OF HIS LONG AND MAYOR HARRIS EXPRESSED HIS GRATITUDE TO THE CITIZENS OF THE COMMUNITY FOR THEIR GRACIOUS HANDLING OF THE SPECIAL COUNCIL MEETING ON THE GOLF COURSE ON JUNE 17, 1986. MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN RONDEAU TO APPROVE MINUTES OF MARCH 5, 19, JUNE 4 AND 11, 1986 AS PRESENTED. ALL AYES: MOTION CARRIED. COUNCILMAN RONDEAU SPOKE ON THE NORTH COUNTY FIRE TAXING DISTRICT HELD ON JUNE 17, 1986. HE STATED THERE ARE NOW FIVE FIRE STATIONS WiTH A TOTAL OF $169,470.00 BUDGET. HE SAID THERE IS ENOUGH MONEY TO FINANCE ALL FIVE STATIONS. HE SAID THAT A MOTION WAS APPROVED TO ACCEPT THE BUDGET AS PRESENTED AT LAST NIGHTS MEETING. COUNCILMAN RONDEAU ALSO ENCOURAGED PEOPLE TO VOTE FOR THE HALF MIL TAX INCREASE ON THE NOVEMBER BALLOT. VICE MAYOR ROTH STATED THAT HE HAD RECEIVED A CALL FROM THE TRANSPORTATION COMMITTEE REGARDING THE RESOLUTION PASSED ON THE TEMPORARY CURB CUT ON 512. HE SAID HE MAY CONSIDER BRINGING THE MATTER BACK TO COUNCIL WHEN HE GETS A FULL REPORT FROM THEM. COUNCILMAN RONDEAU SPOKE ON THE SEBASTIAN AREA OVERALL ECONOMIC DEVELOPMENT COUNCIL. HE SAID THEY HAVE REQUESTED OF COMMISSIONER SCURLOCK TO REQUEST OF THE COUNTY TAX DEPARTMENT TO PROVIDE NAMES AND ADDRESSES IN ZONES THREE AND FOUR SO THAT THEY MAY BE CONTACTED TO DETERMINE NUMBER OF ERU'S AVAILABLE AND PEOPLE WILLING TO COMMIT TO THE PROJECT. AS SOON AS THE LIST IS AVAILABLE THERE WILL BE A MEETING TO GET PEOPLE JUNE 18, 1986 PAGE 2 TOGETHER TO CONTACT THESE PEOPLE. MAYOR HARRIS SAID THERE WAS A FORM LETTER AVAILABLE FOR PEOPLE TO USE AT CITY HALL. VICE MAYOR ROTH REQUESTED THAT AN AGENDA ITEM BE ADDED REGARDING A NEW BUDGET PREPARATION FORM. MAYOR HARRIS SAID IT WOULD BE ITEM 97.UNDER NEW BUSINESS. GEORGE METCALF SPOKE ON THE FINANCE DEPARTMENT DISCUSSION. HE ASKED WHY THE CEMETERY IS BUDGETED UNDER PUBLIC WORKS. HE WAS TOLD BY CAROL CARSWELL, FINANCE DIRECTOR, THAT EXCEPT FOR PAYROLL THE CEMETERY IS TREATED SEPARATELY. MAYOR HARRIS TOLD HIM THAT THE CEMETERY HAS RUN IN THE RED FOR YEARS. HE ALSO QUESTIONED THE BACKGROUND CHECKS ON CITY EMPLOYEES. MOTION BY COUNCILMAN MCCARTHY, SE£ONDE~ B~OUNCILMAN RONDEAU, TO GRANT PERMISSION FOR THE BURNING PERMIT, FOLLOWING TH~ ~RS~TIONS OUTLINED IN THE JUNE 10, 1986 DIVISION OF FORESTRY LETTER AND COORDINATE~ ~E FIRE DEPARTMENT. ATTORNEY PALMER SAID THAT IT SHOULD BE MADE CLEAR THAT THIS IS NOT AN ONGOING PROJECT. COUNCILMAN MCCARTHY COUNCILMAN RONDEAU COUNCILMAN VALLONE MAYOR HARRIS MOTION