Me~lng called to order by President Sweatt;: A'hose peesent were Mayor Middleton,President Sweatt and Councilmen Ellingsen,Shaffer and Dahlstrom. Councilman Sembler and Atterney '¥ocelle absent. minutes of hhe last meeting of June l'lth, were approved as read. Mayor Middleton asksd the uity ~ouncll for an adjournment of meeting until Thursday July 12,1951 in respect~ Councilman Sembler,said request was granted on motion by uouncilma Ellingsen which was seconded by Councilman Dahlstrom and carried. Meeting adjourned until ?:30 P.M. of July 12,1951. Adjourned Meeting of July 9,1951 Meeting called to or~er by President Pro-Tern Shaffer. Those answering roll call were Mayor Middleton,President Pro-Tem Shaffer,and Councilman Sembler,Ellingsen and Dahlstrom,Councilman Sweatt absent,Er Vocelle Oity Attorney present. Bills amounting to $ 339.80 approved by the finance committee were ordered paid on motion by Councilman Ellingsen and aeconded by Councilman Dahlstrom. Carried. Building permit application sent in by Joe. Taylor for the addition of one bed room for his residence was approved onmotion by Council~i~e~econded by Councilman Dahlstrom. and carried.. On motion by Councilman Sembler which was seconded by Councilman Elllngsen. the Clerk was authorized to purchase one American fla~ and base for the price of $ 16.60.~$~$ said flag to be used in the City hall. Carriede It was moved by Councilman Ellingsen and seconded by Councilman Sembler, that the present Municipal agreement as presented by the ~lorida Power and Light Co for Municipal street lighting be accepted. Carried. Councilman Sembler moved that the following ~esolution be adppted. WHEREAS: Delinquent taxes have accured on the following described property in the City of Sebastian,Fla. To-Wit: Lots' 1-2-9 and.~10 i~'.B10ckL6 Ocean Breeze Hights Subdivision. Lots 1-12 in Block 7 Ocean Breeze Hights Subdivision. Lots 1-22 Block 8 Ocean ~reeze Hights Subdivision. Lots 2-14 in Block 9 Ocean ~reeze Hights Subdivision. And WHEREAS: Frank Ho$op wishes to redeem said property, now therefor be it resolved that the City of Sebastian do accept the sum of $ 20~.89 to be placed in escrow in payment of said delinquent taxes and in the event construction of houses begin on any of said lots not later than February 1,19§2 , Then said Frank Hol~p shall be permitted to redeem said property from delinquent taxes due the City for the sum of $1.00 and the balance of of said sum so placed in escrow shall be returned to said Frank Holop,0therwis~ to be retained by the City in full payment for said taxes. said resolution was duly seconded and passed. Councilman Sembler Chairman of Street and Alley asked the City £orauthorlza~i~n to spend up to $300.00 for marl to be used to open M~rtin Ave. Motion by Uouncllman Elllngsen which was seconded by Councilman Dahlstrom authorized said expenditure. Carried. Councilman Sembler introduced an Ordinance entitled. AN ORDINANCE PROVIDING FOR THE LEVY OF TAXES IN THE CITY OF SEBASTIAN, FLORIDA, Section 1. That the Ci~y of Sebastlan,Flmrida,levy a tax of 28 mills upon each dollar valuation of real and personal property within the ~$$~ limits of said City subject to taxation on the 1st day of January,1951, which tax shall be assessed and collected in the manner provided by law. Section 2. That of the total of 28 mills herewith levied,16 mills shall be segreated in a seperate fund as~the same is collected and shall be used for the purpose of providing funds for the general fund of said City; that 12 mills of the 28 mills herewith levied shall be segreated in a seperate and special fund as c~llected and shall be used solely for the purpose of paying lntrest and providing a sinking fund for the bonds of the City entitled "City of Sebastian Refunding Bonds,Issue of January 1,1951M Said tax levy of 12 mills f~r lntrest and sinking fund pNrposees shall be levied and collected upon all taxable property within the said City as of January 1,1951, including homestead property. Section 3. it shall be the duty of the Oity Tax ~ollector and the City TreaSure to devide the proceeds of said taxes into seperate funds as above set forth and to keep such accounts thereof as shall 0e from time to time directed by the City council. SeCtion 4. This Ordinance shall be in full force and effect upon its passage and approval or upon its becoming law without such approval. i hereby certify that the foregoing Ordinance was duly passed by the oounci~ the 12th .day of July,1951 Attest: E.
