COUNCILMAN VOTAPKA ANNOUNCED THAT A HURRICANE PREPARDNESS SEMINAR WAS RE-SCHeDULED TO JUNE 30, 1981,
AT 7:30 P.M., AT THE COMMUNITY CENTER WITH THE CIVIL DEFENSE AND RED CROSS ATTENDING.
MR. HARRY WHITAKER, DEPUTY DIRECTOR CIVIL DEFENSE, EXPLAINED THERE IS A NEW ALERT RADIO AVAILABLE
KNOWN AS A PLECTRON SYSTEM WHICH DIRECTS BROADCASTING WITHIN A 60 MILE RADIUS. THE rDEA OF THE
SYSTEM IS TO ALERT EVERYONE AT ONE TIME AND TO SPEED UP EMERGENCY CALLS TO EMERGENCY CONTROL GROUPS.
EACH CITY THAT HAS A PLECTRON RECEIVING UNIT WILL BE ASSIGNED A DESIGNATED TON~ SIGNAL. IF THE SIGNAL
IS TO AFFECT ONLY ONE AREA SPECIFICALLY, THE TONE SIGNAL FOR THAT AREA WILL ONLY BE USED JUST BEFORE
THE ANNOUNCEMENT, SO THAT SPECIFIC AREA WILL KNOW THAT THE ALERT IS FOR THEM. THE PRICE IS $155.00
EACH, WITH AN ADDITIONAL $38.00 CHARGE FOR ONE TO BE CARRIED OR TO BE USED IN AN AUTOMOBILE. A
REGENCY SET IS AVAILABLE FOR $165.00 INCLUDING ONLY A BATTERY BUT CANNOT BE USED IN AN AUTOMOBILE.

PLECTRON UNITS, ONE TO BE PLACED IN THE POLICE DEPARTMENT AND ONE TO BE PLACED AT THE AMBULANCE SQUAD,
COVERING A 24 HOUR MONITORING SERIVCE.

VICE .MAYOR GASS STATED THAT THE TRAFFIC CONTROL COMMITTEE HAD RECEIVED A SET OF PLANS FROM MR. WORKMAN,
INDIAN RIVER DRIVE, WHO WISHES TO OPEN A MARINA. IN CHECKING THEM OVER THE COMMITTEE AGREED THAT THERE
WERE NOT ENOUGH PARKING PLACES PROVIDED. MR. WORKMAN AGREED TO LIMIT THE NU~ER OF BOATS USED. PARKING
SPACES WILL BE PREDICATED ON THE NUMBER OF BOATS HE WOULD USE. THIS WAS DOCUMENTED ON THE PLANS, SIGNED,
DATED AND TURNED OVER TO THE PLANNING AND ZONING COMMISSION.
VICE MAYOR GASS ALSO STATED THAT SEVERAL SODIUM VAPOR LIGHTS HAVE BEEN INSTALLED, AND THAT A REQUEST
FOR TWO MORE HAS BEEN MADE, ONE TO BE INSTALLED AT THE SWIM LAKE AND THE OTHER AT BALL FIELD. THESE
SHOULD BE INSTALLED WITHIN 10 DAYS.
COUNCILMAN OBERBECK STATED THAT THE RECREATION COMMITTEE DISCUSSED THE FENCING NEEDED AT THE SOFTBALL
FIELD AND WILL BE PUT FOR BiD. THEY ARE ALSO CHECKING INTO CONCRETE BENCHES.
COUNCILMAN OBERBECK STATED THAT THERE SEEMS TO BE SOME CONCERN REGARDING OUTSIDERS USING THE SWIM LAKE.
HE EMPHASIZED THAT SINCE, FEDERAL REVENUE SHARING MONEY AND COUNTY MONEY HAS BEEN USED FOR THE LAKE,
IT IS OPEN TO ANYONE WHO WANTS TO USE IT.
COUNCILMAN OBERBECK STATED THAT THE PROBLEM AT THE LAKE IS THAT THE WATER IS NOT GETTING CHURNED UP
ENOUGH AND THAT THE SOUTHWEST CORNER DOES LOOK VERY MUCKY AND GRASSY, BUT THE ;SURFACE WAS SCRAPED
WITH A SHOVEL AND THE MUD DISIPATED FROM THE BOTTOM AND UNDERNEATH WAS PURE WHITE SAND.
COUNCILMAN VOTAPKA READ AN ARTICLE FROM THE SEBASTIAN SUN STATING THAT THE FLORIDA DEPARTMENT OF HEALTH
AND REHABILITATIVE SERVICES WILL NOT GRANT THE CITY OF SEBASTIAN A PERMIT FOR THE LAKE AS A BATHING
PLACE.
MAYOR FLOOD READ A LETTER FROM THE STATE BOARD OF HEALTH WHICH STATED "AS LONG AS TWO WATER SAMPLES
ARE COLLECTED ON m MONTHLY BASIS AND ~E~UA~Y~E~T~ IS MAINTAINED, THE LAKE WILL BE PERMITTED
TO STAY OPEN". MAYOR FLOOD AGAIN STA~E~ T~AT ASUAON~A~ WE/WATER QUALITY IS THERE AND THE WATER SAMPLES
ARE TAKEN THERE SHOULD BE NO PROBLEM A~kD~ PERMIT '~6FJLD ~OT/BE ISSUED.
MAYOR FLOOD STATED THAT ALL REPORTS AND WATER SAMPLE REPORTS PERTAINING TO THE LAKE ARE AVAILABLE FOR
ANYONE TO READ AND REVIEW. HE ADDED THAT T~I~Y IS--~IABLE, WHETHER OR NOT WE HAVE A PERMIT. HE
ALSO REQUESTED THAT DALE WEHR TAKE TWO WATER SAMPLFS ~VERY TWO WEEKS.
COUNCILMAN OBERBECK STATED THAT THERE WERE ~VO DRINFI~ FOUNTAINS AT THE SCHUMANN DRIVE RECREATION
AREA, BECAUSE OF CONTINUOUS VANDALISIM, THE~'NT~NS WILL NOT BE REPLACED.
COUNCILMAN VOTAPKA REPORTED THAT THE CEMETERY COMMITTEE MET ON JUNE 1, 1981, WITH RANDY JOACHIM,

