MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN CLIFFORD HOOSE, EVERETT T. GASS AND JOHN R. JOACHIM,
MAYOR PAT FLOOD, JR., AND CITY ATTORNEY L. B. VOCELLE.
THE MINUTES OF PUBLIC HEARING, MAY 31, REGULAR COUNCIL MEETING, JUNE 12, SPECIAL MEETING, JUNE 29,
AND PUBLIC HEARING, JULY 5, 1978 WERE APPROVED.
MAYOR FLOOD REQUESTED THE CITY CLERK TO PRESENT THE FOURTH OF JULY PLAQUES. THE FIRST WAS TO
MRS. DOROTHY ROGERS, WOMAN OF THE YEAR. THE SECOND WAS FOR MR. EUGENE ESTES, MAN OF THE YEAR,
WHO WAS NOT PRESENT. A REPRESENTATIVE OF THE U.S. FISH AND WILDLIFE DEPARTMENT ACCEPTED A
PLAQUE FOR THE BEST FLOAT. MR. GROVER FLETCHER ACCEPTED THE AWARD ON BEHALF OF THE ROSELAND
PROPERTY OWNERS ASSOCIATION FOR THE BEST OVER-ALL UNIT. THE UNITED STATES NAVY WOMEN'S DRILL TEAM
WON A PLAQUE FOR THE BEST MARCHING UNIT, WHICH MAYOR FLOOD HOPES HE WILL BE ABLE TO PRESENT IN
PERSON. THE LAST PLAQUE WAS AWARDED TO WAYNE FRANKLIN KROEGEL, CHAIRMAN OF THE FOURTH OF JULY
CELEBRATION COMMITTEE, FOR ALL HIS HARD WORK OVER THE PAST SIX YEARS.
MAYOR FLOOD ADDED HIS CONGRATULATIONS AND THANKS TO ALL WHO HAD PARTICIPATED TO MAKE THIS OUR
BEST FOURTH OF JULY CELEBRATION EVER. ALREADY A MEETING WILL BE HELD ON AUGUST 16th TO START
PLANNING FOR NEXT YEAR AND ANYONE INTERESTED WAS INVITED TO ATTEND.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GASS, TO PAY JUNE BILLS AMOUNTING TO
$30,817.97. CARRIED.
MR. EUGENE CRAGG SPOKE AS A MEMBER OF THE BOARD OF GOVERNORS OF THE COUNCIL ON AGING. HE STATED
THAT MRS. DOROTHY JOACHIM, WHO HAS BEEN CHAIRMAN OF THE MEALS ON WHEELS PROGRAM FOR THE PAST SEVERAL
VOLUNTEERS. HE ALSO REQUESTED THAT PEgPL~__~OUA.~E~ ~ ~TO ~E ~H~I~T SHOP IN VERO BEACH ANY USED ATRICLES
NOLONGERNEEDED.
COUNCILMAN GASS STATED THAT THE ROAD M~IN~E~AUCE PROGRAM H~SI RUN INTO DIFFICULTY BECAUSE OF THE
WEATHER, BUT WORK WILL CONTINUE WHENEVE~SSI-BWLE.
COUNCILMAN GADS ANNOUNCED THAT MORE SURPLUS M/~R~AL-4~A~BEEN PURCHASED FROM THE GOVERNMENT.
$197 WAS PAID FOR ITEMS ORIGINALLY COSTING $92~~ IA F~%~'-DEPARTMENT TANKER WAS ALSO PURCHASED AT
A COST OF $950. ITS ORIGINAL COST - $16,725. COU~VCI~N GASS PERSONALLY THANKED ERNIE EADS FOR
HIS ASSISTANCE IN LOOKING OVER THE EQUIPMENT AN~ ~~HERTY WHO ACCOMPANIED MR. EAOS.
COUNCILMAN GASS REPORTED THAT THE DEPARTMENT~A~ORTATION ANNOUNCED THAT BIDS WILL mE RECEIVED

THERE WAS CONSIDERABLE DISCUSSION CONCERNING THE BEST WAY TO FILL THE POSITION OF STREET DEPARTMENT
SUPERVISOR - WHETHER TO AD~RTISE OR TO FILL THE POSITION FROM THE RANKS. IT WAS DECIDED TO HOLD
THIS IN ABEYANCE UNTIL THE COMMITTEE, INCLUDING MR. C~GG AND THE DEPARTMENT HEADS, SETS UP
PROCEDU~S AND POLICIES AND JOB DESCRIPTIONS.
