Mayor Harris called the meeting to order at 7:00 P.M. 2. Councilman Metcalf led the Pledge of Allegiance. 3. invocation was given by Father Joseph LeSage, Saint Sebastian Catholic Church. Present: Vice Mayor Kenneth Roth Councilman Robert McCarthy Councilman George Metcalf Councilman Peter Vallone Mayor L. Gene Harris Attorney Thomas Palmer 5. .RROCLAMATIONS/ANNQUNCE~ENTS Mayor Harris announced the Planning and Zoning Commission Meeting on Thursday, July 2 at 7:00 P.M.; the schedule for the 4th of July, and the PBA Caucus on Wednesday, July 8, at 6:00 P.M. Mayor Harris said he had spoken with Indian River Animal Control regarding pickup of animals. He said he told them the Sebastian Police would no longer pick up animals. 87.047 A. Presentation Of Man R ~D~B of the Year Wayne Kroegel, Chairman of the 4th of July parade introduced Father Joseph LeSage who presented the Man and Woman of the Year, George Keyes and Peggy Levey. Mr. Kroegel then explained the activities for this year's 4th of July and thanked all people involved in the parade. 6. ~OMMITT~ None. 7. INTRODUCTION QF BUSINESS FROM THE PUBLIC Randy Snyder of the Little League presented a conceptual plan for the Barber Street ballfield to Council for their review. MOTION by Metcalf/Vallone I move we approve the conceptual plan for the Barber Street ballfield as presented by Randy Snyder. Mayor Harris instructed Attorney Palmer to get involved with the writing of the legal descriptions. VOICE VOTE: Vice Mayor Roth - Aye Councilman McCarthy - Aye Councilman Metcalf - Aye Councilman Vallone - Aye Mayor Harris - Aye MOTION CARRIED. 8. CONSEN~ None. 9. OLD BUSINESS: Aw Discussion m Proposed Occupational Ordinance Mayor Harris requested that this item be postponed until he can meet with the Chamber of Commerce. 2 87.167 MOTION by Metcalf/Vallone I move we postpone discussion on the proposed Occupational License until the July 22, 1987, Regular Council Meeting. Councilman McCarthy said that he was in favor of the original proposed ordinance. VOICE VOTE: Vice Mayor Roth - Aye Councilman McCarthy - Nay Councilman Metcalf - Aye Councilman Vallone - Aye Mayor Harris - Aye MOTION CARRIED. ~o~lowup ~0 A~ulance Squad Request fQr MOTION by Roth/McCarthy I move we approve the line item transfer of $2000.00 from the 1986/87 Legislative/Executive Budget to the Sebastian Volunteer Ambulance Squad. A lengthy discussion took place between Council and Mary DeChaine, Chief of the Ambulance Squad, with some input by Dorothy McKinley, member of the Ambulance Squad. Councilman Vallone said he would like to see the Squad's audit before any funds are dispersed. Mayor Harris said the City has a responsibility to maintain the squad in some manner. Councilman McCarthy said he did not like the precedent set by Council arguing a motion with the public. MAYOR'S MATTERS Mayor Harris placed the "Master Thoroughfare Plan" on the July 22, 1987, Regular Council Meeting at the request of Vice Mayor Roth. 3 87.084 87.146 11. CITY COUNCIL MATTERS Discussion took place on advertisement for Architectural and Engineering firms. Councilman McCarthy questioned the typed history of Ordinance 0-87-10 received by Council. Mayor Harris explained that he had requested a history of the ordinance and it is not an addendum to the minutes. Councilman McCarthy said that in the Council's acceptance of Hector Franco's resignation there should have been included "with regret". He said he hoped a letter would be sent to him or put in his file. Councilman Metcalf requested that Council start cutting some of the proposed 1987/88 fiscal year budgets so that a deficit is not realized. Mayor Harris said according to the Charter he must present a balanced budget and said he will do so in August, 1987. 12. CITY ATTOENEY'S MATTERS None. 13. NEW BUSINESS A. Ad for city Manager - Councilman Metcalf Discussion took place on the ad Councilman Metcalf had presented to Council. Mayor Harris recommended that each Council member put together his own ad and present for discussion/action at the July 8, 1987, Regular Meeting. Councilman McCarthy recommended that Council send a letter to Pete Knowles, Florida Range Riders, thanking him for his services and take over the quest for a City Manager. He requested that "Discussion re: Continuing Services of Pete Knowles" be placed on the July 8, 1987, Regular Council Meeting Agenda. B. ORDINANQE NO. Q-$1-~8 - (Discussion Only) AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA, ENACTING A NEW CHAPTER 24, AND THEREBY PROVIDING FOR LOCAL PROVISIONS FOR IMPROVEMENTS BY ASSESSMENTS; PURSUANT TO CHAPTER 170, FLORIDA STATUTE; PROVIDING AN EFFECTIVE DATE. 87.173 14. After a lengthy discussion on percentage of homeowners on a voluntary assessment, whether or not absentee landowners should be included, and the process by which one goes about the petition process, Attorney Palmer was instructed to redraft Ordinance No. 0-87-18, addressing some of these questions and bring it back to Council. C. ENGINEERING/PUBLIC WQRK~ Building Maintenance Workshop - Air Conditioner MOTION by Vallone/Metcalf I move we approve the purchase of a 13,500 BTU Air Conditioner for $570.00 with a line item transfer from the 1986/87 fiscal year Legislative/Executive Budget to Building Maintenance Department. ROLL CALL .- Vice Mayor Roth - Aye Councilman McCarthy - Aye Councilman Metcalf - Aye Councilman Vallone - Aye Mayor Harris - Aye MOTION CARRIED. Mayor Harris adjourned the meeting at 8:35 P.M.
