PRESENT: VICE MAYOR KENNETH E. ROTH COUNCILMAN H. LLOYD RONDEAU COUNCILMAN PETER P. VALLONE ATTORNEY THOMAS C. PALMER MAYOR L. GENE HARRIS ABSENT: COUNCILMAN ROBERT W. MCCARTHY (EXCUSED) ALSO PRESENT: ALBERT PELTIER, DIRECTOR OF PUBLIC WORKS ANTHONY CLOPIEN, CITY MECHANIC DEBORAH C. KRAGES, CITY CLERK MAYOR HARRIS STATED THAT THE I~G OR THE DISCUSSION AND POSSIBLE ACTION ATTORNEY PALMER STATED THAT I~J ~MERuENCY SITUATIONS THE COUNCIL HAD THE AUTHORITY TO WAIVE THE BIDDING REQUIREMEN~ __ __ ~J MAYOR HARRIS STATED THAT THE DEALE~~D BEEN AT THE MAINTENANCE SHOP AND INFORMED THE CITY THAT THE PARTS NECESSARAY F~ ~IR OF THE BACKHOE WERE ITEMS IN sTocK AND THAT THE REPAIR WOULD TAKE APPRONIMATELY~TEN DAYS TO TWO WEEKS. MAYOR HARRIS ADDED THAT DURING THE REPAIR TIME THE ClTL CREW~OULD USE THE BACKHOE AT THE GOLF COURSE. CLOPIEN EXPLAINED THAT THE GOLF COURSE STORES, USES AND PAYS FOR THE REPAIRS OF THE 1965 BACKHOE, HOWEVER, THE CITY USES THE BACKHOE AS A SECOND PIECE OF EQUIPMENT AND DURING DOWN TIME ON THE 1979 BACKHOE. COUNCILMAN RONDEAU QUESTIONED WHETHER OR NOT THE 1979 BACKHOE WAS NEW EQUIPMENT WHEN THE CITY PURCHASED IT AND HOW LONG iT WOULD LAST AFTER REPAIR. MR. CLOPIEN STATED THAT THE EQUIPMENT WAS A DEMONSTRATOR WITH APPROXIMATELY 270 HOURS OF TIME ON IT. MR. CLOPIEN STATED THAT AFTER THE OVERHAUL THE MACHINE WOULD LAST APPROXIMATELY THREE YEARS. MAYOR HARRIS STATED THAT THE PUBLIC WORKS DEPARTMENT WOULD LIKE TO PURCHASE A GRADE ALL AND THIS WOULD RELIEVE THE PRESSURE ON THE BACKHOE. VICE MAYOR ROTH QUESTIONED WHAT LINE ITEMS WOULD BE AMENDED IN THE PUBLIC WORKS BUDGET TO COVER THE COST OF THE REPAIR. MAYOR HARRIS STATED THAT HE, CAROL CARSWELL, FINANCE DIRECTOR AND ALBERT DIRECTOR, PUBLIC WORKS, WOULD PROBABLY AMEND BETWEEN TWO AND FOUR LINE ACCOMPLISH THiS REPAIR COST AMENDMENT IN THE BUDGET. PELTIER, ITEMS TO VICE MAYOR ROTH STATED THAT THE FUNDS COULD BE TAKEN FROM THE ROAD WORK FUND. MR. PELTIER, EQUIPMENT. STATED THAT THE ROAD WORK FUND WOULD BE FOR THE PURCHASE OF NEW COUNCILMAN RONDEAU STATED THAT THE AIRPORT HAD $82,000. TIED UP IN THREE CERTIFICATE OF DEPOSITS AND QUESTIONED THE POSSIBILITY OF USING AIRPORT FUNDS. 1 JUNE 25, 1986 PAGE 2 ATTORNEY PALMER STATED IT WAS HIS OPINION THAT IN THE DEED GRANTING THE AIRPORT TO THE CITY THAT THE MONIES COULD BE USED FOR AIRPORT SERVICES ONLY, HOWEVER, HE WOULD CHECK INTO THE POSSIBILITIES. MAYOR HARRIS ASKED FOR A ROLL CALL VOTE. ROLL CALL: AYES: NAYS: VICE MAYOR ROTH COUNCILMAN RONDEAU COUNCILMAN VALLONE MAYOR HARRIS NONE MOTION CARRIED. COUNCILMAN RONDEAU QUESTIONED IF PUBLIC WORKS AND THE CITY WERE PLANNING AHEAD FOR THE PURCHASE OF NEW EQUIPMENT WITHIN THE NEXT THREE YEARS. MAYOR HARRIS STATED THAT THE FINANCE DIRECTOR HAS BEEN CHECKING INTO THE MUNICIPAL LOAN FUND PROGRAM AND INDEPENDENT BANK FINANCING FOR THE PURCHASE OF NEW EQUIPMENT.