CARRIED. MAYOR HARRIS ANNOUNCED THAT THIS ITEM WAS TAKEN OFF THE AGENDA, BUT THAT MR. VICK HAD THE PRELIMINARY PLANS READY TO BE SUBMITTED TO HECTOR FRANCO, CITY ENGINEER, ON FRIDAY, JUNE 20, 1986. HE SAID THAT IF THEY DON'T MEET THE JUNE 21ST DEADLINE, COUNCIL HAS TO DECIDE WHETHER TO CONTINUE THE WORK ORDER OR NOT. VICE MAYOR ROTH STATED THAT HE HAD NO INTENTION OF GIVING ANY FURTHER EXTENSION THEY DO NOT MEET THE DEADLINE. IF ATTORNEY PALMER STATED THAT TO VOID THE DEVELOPMENT ORDER TI HEARING. MUST GO TO PUBLIC COUNCILMAN RONDEAU STATED THAT HIS PRIME CONCERN WAS THE REALIGNMENT OF MAIN STREET. MAYOR HARRIS SET AN EXECUTIVE SESSION FOR FRIDAY, NEGOTIATIONS IN THE MAYOR'S CONFERENCE ROOM. JUNE 20, 1986 AT 5:00 P.M. ON PBA MAYOR HARRIS STATED THAT THE TREASURE COAST SENIOR CITIZENS WOULD LIKE PERMISSION TO PUT A MICROWAVE OVEN AT THE COMMUNITY CENTER. MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN MCCARTHY, TO AUTHORIZE THE TREASURE 2 JUNE 18, 1986 PAGE 3 COAST SENIOR CITIZENS TO PUT A MICROWAVE OVEN AT THE COMMUNITY CENTER AND TO SEND THEM A LETTER OF APPRECIATION FOR DOING SO. ALL AYES: MOTION CARRIED. MAYOR HARRIS NOTED LETTER FROM REALTYLINE, INC. OFFERING FOR SALE LOTS 8 & 9, 208, UNIT 10, SEBASTIAN HIGHLANDS IN VICINITY OF BARBER STREET BALLFIELD. BLOCK MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN VALLONE, TO REFER THE OFFER TO PARKS AND RECREATION AND HAVE THEM COME BACK TO COUNCIL WITH A RECOMMENDATION. ALL AYES: MOTION CARRIED. MAYOR HARRIS SAID HE HAD BEEN PRESENTED WITH MATERIALS AT THE BEGINNING OF THE MEETING REGARDING PUBLIC WORKS EQUIPMENT. HE SAID THERE IS A SEVERE NEED FOR NEW EQUIPMENT AND THE CITY'S BACKHOE IS IN DIRE NEED OF REPAIR. ALBERT PELTIER, PUBLIC WORKS DIRECTOR, STATED THAT THE BACKHOE IS ONE OF THE MAIN PIECES OF EQUIPMENT USED BY THE CITY AND IS COMPLETELY WORN OUT. HE RECOMMENDED REPAIRING THE BACKHOE AND PURCHASING A GRADE ALL WHICH WOULD DO ALL THE WORK ON THE DRAINAGE SYSTEMS IN THE CITY~'~ -- L--~ ~ VICE MAYOR ROTH STATED THAT _O HIS KNOW~.EDGE ~H~RE WAS MONEY PUT INTO THE BUDGET LAST YEAR FROM GDU FUND THAT COULD~ USeD ~'OR TH~ EQUIPMENT. ANTHONY CLOPIEN, CITY MECHANIC, REQUESTED THAT THE MONEY BE SPENT FOR REPAIR OF THE COUNCILMAN VALLONE STATED THAT HE RECE~-VEILPAPERWORK ON THIS MATTER BEFORE THE MEETING AND HE NEEDED TIME TO REVIEW THE MA_MRIAL~~-- HE REQUESTED THAT THE ITEM BE TABLED. MAYOR HARRIS SAID THAT INVENTORIES ARE IN THE WORKS FOR ALL DEPARTMENTS. CAROL