SPECIAL MEETING - JUNE 25, 1975
MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 7:30 P.M.
PRESENT: VICE MAYOR HOOSE, COUNCILMEN LEWIS GRAY AND PAT FLOOD, JR., AND MAYOR CRAGG.
(COUNCILMAN KINARD AND MR. VOCELLE ABSENT.)
THIS SPECIAL MEETING WAS CALLED TO FURTHER DISCUSS THE MASTERLR~AN USErR~POR~ SUBMITTED
BY ADLEY ASSOCIATES AND THE FLOOD INSURANCE PROGRAM.
MAYOR CRAGG REFERRED TO A LETTER FROM DEPARTMENT OF COMMUNITY AFFAIRS OF APRIL 22
CONCERNING THE PLANNING AND MANAGEMENT ASSISTANCE PROGRAM - PROJECT P-1084. THE CURRENT
PROGRAM YEAR ENDS JUNE 30 AND HUD REQUIRES THAT ALL PROJECTS BE CLOSED OUT WITHIN 90 DAYS
OF THE PROJECT TERMINATION - OR BY SEPTEMBER 30. TO MEET THIS DEADLINE, FINAL PROJECT
DOCUMENTS MUST BE SUBMITTED TO THE DEPARTMENT OF COMMUNITY AFFAIRS BY AUGUST 15.
MR. BRISSON, ADLEY CONSULTANT, STATED IN VIEW OF THIS DEADLINE, REPORTS MUST BE RETURNED
TO ADLEY ASSOCIATES NOT LATER THAN THE THIRD WEEK IN JULY TO ALLOW FOR PRINTING.
THE ZONING & PLANNING COMMISSION, NOT HAVING HAD SUFFICIENT TIME TO STUDY ADLEY'S MEMO
OF JUNE 18, WILL BE PERMITTED TO STUDY THE MEMO AND REPORT ON IT LATER TO THE COUNCIL.
MAYOR CRAGG ADVISED THE ZONING & PLANNING COMMISSION THAT THE CITY DOES NOT HAVE TO
ADOPT THE PROPOSED ORDINANCE BY ADLEY, ONLY THE THEORY UNDER WHICH IT IS SET UP. THIS
WILL BE SUFFICIENT TO MEET TALLAHASSEE'S REQUIREMENTS.
IN THE MEANTIME, MAYOR CRAGG WILL ADVISE THE DEPARTMENT OF COMMUNITY AFFAIRS BY JULY 1
THAT THE CITY OF SEBASTIAN IS SATISFIED WITH THE WORK ADLEY HAS DONE ON THE PROJECT AND
WE ACCEPT THE PLAN. MAYOR CRAGG REITERATED THAT THIS DOES NOT MEAN THE CITY HAS ADOPTED
THE PROPOSAL, ONLY THAT WE HAVE ACCEPTED WHAT THEY HAVE DONE. THIS WILL BE SUFFICIENT TO
SHOW THAT ADLEY HAS DONE ITS PART AND THE MONEY CAN BE PAID TO THEM BY THE STATE.
MR. DE GRAEVE, CHAIRMAN OF THE ZONING & PLANNING COMMISSION, WILL CALL A MEETING OF THE
COMMISSION AND THE CITIZENS MASTER PLAN PARTICIPATION COMMITTEE ON JULY 1 AT 7:30 P.M.
TO REVIEW ADLEY'S MEMO OF JUNE 18. MR. BERG, ASSISTANT PLANNING DIRECT, VERP BEACH-
INDIAN RIVER COUNTY PLANNING DIVISION, AGREED TO ATTEND THE MEETING.
IN RESPONSE TO MAYOR CRAGG'S QUESTION WHETHER IT WOULD BE NECESSARY TO HOLD A PUBLIC
HEARING ON THE PROPOSED ZONING ORDINANCE, MR. BERG REPLIED THIS WOULD BE NECESSARY ONLY IF
ADLEY'S PROPOSAL WAS ADOPTED AS A PART OF THE CITY ORDINANCE.
