Sebastian City Council
June 18th, 1946
The meeting was called to order by John R. Middleton, Presid~n~,
with Councilmen Archie Smith and R. E. Turllngton present. Mm
Oharles A. Mitchell was there in his capacity of City Attorney.
At the request of Mr. Middleton, Mrs. Lisbon Futch ~cted
as City Clerk.
Special business of the evening concerned the opening of
bids submitted on airport property in accordance with the
attached'Proof of Publication. .Bids were opened with the
following results:
1 - Paul Stevenson, Sebastian, Fla. ~1,500.
2 - S/ A. Jones, Sebastian, Fla. 840.
3 - Claud I Smith, Veto Beach, Fla.
122 acres at $12.65 1,543.30
4 - L. F. Chesser, Sebastian, Fla. 1,005.00
On motion of Councilman Turlington, seconded by Councilman
Smith, it was voted to postpone acceptance of all bids until
June 25th when an adjourned regular meeting will be held for
their consideratiah.
Form of consent and Application for Approval of Permit -
signed by w. P. and Mattie Mae Sloan - and letter from Atlantic
Engineering Corporation were read. Mr. Snow, President of
Atlantic ~ngineering Corporation, was present and stated he
desired tocomply with any local regulation in connection with
the proposed waterfront improvement. There appeared to be no
existing regulation in .confXict with the proposed works so that
no action was taken and .the correspondence was ordered filed.
I~tter to Guaranty Trust Co., New ~ork, was read, remit-
ting $2,600. for payment of interest coupons due July 1, 1946,
on bonds of City of Sebastian butstanding at this time. On
motion ofJTur!ington seconded by Smiththe check was ordered
drawn. A request was included in the letter for a list *~
of names of~bcndholders.
A motion was made by Smith, seconded by Turlington, that
until further notice checks of the City of Sebastian be signed
by the Mayor and President of City Council. Depository is to
be notified to that effect. Motion passed.
Mr. Mitchell presented a deed for consideration regarding
exchange of property between the City of Sebastian and the
Methodist Church. The dded was held over pending completion
of a few details.
Bill of Smethurst and Parker, Miami, Fla., for audit in
the amount of $2~062.20 was presented. Bill filed for future
reference when m~re members ofcouncil are present.
On motion the meeting adjourned at 8~45.

Meeting held with J. R. Middleton, President, in the Chair.
The following members of council present: R. E~ Turlington,
H. Bohannon, Archie Smith and Mayor L. M. Shafor. Chas. Semkler
was absent. Shemman Smith was present, representing the ¢lty~
Attorney.
Minutes of last meeting were read and approved.
A Motion was made, seconded and carried that all bids on
the Airport property be rejected and checks be returned ~o ownem.
Following bills were approved and ordereddpaid on Motion by
Bohannon and seconded by Turlington:

Motion made by Councilman ~ohanon, seconded by Turlington
that the dded from the County be filed to Lots i to 4 B1 4

Middleton, Turlington and Smit~ present. Minutes of June 25th meeting
read and approved.

May Shafor recommended the appointment of Marshall 0'heal for Police
duties etc. On motion of Councilman Turltngton seconded by Smith~ it
was agreed that the City hire Mr. O'Neal as Clerk at a salary of $?5.
per month and $75. per month as Chief of Police, chargeable to the
General ~'und and the Fine and Forfeiture Fund - to begin service
July 15th, 1946.
Motion made by Senbler, seconded by Smith that city pay the bill
of $50. owing to Harry Bohannon for servi cos rendered.
Clerk is to be bonded at $5,000. and Chief of Police at ~1,000'~
0nmotion of Turling seconded by Smit~ it was agreed to hit car of
Councilman Bohannon for use of city and pay 5~ per mile for its use.
The City will secure 10-20 liability on the car and pay for gas
and upkeep and pay insurance.
On motion of Bohannon seconded by Sembler it WaS agreed that
City pay May $100. per month as City Judge - elective July 15, 194~.
Motion unanimously approved.
Letter from Comptroller Lee was read setting for the following
assessed valuations:

Communication was placed on file to become a part of Tax Roll for l~A6.
Motion made that the City of Sebastian enter into an agreement with
the Methodist Church for the excahgne of Lots 5-4 & 5 in School Park
Sebdivision in exchange for all ofBlack A shown on Plat Book 5 -
Page 12, records of St. Lucie County, Fla., property being part of
Lot 6 sec 6 Twp. 51 Douth R57E and Lot 16 A G Rose's subdivision in
Sec 6 - Twp 31 S R 39 E.
City agrees to give clear title to Lots 3 - 4 - 5 School Park
SubDiv and an abstract up to date under the condition that the M E
Church furnish abstract showing all taxes and liens paid encumbrance
paid and abstract.

now known as Lot 1 - 2 - ~ and 4 in First addition to Sebastian
at value of $5,500.