CARSWELL TO NOTE THAT THE GOLF COURSE INVENTORY BE CONCENTRATED ON. HE ASKED COUNCILMAN RONDEAU STATED THAT COUNCIL NEEDS TO ADVISE THE GOLF COURSE ADVISORY WHAT TYPES OF RULES AND REGULATIONS NEED TO BE ESTABLISHED AT THE GOLF COURSE. BOARD MAYOR HARRIS SAID THAT JOHN VAN ANTWERP HAD BEEN IN TO HIS OFFICE THAT AFTERNOON TO GO OVER THIS. COUNCILMAN RONDEAU SUGGESTED THAT COUNCIL SIT DOWN WITH THE GOLF COURSE ADVISORY BOARD AT THEIR MEETING. ATTQRNEY'~ _M~_~i REQRQ~ ~Q~ ~LQI~Ez [A~E!N~ A~ 8ELL~ EQE E~TURE AUDITS FRANK JAUMOT, REPRESENTING DELOITTE, HASKINS AND SELLS, BEGAN TO SPEAK TO COUNCIL, BUT IT WAS DISCOVERED THAT COUNCIL WAS NOT IN POSSESSION OF THE FIRM'S LETTER. MAYOR HARRIS CALLED A RECESS SO THAT COPIES OF THE LETTER COULD BE MADE FOR THEIR REVIEW. THE MEETING WAS RECALLED AND ALL MEMBERS WERE PRESENT. 3 JUNE 18, 1986 PAGE 4 MAYOR HARRIS SAID THAT THE AUDITORS ADVISED THAT CATCH UP BOOKKEEPING WORK NEEDS TO BE DONE BEFORE THE 85/86 AUDIT. THEY HAVE OFFERED TO DO THIS WORK FOR TWO-THIRDS OF THEIR HOURLY WAGE OF $55.00. FRANK JAUMOT, WHEN ASKED BY COUNCILMAN RONDEAU WHY THE FIRM TOOK SUCH A BiG LOSS, SAID THAT WHEN THE FIRM TAKES ON A TASK THEY DO WHAT MUST BE DONE TO COMPLETE IT. HE SAiD THEY'VE MADE THE INVESTMENT IN THE CITY AND WOULD LIKE TO CONTINUE ITS WORK. MR. HAVE NOW. JAUMOT SAID THAT IN HiS OPINION, IT WILL TAKE UNTIL YEAR END SEPTEMBER, 1987 TO THE FINANCE DEPARATMENT TRAINED AND FUNCTIONING EFFICIENTLY, IF HIRING IS DONE VICE MAYOR ROTH ASKED THAT COUNCIL BE GIVEN TWO WEEKS TO REVIEW THE PROPOSAL DELOITTE, HASKINS AND SELLS. FROM FRANK JAUMOT SAID ALTHOUGH THEY WOULD RATHER NOT HAVE TO DO THE BOOKKEEPING WORK, THEY WOULD BE THERE TO ASSIST IN THE TRAINING OF NEW EMPLOYEES IN THE FINANCE DEPARTMENT. MAYOR HARRIS APOLOGIZED TO MR. JAUMOT FOR NOT DISTRIBUTING HIS LETTER TO THE COUNCIL MEMBERS AND EXPRESSED HIS APPRECIATION FOR THEIR WORK. PREFERENCES IN MOTION BY VICE MAYOR ROTH, RECOMMENDATION OF CITY ENGINEER, THE AMOUNT OF $2,000.00. SECONDED BY COUNCILMAN VALLONE, TO CONCUR WITH THE HECTOR FRANCO, TO CONTRACT WITH JAMES E. NIEHAUS IN ATTORNEY PALMER ADVISED THAT THERE BE A LETTER OF AGREEMENT BETWEEN THE CITY AND SURVEYOR, SO THAT THE SURVEYOR'S DUTIES AND RESPONSIBILITIES ARE UNDERSTOOD. THE MOTION AMENDED BY VICE MAYOR ROTH, SECOND AMENDED BY COUNCILMAN VALLONE, TO INCLUDE THE LETTER OF AGREEMENT BETWEEN THE TWO PARTIES TO SPECIFY DUTIES AND RESPONSIBILITIES WITH APPROVAL OF THE WORDING BY THE CITY ATTORNEY.
