THE REGULAR MEETING OF THE CITY OF SEBASTIAN CITY COUNCIL WAS CALLED TO ORDER BY
MAYOR PAT FLOOD, JR. , AT 7:00 P.M.
PRESENT: VICE MAYOR ROBERT FITZMAURICE, COUNCILMAN RICHARD SZELUGA,
COUNCILWOMAN DOROTHY MCKINLEY, COUNCILMAN JAMES GALLAGHER, CITY ATTORNEY
DANIEL KILBRIDE, MAYOR PAT FLOOD.
PLEDGE OF ALLEGIANCE
THE DEPUTY CITY CLERK READ IN ITS ENTIRETY A PROCLAMATION EXPRESSING CONGRATULATIONS
TO BAMMA LAWSON UPON THE ATTAINMENT OF HER iO1ST BIRTHDAY ON JUNE 22, 1983.
MAYORS MATTERS:
MAYOR FLOOD STATED THAT ATTORNEY KILBRIDE HAS PREPARED AN EMERGENCY ORDINANCE
CONCERNING THE ELECTRIC CODE USED BY THE CITY. WE HAVE BEEN WORKING UNDER THE
SOUTHERN BUILDING CODE WHICH ENCOMPASSES THE NATIONAL ELECTRICAL CODE. HOWEVER,
IT CAME TO MAYOR FLOOD'S ATTENTION THAT THIS CODE WAS TOO PERMISSIVE AND HE
REQUESTED THAT AN EMERGENCY ORDINANCE BE ADOPTED MODIFYING THE NATIONAL ELECTRICAL
CODE.
MAYOR FLOOD REPORTED THAT HE HAS BEEN CONTACTED REGARDING THE STRATTON AVENUE
EXTENSION AND THAT A HEARING OFFICER HAS BEEN APPOINTED. HE ALSO MENTIONED THAT
A CONFERENCE CALL HAS BEEN SCHEDULED FOR JUNE 16, 1983 WITH LEGAL ADVISORS FROM
THE DEPARTMENT OF TRANSPORTATION AND THE FLOIDA EAST COAST RAILROAD WITH THE
INTENTION TO SCHEDULE A DEFINITE HEARING DATE.
ON BEHALF OF THE PARKS AND E~TION COM , COUNCILMAN GALLAGHER, CHAIRMAN,
REQUESTED THAT THE SECURITY DEPOSIT HP. LD FO~ rile RENTAL OF THE SEBASTIAN YACHT
CLUB AND THE SEBASTIAN COM~.U~Y CENTER BE ~ISED TO $100.00.
MOTION BY COUNCILMAN GALLAG~, b~'CON~D BY~'~ICE MAYOR FITZMAURICE , THAT THE RULES AND
REGULATIONS BEFORE US WITH THE FOLLOWING CHANGES BE EXCEPTED: THOSE CHANGES ARE:
RULE #14, STRIKE THE WORD REASONS, ~ #17, THE WORDING TO BE CHANGED TO READ A
MINIMUM DEPOSIT OF $100.00 FOR OL~--AN' UP~JST BE MADE WITH APPLICATION. THIS DEPOSIT
IS REFUNDABLE IF BUILDING IS LE~T CLEANLY PERMITTEE. IF CLEANING IS NECESSARY BY
THE WORD "UNDAMAGED"

THIS DEPOSIT IS REFUNDABLE IF BUILDING IS LEFT CLEAN AND UNDAMAGED BY PERMITTEE.
IF CLEANING IS NECESSARY BY CITY EMPLOYEES, THIS DEPOSIT OR ANY PORTION OF THE
DEPOSIT, SHALL BE FOREFEITED , AS DETERMINED BY THE SUPERINTENDENT OF BUILDINGS.

MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILWOMAN MCKINLEY, THAT WE TABLE
THE APPOINTMENT OF A MEMBER TO THE SEBASTIAN CONSTRUCTION BOARD UNTIL SUCH TIME AS
WE RECEIVE NOTIFICATION FROM THE CONSTRUCTION BOARD AS TO THE MEMBERSHIP.
MOTION CARRIED.
COUNCILMAN GALLAGHER REPORTED THAT EARL MASTELLER, CITY ENGINEER, IS IN THE PROCESS
OF GATHERING ESTIMATES FOR THE REPAIR OF THE SCHUFFLE BOARD COURT AT THE SEBASTIAN
YACHT CLUB AND THAT HE WOULD REPORT BACK AT THE WORKSHOP MEETING IN JULY.
AFTER SOME DISCUSSION CONCERNING THE DOLLAR VALUE REQUIRED FOR BID IT WAS THE
CONCENSUS OF THE COUNCIL THAT IT BE INCREASED. MAYOR FLOOD FELT IT SHOULD BE
INCREASED TO $2,500.00. COUNCILWOMAN MCKINLEY WAS IN AGREEMENT WITH AN INCREASE
BUT WAS OF THE OPINION THAT PROPOSED EXPENDITURES BE BROUGHT BEFORE THE COUNCIL
BEFORE A PURCHASE WAS MADE.
MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILMAN SZELUGA, THAT WE INCREASE
THE DOLLAR VALUE REQUIRED TO BID TO $2,000.00.
FOR CLARITY, ATTORNEY KILBRIDE STATED THAT THE BID AMOUNT WILL STAY AT $1,000.00
UNTIL THE ORDINANCE IS PREPARED AND ADOPTED.

MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT WE EXTEND
THE TEMPORARY TRAILER PARKING PERMIT FOR LOT #1, BLOCK #243, UNIT #10, SEBASTIAN
HIGHLANDS FOR AN ADDITIONAL 90 DAYS.
MOTION CARRIED.
THE DEPUTY CITY CLERK READ THE FOLLOWING MONTHLY EXPENSES FOR GEORGE SCHUM:
6/2/83; SPECIAL BUDGET MEETING, VERO BEACH PARKS AND RECREATION, $6.00 6/9/83;
REGULAR PARKS AND RECREATION MEETING, VERO BEACH, $6.00; TOTAL $12.00.
MOTION BY COUNCILMAN GALLAGHER , SECONDED BY COUNCILWOMAN MCKINLEY, THAT MR. qCHUM
BE REIMBURSED FOR HIS TRAVEL EXPENSES.

ROUND TRIP AIRLINE TICKET TO TALLAHASSEE, FLORIDA $164.00, MEALS AND GRATUITIES
$23.34, GASOLINE AND OIL $6.00; TOTAL EXPENSES $194.34.
MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT THE MAYOR
BE REIMBURSED FOR HIS TRAVEL EXPENSES.

GOLF ASSOCIATION, REQUESTING PERMISSION TO USE THE CITY COUNCIL CHAMBERS FOR AN

A VERY LENGTHY DISCUSSION FOLLOWED REGARDING THE ORDINANCE CREATING THE DEPARTMENT

TO WORK IN CONJUNCTION WITH NORTH COUNTY.
COUNCILMAN GALLAGHER ALSO MENTIONED THAT HE FEELS IT IS NECESSARY THAT THE COMMIT-
TEE'S AUTHORITY AND DUTIES ARE SPELLED OUT AND RECOMMENDED THAT THIS ORDINANCE BE
DISCUSSED FURTHER AT A WORKSHOP MEETING.
COUNCILMAN GALLAGHER RECOMMENDED THAT COMPENSATION OF $50.00 PER WEEK BE CONTINUED
FOR MR. CLIFF HOOSE, RECREATION COORDINATOR, SINCE THE $1,800.00 ALLOCATED FOR HIM
AT THE BEGINNING OF THE BUDGET YEAR HAS BEEN EXPENDED.
MOTION BY COUNCILMAN GALLAGHER, SECONDED BY VICE MAYOR FITZMAURICE, THAT MR. HOOSE'S
FEE OF $50.00 PER WEEK BE PAID UNTIL THE END OF THIS BUDGET YEAR.

MAYOR FLOOD STATED THE EMERGENCY ORDINANCE PERTAINING TO THE ELECTRICAL CODE WHEN
ADOPTED BY THE CITY COUNCIL WILL BE IN EFFECT FOR 91 DAYS.
MOTION BY VICE MAYOR FITZMAURICE , SECONDED BY COUNCILMAN SZELUGA, THAT WE ESTABLISH
THIS EMERGENCY ORDINANCE ADOPTING A SUBSTANTIAL NUMBER OF MODIFICATIONS TO THE
NATIONAL ELECTRIC CODE, SETTING FORTH THE POWERS AND DUTIES OF THE BUILDING OFFICIAL,
SETTING STANDARDS TO REVIEW AND INSPECTIONS PROVIDING A SEVERABILITY CLAUSE,
PROVIDING AN EFFECTIVE DATE.
