PRESENT: VICE [fAYOR YATES, COUNCILMEN FLOOD AND KiNARD, AND MAYOR CRAGG.
THE MEETING WAS CALLED TO TAKE SO[fE ACTION REGARDING A NEW PLAN DN COUNTY-WIDE SEWERS.
[fAYOR CRAGG GAVE A SU[f[fARY OF THE mEETING ON THE "2D1 FACILITY PLAN" WHICH HE AND
COUNCILMAN KiNARD ATTENDED AT VERD BEACH. ALSO PRESENT AT THIS MEETING WERE THE CD[fmISSIDNERS
FRO[f VERO 8EACH, INDIAN RIVER SHORES, AND ORCHID. [fOST OF THE COUNCILMEN FRO[f VERO BEACH AND
INDIAN RIVER SHORES WERE THERE, AS WAS GEORGE LEAR, [fAYDR DF ORCHID, AND [fRS. LEAR.
SUMMARY
THE FEDERAL GOVERNMENT, UNDER EPA, HAS ORIGINATED A NEW PLAN CALLED "201 FACILITIES PLAN" AND
THE MUNICIPALiTiES IN INDIAN RIVER COUNTY ARE ASKED TO COOPERATE IN ImPLE[fENTING THE PLAN, THIS
HAS TO BE DONE BY A FOR[fAL RESOLUTION TO [flEET THE STANDARDS OF THE NEW FEDERAL GRANT PROGRA[f. IT
IS ESTI[fATED THAT THE FIRST PHASE, PLANNING A COUNTY-WIDE SEWAGE PLAN, WOULD COST $350,000 WITH .A
75% GRANT FRO[f EPA AND THE BALANCE TO BE PAID BY INDIAN RIVER COUNTY. HOWEVER, SINCE THE COUNTY
HAS ALREADY SPENT Sgo, O00 IN PREPARING A SEb~AGE PLAN, THEY WILL NOT HAVE TO PUT IN ANYTHING FOR
THE "201 FACILITY PLAN." THE PLAN PROVIDES FOR A LARGE SEWAGE PLANT AND CERTAIN LARGE INTERCEPTORS
IN THE COLLECTIVE SYSTE~q, NOT FOR mAINS OR LINES WHICH, OF COURSE, MEANS ASSESS[fENT, BUT NO mATTER
WHICH PLAN TS ACCEPTED - WHETHER THIS ONE OR ANOTHER - THERE WILL HAVE TO 8E ASSESS[fENTS. IT WiLL
TAKE ABOUT A YEAR TO PREPARE THE PLAN. PREPARATION OF THE PLAN IN NO WAY OBLIGATES THE COUNTY OR
THE MUNICIPALITIES TO GO bUITH THE OVERALL CONSTRUCTION.
PLANNING ELEMENTS INCLUDE RESOLUTIONS FRO[f ALL JURISDICTIONS WITH [fAXImU[f PUBLIC INVOLVE[fENT
AND PARTICIPATION THROUGH THE PLANNING. BASE DATA INCLUDES A LAND USE PLAN, POPULATION PROJECTIONS,
AN INVENTORY DF ENVIRONMENTAL ELEMENTS AND EXISTING LUATERWAY FACILITIES, PLAN SELECTION OR A REVIEW
AND RANKING OF EACH PROPOSAL AND AN ASSESSMENT OF ITS ENVIRONMENTAL EFFECT, AND AN IMPLEMENTATION
PLAN BY COORDINATED PHASE CONSTRUCTION. THROUGHOUT ALL OF THE PLANNING, MEETINGS WiLL BE HELD IN
THE [fUNICIPALITIES TO KEEP THE PUBLIC INFORMED. THIS IS AN INTEGRAL PART OF THE "2D1 FACILITY PLAN."
THE PEOPLE WILL HAVE THEIR SAY ALL THE WAY. IF ONE PLAN CANNOT BE WORKED OUT TO SUIT THE PUBLIC,
THEN ALTERNATE PLANS WILL BE PREPARED AND DISCUSSED. A COORDINATOR OF THE DEPARTMENT OF POLLUTION
CONTROL, MR. WARREN STRO[fm, [fADE IT VERY CLEAR SEVERAL TIMES DURING THE MEETING THAT THE EPA ~JOULD
NOT CONSIDER ANY MUNICIPALITY OBTAINING FEDERAL FUNDS FOR ITS OWN S~AGE PLANT AND RECO[f[fENDED THAT
EFFORTS BE [fADE JOINTLY BY ALL [fUNICIPALITIES JOINING WITH THE COUNTY. HE FURTHER ADVISED THAT THERE
WERE RU[fORS THAT 1975 mAY BE THE LAST YEAR FOR FEDERAL HELP AND ALSO THAT THE GOVERN[fENT IS VERY
RELUCTANT TO GO INTO AN AREA PLAN WHERE THERE IS DISSENTION.
