MINUTES OF REGULAR MEETING
APRIL 28, 2025
Call to Order — Vice Chair Webster called the meeting to order at 6:00 p.m.
Pledge of Allegiance -- was recited by all.

IV. Announcement and Agenda Modifications - None
V. Approval of Minutes:
A motion to accept the minutes of the March 24, 2025 meeting was made by Ms. White and
seconded by Mr. Halleran. The motion passed unanimously with a voice vote.
VI. Public Input
Brent Wolhenberg, 13855 99t' Street, Fellsmere, displayed a tube worm he retrieved from the
Indian River Lagoon that creates an acid based chemical reaction that forces shells to grab sand
on the shore. Mr. Wolhenberg said the worms could be used to clean water and stabilize the
shoreline.
Damien Gilliams, 1623 US Hwy 1 /490 US Hwy 1, said there are 24-26 docks at the twin piers and
now the City is going to hand them over to law enforcement knowing there are 30,000 people in
the City that could use the docks. He suggested using the property by the old fish house which
is closer to the inlet for the law enforcement docks.
Joseph Richter, 907 Blossom Drive, said the City has rebuilt the docks at the Yacht Club
numerous times and asked why floating docks aren't being used that can be removed prior to a
storm. He said having more boat ramps is paramount for the community.

The City Manager explained that the City is required to put back what was approved by the Florida
Department of Environmental Protection. The open lagoon area receives a lot of east west winds
which aren't conducive to floating docks. He noted that staff is looking into potentially expanding
the area at the Yacht Club with a floating dock but it would come down to the engineering and
design.
He said the Main Street Boat Ramp is under design right now that will include dredging all the
way out to the intercoastal. He said he realizes there is a need for boat ramps.
Damien Lee Gilliams, 490 US Hwy 1, said the docks look completely different than they did two
years ago and he gave the City Manager credit. He asked the board not to take away boat slips
from the community and look for other options.
VI 1. Unfinished Business:
Item A: Current Proiect(s) Update
a. Riverview Park Planning
1. Review of Conceptual Master Plan
The City Manager said at a previous meeting they provided a recommendation to City Council for
Concept A which moved the veteran's memorials over to the US 1 area. At a subsequent public
workshop, Concept B was presented that received overwhelming support which does not move
the memorials. He presented the conceptual plan of Concept B to the board which included:
- keeping the veterans memorial is the same place; involving the veteran's
community with a new design.
- increasing the shade at the veteran's memorial location
- have a courtyard area for food trucks or a developing a green space with
additional handicapped parking
- the volley ball courts would be moved closer to the riverfront
- adding additional on -street parking
- a larger pavilion will be developed with a focal point
- Harrison Street will close at the entrance to the overflow parking lot and
will loop back out to Indian River Drive
- the entire infrastructure of the splash pad will be replaced and moved next
to an interactive/nature playground that will have pour -in -place material
- a few more small pavilions will be added
- in the stormwater retention area there will be a rain garden area with a
raised boardwalk
- a permanent stage will be installed with artificial turf that kids can play on
- an additional restroom facility is under consideration
- staff plans to protect as many trees as possible
- maintain the vendor locations
- additional handicapped parking is being considered in two more areas
- at the front of the park a focal point will be developed so that Riverview
Park is identifiable from US Hwy 1

He described how staff has applied for grants, including a federal $1.5M Land and Water
Conservation Grant that will be supplemented by Discretionary Sales Tax to fund the
improvements.
He said the project will be done in phases with the southern portion where the splash pad and
delineated boat trailer parking will be Phase 1. He said there will be public meetings with
examples for families to provide input on.
With regard to the clock, the City Manager said the clock may be moved within the park but it is
not set in stone.
Public Input
In response to Kristi Lenz, 1097 George Street, the City Manager confirmed the kayak launch will
still have vehicle access. She noted the delineated boat parking area is not enough.
Karen Wynn, 566 Benedictine Terrace, asked that low impact development concepts be
incorporated like the ones used in Cocoa Beach and Cape Canaveral. She also asked that a
native plant garden be installed by the board walk to help educate residents; and, if the oak trees
are removed, they will be replaced.
Damien Gilliams said the closing of Harrison Street will affect value of his family's premium,
commercial property; Florida law provides the right of access to his property. He also said it
wasn't right to bring in food trucks from out of town when he has a food truck on his property.
Damien Lee Gilliams said it was a great idea to bring in elementary school kids to design a
sculpture in the park. He suggested bringing in a professional audio engineer for the amphitheater
and provide disability access to the amphitheater. He also suggested playground equipment to
help get residents in shape. He asked that another approach to closing Harrison Street be
considered.
The City Manager said access to the food truck plaza will run to the west of the area behind the
shopping plaza. There will be native plantings along board walk and throughout the park.
MOTION by Chair Webster and SECOND by Mr. Halleran to move forward with plan as discussed
tonight, pending what comes down the road, passed with a unanimous voice vote.
b. Main Street Boat Ramp
The Parks Director said the dredging is underway for the ramp and the design must be done by
September 16.
c. Law Enforcement Drvline — Contract to Council Mav 28, 2025
The Parks Director said staff plans to request a contract for the fire suppression system at the
May 28 Council meeting.
d. Swina and Bench Park
The Parks Director said staff was waiting on permits from St. Johns River Water Management
District to do the shoreline stabilization.

Item B: Committee Member Park Updates
Ms. White said at the Easy Street Park, the water is low but the park is doing well. There are new
baby ducks.
Ms. White said there is a whole row of bushes at the Garden Park that need to be watered. She
invited the public to see the new landscaping which is really nice.
Ms. Sheldon reported that Schuman Park is doing well.
Mr. Halleran said Bryant Street Park still has palm fonds that need picked up and George Street
Park is looking good.
Chair Webster said she hasn't been to visit the baseball fields.
Item C: Upcoming Events at Riverview Park
a. National Day of Prayer — May 1, 2025 — 1:00pm
b. Dedication of 250-Year Anniversary Monument — May 3 — 2:00pm
c. Star Gaze — May 3 (Twin Piers) — 7:00pm

The Parks Director announced the upcoming events. Ms. White invited the public to the star
gazing event which was a lot of fun with the professional telescopes.
VIII. New Business:
Item A. Chanqe of meeting date July 28 to July 22 for CIP review
The Parks Director requested a motion to change the July 28 meeting to July 22 in order to bring
the Capital Improvement Plan to them for recommendation to City Council.
MOTION by Ms. White and second by Ms. Sheldon to move the July meeting to July 22 passed
with a unanimous voice vote.
Item B: Recreation Proqram Calendar
a. Nutrition Workshop May 2 — Noon, Community Center
b. Star Party May 3 — 7pm
c. 19 Youth Sports — May 3 — 9am — Barber Street Sports Complex
d. Junior Clay Court Tennis Tour — May 16-19 — 8am Friendship Park
The Parks Director announced the program events.
