES AV~ZLLBLE~RANGING FROM DECOUPAGE TO HIGH SCHOOL EDUCATION. EACH CLASS MUST HAVE AT LEAST 20-25 PUPILS. MR[ F. iN~ ~O~iCIATED INPUT FROM THE MAYOR, CITY COUNCIL AND RESIDENTS OF SEBASTIAN TO SATISFY THE NEEDS OF THE PE~-L~. ~ IS ANXIOUS TO GET SOME CLASSES STARTED IN SEBASTIAN BUT TO DATE THE RAPPORT BETWEEN HIS OFFICE AND THE PEOPLE OF SEBASTIAN HAS NOT BEEN VERY GOOD. THE POLICE CHIEF REPORTED 137 COMPLAINTS ANSWERED IN MAY, NOT INCLUDING TRAFFIC STOPS. THE ZONING & PLANNING COMMISSION APPROVED TWO SITE PLANS: (1) ED SCHLITT, A PROPOSED ADDITION TO SEBASTIAN DRUG STORE, AND (2) PAUL STEVENSON FOR A COVERED WORK AREA. THE ZONING & PLANNING COMMISSION RECOMMENDED THE APPOINTMENT OF MR. WALTER CANDELET AND MR. RICHARD SZELUGA TO FiLL THE TWO VACANCIES ON THE COMMISSION. THE ZONING & PLANNING COMMISSION RECOMMENDED MRS. GRIESHABER'S REQUEST BE DENIED TO REZONE THE FOLLOWING PROPERTY FROM R-2 (MULTIPLE FAMILY) TO C-2 (COMMERCIAL): RESUBDIVISION OF BLK 1 OF EDGEWATER PARK, LOTS 1,2 & 3, AND RESUBDIVISION OF BLK 1 OF EDGEWATER PARK, LOT DESIGNATED AS PARK AND PLAYGROUND LESS WSTERLY 50' (INDIAN RIVER DRIVE). ~TION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GRAY, TO ACCEPT THE ZONING & PLAN%lING COMMISSION'S RECOMMENDATION TO DENY MRS. GRIESHABER'S REQUEST TO REZONE THE ABOVE LISTED PROPERTY. CARRIED. MR. GIL SWIGER, CHAIRMAN, AIRPORT COMMITTEE. HAS RECEIVED TENTATIVE APPROVAL FROM THE CITY FOR THE PROPOSED LEASE FOR THE COMPANY DESIRING TO LOCATE AT THE SEBASTIAN AIRPORT. THE LEASE MUSTBE TYPED IN FINAL FORM AND SUBMITTED TO THE CITY ATTORNEY AND FAA. MAYOR CRAGG COMMENTED THE COMPANY THAT MR. SWIGER HAS BEEN NEGOTIATING WITH IS AN AERIAL RELATED BUSINESS AND FAA FEELS APPROVAL WILL BE GIVEN TO LOCATE THEM AT THE AIRPORT. REGULAR COUNCIL MEETING - JUNE 14, 1976 (CONT'D) ,'~'- TOTAL NEW CONSTRUCTION DURING MAY AMOUNTED TO $181,280.00. AT THE CONCLUSION OF THE REPORT, MAYOR CRAGG ANNOUNCED THE RESIGNATION OF MR. ALLEN MUMM AS BUILDING INSPECTOR. A REQUEST TO INSTALL A DOCK HAS BEEN RECEIVED FROM THE NEW OWNERS OF HARBOR LIGHTS COURT, MR. & MRS. SULLIVAN THE COUNCIL HAD NO OBJECTION TO THE REQUEST AND MAYOR CRAGG ASKED THE CITY CLERK TO SO ADVISE MR. AND MRS. SULLIVAN GIVING THEM THE PROCEDURE TO BE FOLLOWED IN REQUESTING PERMISSION FROM THE CORPS OF ENGINEERS AND THE INTERNAL IMPROVEMENT TRUST FUND. THE CITY CLERK READ BY TITLE ONLY THE PROPOSED ORDINANCE ON VACATING OF EASEMENTS, SETTING A FEE FOR APPLICATIONS AND ESTABLISHING AN EFFECTIVE DATE. MOTION BY COUNCILMAN JOACHIM AND SECONDED BY COUNCILMAN GRAY TO APPROVE THE PROPOSED ORDINANCE ON VACATING OF EASEMENTS. ROLL CALL VOTE: AYES - VICE MAYOR KINARD, COUNCILMEN JOACHIM, GRAY AND HOOSE, AND MAYOR CRAGG. NAYS - NONE. CARRIED. THE PROPOSED ORDINANCE ESTABLISHING A CEMETERY TRUST FUND AND ESTABLISHING AN EFFECTIVE DATE WAS READ BY TITLE ONLY. MAYOR CRAGG ANNOUNCED THE RESTROOMS AT THE SWIM LAKE WILL BE OPENED IN THE EARLY MORNING BY THE STREET DEPARTMENT AND LOCKED AT SUNDOWN BY THE POLICE DEPARTMENT. MAYOR CRAGG APPOINTED MR. WALTER CANDELET AND MR. RICHARD SZELU~TO THE ZONING & PLANNING COMMISSION, AND MRS. SYLVIA FLOOD TO THE BOARD OF ADJUSTMENT. COUNCILMAN HOOSE REMINDED THE PUBLIC OF THE MISS FLORIDA PAGEANT TO BE HELD IN ORLANDO ON 23-26 JUNE. ANYONE INTERESTED IN OBTAINING TICKETS TO THE JUNE 26 ACTIVITIES CAN CONTACT COUNCILMAN HOOSE FOR THE ADDRESS AND PRICE. BETTY B~OCK ELABORATED ON MR. DOUG KING'S REMARKS ABOUTTHE INDIAN RIVER COUNTY SCHOOL BOARD ADULT EDUCATION PROGRAM AND STRESSED THE IM~R~ANCE OF HAVING AT LEAST A HIGH SCHOOL DIPLOMA IN LOOKING FOR A JOB. ANYONE WHO DOES NOT HAVE A HIGH SCHOOL DIPLOMA CAN OBTAIN A GED EQUIVALENCY BY SUCCESSFULLY COMPLETING THE HIGH SCHOOL COURSES OFFERED. MR.
