HomeMy WebLinkAbout06251980679 SPECIAL COUNCIL MEETING- JUNE 25, 1980 (CONT'D) MAYOR FLOOD MENTIONED THAT AT THE COUNTY COMMISSION MEETING LAST WEEK! THE MAJORITY OF THE MEMBERS FELT THERE WAS A MORAL OBLIGATION AND SINCE DAVID MARSH WAS ORIGINALLY HIRED TO WORK EXCLUSIVELY ON THE COMPREHENSIVE PLANS FOR THE CITIES OF SEBASTIAN AND FELLSMERE, PERHAPS WE SHOULD BE COMPENSATED FOR THE TIME HE DID NOT WORK FOR US. IT WAS THE UNANIMOUS OPINION OF THE MEMBERS OF THE CITY COUNCIL THAT WE STILL HAVE A VALID CONTRACT, BUT RATHER THAN GO TO COURT, WESHOULD MEET WITH THE COUNTY COMMISSION AND NEGOTIATE. MR. KILBRIDE ADVISED THAT ONE BASIS OF NEGOTIATION, IN ORDER FOR US TO GET TO A POINT WHERE WE'RE TALKING DOLLARS, IS THAT WE HAVE TO FIGURE HOW MANY HOURS IT'S GOING TO TAKE OF PROFESSIONAL TIME AND STAFF TIME TO COMPLETE THE PLAN. DAVID MARSH WILL HAVE TO ADVISE HOW MANY HOURS THE COUNTY UTILIZED HiS TIME WHEN HE COULD HAVE BEEN WORKING FOR SEBASTIAN. DON DEESON STATED THAT HIS BIG QUESTION WAS THAT HAD MR. MARSH BEEN PERMITTED TO WORK EXCLUSIVELY ON THE PLAN, AS HE HAD ORIGINALLY BEEN HIRED TO DO, COULD HE HAVE FINISHED THE PLAN, AND IF NOT, WHAT PERCENTAGE OF THE PLAN DOES HE FEEL HE COULD HAVE COMPLETED DURING THAT TIME FRAME? THEN THERE WOULD BE SOME JUSTIFICATION OF TRYING TO MAKE SOME DECISION AND IT'S HIGHLY POSSIBLE THAT ONCE THIS QUESTION IS ANSWERED, MR. DEESON WOULD BE WILLING TO . ~A.~E.'A RECOMMENDATION TO THE COUNTY COMMISSIONERS THAT WOULD BE ACCEPTABLE TO US. IF NOT, THEN WE COULD GET TOGETHER AND TRY TO NEGOTIATE. MAYBE IT MIGHT NOT EVEN BE NECESSARY TO GET TOGETHER. MR. KILBRIDE SAID THE TIME FRAME WOULD BE FROM JANUARY TO JUNE, 1979, WHEN MR. REVER CAME ON BOARD, THEN FROM JUNE TO SEPTEMBER, AND THEN FROM SEPTEMBER ON. MAYOR FLOOD REMARKED THAT THERE IS STILL TIME BETWEEN NOW AND OCTOBER i AND PERHAPS HE AND DON DEESON AND DAVID MARSH COULD WORK SOMETHING OUT AND THEN PRESENT IT TO THE COUNCIL AND TO THE COUNTY COM- MISSIONERS, WHICH MIGHT SAVE A LOT OF TIME.
