THE CITY CLERK READ THE NOTICE OF PUBLIC HEARING AS IT APPEARED IN THE VERO BEACH PRESS JOURNAL, JUNE
20 AND 27, 1982, AN ORDINANCE EN-ACTING SECTION 2-17 OF THE CODE OF ORDINANCES BY PROVIDING COMPEN-
SATION TO THE VICE MAYOR; PROVIDING AN EFFECTIVE DATE AND SEVERABILITY CLAUSE.
ATTORNEY KILBRIDE READ IN ITS ENTIRETY AN ORDINANCE RE-ENACTING SECTION 2-17 OF THE CODE OF ORDINANCES

MAYOR FLOOD REQUESTED A COPY OF THE LAST TWO WEEKS CHLORINE REPORTS AND FELT AFTER REVIEW THAT THE
CITY ENGINEER COULD DETERMINE IF THE NECESSARY CORRECTIONS ARE BEING MADE IN THE CHLORINATION.
MAYOR FLOOD STATED THAT HE WANTED CLARIFY THAT THE DEPARTMENT OF ENVIRONMENTAL REGULATION HAS EXTENED
THE CONSTRUCTION PERMIT FOR THE SEWER TREATMENT PLANT FROM JUNE i, 1982 TO DECEMBER 27, 1982.
ATTORNEY KILBRIDE EXPLAINED THAT THE SUBSTITUTED PAGES WITH THE PROPOSED CHANGES FOR BOTH THE WATER AND
SEWER SYSTEM FRANCHISE WILL BE INCORPORATED INTO THE ORIGINAL ORDINANCE AND THAT THE COUNCIL NEEDS TO
ADOPT THESE PROPOSED CHANGES BY REFERENCE AND MAKE IT AN ATTACHMENT TO THE ORDINANCE.
MAYOR FLOOD REPORTED THAT HE WOULD DISTRIBUTE A COPY OF THESE PROPOSED CHANGES TO THE COUNCIL FOR THEIR
REVIEW AND THAT THE GENERAL DEVELOPMENT UTILITY WATER SYSTEM FRANCHISE ORDINANCE WOULD BE AN AGENDA ITEM
FOR THE NEXT REGULAR COUNCIL MEETING, JULY 12, 1982.

DEVELOPMENT UTILITIES BY INCREASING RATES FOR SEWER SERVICE FROM $5.00 PER MONTH TO $10.00 PER MONTH;
PROVIDING A SEVERABILITY CLAUSE; ESTABLISHING AN EFFECTIVE DATE.
CITY ATTORNEY DANIEL KILBRIDE MENTIONED THAT IN ADDITION TO THE SPECIFIC CHANGES IN THE RATE SCHEDULE,
GENERAL DEVELOPMENT UTILITIES HAS REQUESTED THAT THE CITY COUNCIL CONSIDER AND ADOPT THE SERIES OF CHANGES
TO THE RULES AND REGULATIONS PERTAINING TO THE SEWER SERVICE THAT HAS BEEN OUTLINED AND INCORPORATED IN
THE RATE SCHEDULE.

MAYOR FLOOD STATED THAT HE WAS IN AGREEMENT WITH THE GENERAL DEVELOPMENT UTILITY SEWER RATE INCREASE
BUT FELT THERE WERE OTHER PROBLEMS REGARDING GENERAL DEVELOPMENT UTILITIES IN UNIT #17, PHASE 3,4,
AND 5 WITH RETELEVISING SOME OF THE SEWER LINES.
HE INDICATED THAT THERE HAVE BEEN COMMUNICATION PROBLEMS WITH GENERAL DEVELOPMENT CORPORATION PER-
SONNEL IN MIAMI AND RECOMMENDED THAT A MORATORIUM BE PLACED ON ALL SEWER LINE HOOK UPS IN UNIT #17
PHASE 3,4, AND 5, THAT ALL NEW ROADS IN UNIT #16 AND #17 NOT BE ACCEPTED AND A CERTTFICATE OF OCCUPANCY
WILL NOT BE ISSUED ON ANY GENERAL DEVELOPMENT HOMES UNTIL THE CITY OF SEBASTIAN CAN COME TO SOME SORT
OF WORKING AGREEMENT AND UNDERSTANDING.
MAYOR FLOOD STATED THAT DISUSSION REGARDING WORKING RELATIONS WITH GENERAL DEVELOPMENT CORPORATION
WOULD BE AN AGENDA ITEM AT THE NEXT REGULAR COUNCIL MEETING, JULY 12, 1982.

MONTH OF JUNE, 1982, WITH A TOTAL OF $4,934.05 COLLECTED IN PERMIT FEES.
ROBERT DOHERTY, SUPERINTENDENT, STREET DEPARTMENT, THANKED THE AMERICAN LEGION FOR DONATING FLAGS TO
THE SEBASTIAN CEMETERY DURING THE FOURTH OF JULY CELEBRATION. HE ALSO REPORTED THAT THE STREET DE-
PARTMENT HAS BEEN DELAYED AS FAR AS MOWING SINCE, THERE HAS BEEN AN OVER ABUNDANCE OF DRAINAGE PRO-
BLEMS BUT HOPED TO CONTINUE ON MONDAY. MR. DOHERTY MENTIONED THAT A CULVERT PIPE ON MAIN STREET CAVED
IN AND A TEMPORARY REPAIR WAS MADE.
MAYOR FLOOD STATED THAT APPROXIMATELY 40 FEET OF CULVERT PIPE IS NEEDED TO MAKE THE PERMANENT REPAIR
ON MAIN STREET. HE REMARKED THAT THERE WAS A POSSIBILITY OF PURCHASING THIS PIPE FROM THE COUNTY
AND THAT IT WOULD BE CONSIDERED AS A BUDGETED ITEM.
MR. MASTELLER, CITY ENGINEER, REPORTED THAT HE HAS NOT RECEIVED ANY FURTHER REPORTS REGARDING MARTIN
ALLEY.
COUNCILMAN OBERBECK, THANKED EVERYONE WHO ASSISTED IN THE FOURTH OF JULY CELEBRATION AND REPORTED THAT
THERE WOULD BE A FINAL MEETING OF THE FOURTH OF JULY COMMITTEE ON TUESDAY, JULY 13, 1982, 7:30 P.M.,
AT THE SEBASTIAN CHAMBER OF COMMERCE.
