Call to Order — Chair Kautenburg called the meeting to order at 6:00 p.m.

IV. Announcement and Agenda Modifications
Chair Kautenburg announced that Ms. Battles and Mr. Roberts were excused from
tonight's meeting and Mr. Reno would be voting in place of Ms. Battles.
V. ADDroval of Minutes — Regular Meeting of April 3, 2025
Two corrections were requested to the minutes: On page 4 at the bottom, the third
paragraph down at the end, it should be statute and not statue; and on page 2, the second
paragraph the title of the Comp Plan should read 2040 instead of 20240.
A motion was made by Ms. Geesey and seconded by Ms. Matthews to approve the
minutes as amended, which passed with a unanimous voice vote.
VI. Local Planning Aaencv (LPA) Public Hearinqs
A. Public Hearing — Recommendation to City Council — City of Sebastian 2040
Comprehensive Plan Amendment — Map Series
Chair Kautenburg opened the hearing and the City Attorney stated the proposed
legislation will amend the 2040 Comprehensive Plan Map Series.

The Community Development Director said when the Comprehensive Plan was originally adopted
in 2021, the city limits or jurisdictional boundary was much different than it is today. The proposed
updated map series includes all of the property that has recently been annexed known as the
Graves Brothers property to clearly depict the city boundaries.
Mr. Carter said the maps were very clear and informative.
Ms. Geesey said she agreed, the maps were very thorough and comprehensive.
Mr. Reno said he concurred; the maps provided a lot of information.
Mr. Carter asked about how many septic tanks are in the City. The Community Development
Director offered to obtain that information.
Ms. Kinchen said the map series was very comprehensive.
Ms. Lorusso said there has been a lot of work put into updating the maps.
Chair Kautenburg said she was concerned with all of the jigs, jags and enclaves. She would
prefer to have the City's boundary squared off. She asked if the City was attempting to seek
funding from the state and federal government to help with the septic to sewer conversions. The
Community Development Director explained that the City was recently awarded a $3.6M grant to
assist with eliminating septic tanks and connecting to central sewer.
Ms. Kinchen pointed out that on map 83 and 81 the school is noted as Indian River Country High
School.
There was no public input and Chair Kautenburg closed the hearing.
A motion was made by Mr. Carter that was seconded by Ms. Kinchen to recommend to City
Council the City of Sebastian 2040 Comprehensive Plan Map Series as contained in the agenda
packet.

IX. New Business
The Community Development Director introduced the City's new Principal Planner, Jim Mann,
who comes from Indian River County where he worked with the Metropolitan Planning
Organization and has a great deal of planning experience.