JORDAN SPRINKLER WILL BE ASKED TO GIVE AN ASSESSMENT OF THE COST OF REPAIRS AND THE COMMITTEE WILL SEE IF
THE CEMETERY ASSOCIATION WOULD BE INTERESTED IN PAYING FOR THE REPLACEMENTS.
THE FABRICATION AND iNSTALLATION OF NAME PLATES OVER THE ENTRANCE OF THE CEMETERY WAS DISCUSSED. DALE
WEHR AGREED TO STAKE UP THE JERUSELUM THORNS AND THE ASSOCIATION AGREED TO PURCHASE THE FERTILIZER.
THE ASSOCIATION WILL BE MAKING A REPORT REGARDING THE IMPROVEMENTS WITH RELATED COSTS BY JULY 1, 1981,
IN ACCORDANCE WITH THEIR AGREEMENTS.
DALE WEHR, REPORTED THAT THE CHAIN LINK FENCE AT THE COMMUNITY CENTER HAS BEEN INSTALLED AND THAT THE
CITY PARK NOW HAS 6 PICNIC TABLES AND 12 BENCHES. MR. WEHR ALSO REPORTED THAT THERE HAD BEEN 1400
MAN HOURS WORKED FOR THE MONTH OF MAY.
COUNCILMAN OBERBECK BROUGHT TO MR. WEHR'S ATTENTION THAT THE LOCAL CITIZENS WERE USING THE ABANDONED
RAMP OVER BY THE POLICE SHED AND THAT IT WAS DANGEROUS. MAYOR FLOOD REQUESTED THAT THE RAMP BE REMOVED.
CHIEF CUMMINS REPORTED THAT THE POLICE DEPARTMENT HANDLED 532 COMPLAINTS FOR THE MONTH OF MAY, NOT IN-
CLUDING TRAFFIC STOPS.
JOE LANCASTER, FINANCE DIRECTOR, REPORTED THAT WITH 66% OF THE YEAR BEING GONE, THE CITY HAS RECEIVED
79% OF REVENUE, WITH 63% BEING EXPENDED FOR OUR EXPECTED EXPENDITURES.