MR. BRISSON STATED THAT SOMETIME IN THE FUTURE THE STATE MAY CONTACT THE CITY AND ASK
WHAT WAS DONE WITH THE REPORT, IF IT WAS IMPLEMENTED OR ANY PORTIONS THEREOF. THE CITY
CAN REPLY THAT "IT WAS REVIEWED AND SOME PARTS WERE ACCEPTED AND SOME WERE REJECTED."
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN GRAY, TO SEND A LETTER TO THE
DEPARTMENT OF COMMUNITY AFFAIRS BY 1 JULY STATING THE CITY OF SEBASTIAN IS SATISFIED WITH
THE WORK ADLEY ASSOCIATES, INC. HAS DONE AND THAT THE CITY ACCEPTS THE PLAN. CARRIED.
MR. VOCELLE, CITY ATTORNEY, WROTE A LETTER TO THE FEDERAL INSURANCE ADMINISTRATION, HUD,
WASHINGTON, D.C. AND ENCLOSED TWO COPIES OF THE APPLICATION FOR PARTICIPATION IN THE
NATIONAL FLOOD INSURANCE PROGRAM OF T~E CITY OF SEBASTIAN. HE ALSO STATED IN THE
LETTER THAT THE CITY HAS CALLED A SPECIAL MEETING FOR JUNE 25 FOR THE ADOPTION OF THE
RESOLUTIONS AND MAPS.
MAYOR CRAGG READ COPY OF RESOLUTION R-75-3 WHICH ..."ASSURES THE FEDERAL INSURANCE
ADMINISTRATION THAT IT WILL ENACT AS NECESSARY, AND MAINTAIN IN FORCE FOR THOSE AREAS
HAVING FLOOD HAZARDS, ADEQUATE LAND USE AND CONTROL MEASURES WITH EFFECTIVE ENFORCEMENT
- PROVISIONS CONSISTENT WITH THE CRITERIA SET FORTH IN SECTION 1910 OF THE NATIONAL FLOOD
INSURANCE PROGRAM REGULATIONS..." AND COPY OF RESOLUTION R-75-4..."THAT THE BUILDING
INSPECTOR OF THE CITY OF SEBASTIAN SHALL REVIEW ALL BUILDING PERMIT APPLICATIONS FOR
NEW CONSTRUCTION OR SUBSTANTIAL IMPROVEMENTS TO DETERMINE WHETHER PROPOSED BUILDING SITE
WILL BE REASONABLY SAFE FROM FLOODING..."
THE ABOVE RESOLUTIONS, TOGETHER WITH CERTAIN MAPS HAVE TO BE TURNED OVER TO THE
FEDERAL INSURANCE ADMINISTRATION, HUD, TO COMPLETE THE REQUIREMENTS FOR THE FEDERAL
CONTROL PROGRAM.
MAYOR CRAGG EXPLAINED THAT AFTER JULY l, 1975, ANYONE BUILDING IN A FLOOD PRONE AREA AS
DESIGNATED ON THE MAP, MUST TAKE OUT FLOOD INSURANCE IF THEY EXPECT TO FINANCE IT UNDER
FEDERAL FUNDING. THIS INCLUDES VETERANS ADMINISTRATION, FEDERAL HOUSING AUTHORITY AND
FEDERAL BANK MORTGAGES. MORTGAGES WILL NOT BE ISSUED WITHOUT FLOOD INSURANCE IN THE
FLOOD PRONE AREAS.

MAYOR CRAGG WILL REQUEST ADDITIONAL COPIES OF THE FINAL VERSION OF MAP OF FLOOD PRONE
AREAS IN THE CITY SO THE BUILDING INSPECTOR CAN HAVE A COPY AND A COPY CAN BE POSTED
ON THE BULLETIN BOARD IN CITY HALL.