BRING TO THE FLOOR THE'/MODEL HOME PERMIT (CAMINO ROYALE)'

MAYOR FLOOD EXPLAINED THAT ALL PAPERS NECESSARY WERE COMPLETE AND FEES PAID FOR THE MODEL HOME
PERMIT AND THAT IT HAD BEEN APPROVED BY THE PLANNING AND ZONING COMMISSION.

MAYOR FLOOD REPORTED THAT A TENTATIVE WORKSHOP MEETING HAD BEEN SET FOR JULY 27, 1981, TO BEGIN WORKING
ON THE NEW FRANCHISE ORDINANCE.
MAYOR FLOOD REPORTED THAT THE FRANCHISE WITH JONES INTERCABLE GIVES THE CITY 3% COMMISSION, 2% WILL
GO TO SPECIAL PROGRAMMING SUCH AS THE FOURTH OF JULY PARADE, AND THE OTHER 1% FOR THE VIDEO AND AUDIO
OF ALL COUNCIL MEETINGS.
ATTORNEY KILBRIDE STATED THAT HE WAS NOT CLEAR AS TO HOW THE COUNCIL WANTED TO SET THE RESOLUTION ON

MAYOR FLOOD REPORTED THAT THE POSTAL DEPARTMENT IS SENDING APPRAISERS FOR ANOTHER APPRAISAL OF THE
PROPERTY ACROSS THE STREET FROM THE ELEMENTARY SCHOOL ON MAiN STREET.
MAYOR FLOOD REPORTED THAT THE COUNTY COMMISSIONERS WILL MEET ON TUESDAY, JULY 14, 1981, AT 7:30 P.M.,
AT THE SEBASTIAN COMMUNITY CENTER TO HOLD PUBLIC HEARING ON THE NORTH COUNTY FIRE DISTRICT BUDGET
AND JONES INTERCABLE. MAYOR FLOOD ALSO STATED THAT PERHAPS JONES INTERCABLE COULD ADVERTISE THIS
MEETING ON CHANNEL 7.
MAYOR FLOOD REPORTED THAT HE, JOE LANCASTER, ARTHUR MAYER, AND JAMES CUMMINS TOURED THE ELEMENTARY
SCHOOL ON MAIN STREET AND THAT THE CITY WOULD LOOK INTO GETTING FEDERAL MONEY TO RENOVATE THE SCHOOL
FOR THE CITY TO USE AS OFFICES. THE PRESENT CITY HALL WOULD BE TURNED INTO A LIBRARY AND THAT HE WOULD
LIKE TO SEE THIS PROPOSAL OF MONEY IN THIS YEARS BUDGET.
MAYOR FLOOD REPORTED THAT HE HAD BEEN IN CONTACT WITH MR. DON VICKERS IN REGARDS TO THE CITY MOVING
THE OLD RAILROAD STATION TO THE SEBASTIAN PARK ON U.S. #1 AND S.iR. 512. MR. VICKERS ASKED THAT THE
CITY AGREE TO MOVE THE STATION WITHIN AN AGREEABLE TIME PERIOD.

SCHREUR AND STATED THAT IT LOOKED TO BE IN ORDER AND THAT IT SHOULD BE PRESENTED TO THE PLANNING
AND ZONING COMMISSION.

DISCUSSION THE "HOT PURSUIT LAW".

POINT WHERE IT BECOMES NECESSARY, OUR CITY ATTORNEY, TO ENTER INTO NEGOTIATIONS WITH THE COUNTY SHERIFF
DEPARTMENT TO SET UP A CONTRACTUAL AGREEMENT TO ALLOW THE CITY OF SEBASTIAN POLICE TO ASSIST THEM IN
THE COUNTY IN A RECIPROCAL FASHION.

MR. JOE LANCASTER REPORTED THAT CODY AND ASSOCIATES, WHO ARE MAKING A STUDY OF JOB CLASSIFICATIONS AND
WAGE SCALE, LEFT QUESTIONNAIRES TO BE FILLED OUT BY ALL EMPLOYEES AND THAT THEY HAVE BEEN COMPLETED AND
READY TO BE MAILED IN THE MORNING.