MAYOR FLOOD STATED THAT ADVERTISEMENTS ARE TO BE PLACED FOR A BOOKKEEPER AND ALSO ANOTHER WOMAN
IN THE CITY CLERK'S OFFICE.
THE BUILDING DEPARTMENT ISSUED 14 PERMITS DURING JUNE FOR ~ FAMILY RESIDENCES VALUE~ AT
$400,000. TOTAL NEW CONSTRUCTION FOR THE MONTH AMOUNTED TO $478,957.
THE BUILDING OFFiCiAL RECOMMENDED THE FOLLOWING NAMES TO THE MAYOR AND CITY COUNCIL TO BE ACCEPTED
AS MEMBERS OF THE CONSTRUCTION BOARD TO BRING THAT BOARD UP TO ITS FULL QUOTA OF SEVEN: CLINT HALE -
PLUMBING, CHRIS KERRIE - HEATING AND VENTILATING.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GASS, TO ACCEPT AS MEMBERS OF THE CONSTRUCTION
BOARD MR. CLINTON HALE, PLUMBING CONTRACTOR, AND MR. CHRIS KIRRIE, HEATING AND VENTILATION CONTRACTOR.
CARRIED.
COUNCILMAN GASS INQUIRED OF MR. MAYER WHAT THE TOTAL VALUE OF PERMITS WAS FROM THE 1St OF OCTOBER
TO DATE AND WAS INFORMED THAT IT WAS A LITTLE BIT OVER $4,000,000.
MR. WALTER CANDELET STATED THAT THE ZONING AND PLANNING BOARD HAS NOT BEEN ABLE TO COMPLETE ANY
BUSINESS BECAUSE OF LACK OF A QUORUM. MR. CANDELET INTRODUCED MR. GERALD PETRIE TO THE MAYOR
AND CITY COUNCIL, AND EVEN THOUGH IT WAS NOT ON THE AGENDA, HE REQUESTED THAT MR. PETRIE BE
APPOINTED A MEMBER OF THE COMMITTEE.
MOTION WAS MADE BY COUNCILMAN GADS, SECONDED BY VICE MAYOR GRAY, TO APPOINT MR. GERALD PETRIE
A MEMBER OF THE ZONING AND PLANNING BOARD. CARRIED.
CHIEF OF POLICE CUMMINS REPORTED 209 COMPLAINTS ANSWERED BY THE POLICE DEPARTMENT DURING JUNE,
NOT INCLUDING TRAFFIC STOPS.
CHIEF CUMMINS MADE A STATEMENT TO THE GENERAL PUBLIC THAT THEY NOT INTERFERE WHEN THEY SEE
POLICE OFFICERS TRYING TO PERFORM THEIR DUTIES.

CHIEF CUMMINS EXPLAINED TO THE COUNCIL HIS PROPOSED CHANGE IN TRAFFIC FLOW ON U.S.#1.
COUNCILMAN HOOSE MADE A MOTION, SECONDED BY VICE MAYOR GRAY, TO APPROVE THE POLICE CHIEF'S AND
THE POLICE COMMITTEE'S RECOMMENDATIONS ON ALTERING THE TRAFFIC FLOW ON U.S.#1. CARRIED.
MAYOR FLOOD REQUESTED THE CITY CLERK TO CONTACT THE REMAINING MEMBERS OF THE VARIANCE BOARD SO
THAT THEY WILL BE AVAILABLE WHEN NEEDED, AND ALSO MENTIONED THAT NEW MEMBERS SHOULD BE ADDED TO
BRING THE BOARD UP TO STRENGTH.
A LETTER WAS READ FROM MR. RENE VAN DE VOORDE ENDORSING THE PROPOSAL THAT OUR BUILDING OFFICIAL
SHOULD BE ALLOWED TO MAKE INSPECTIONS IN THE NORTH INDIAN RIVER COUNTY AREA.
A LETTER WAS READ FROM JOHN VAN DYKE, ROSELAND, COMPLAINING ABOUT THE NOISE POLLUTION EMANATING
FROM THE AIRPORT. MAYOR FLOOD STATED THAT HE BELIEVED THE ONLY WAY THIS CAN BE HANDLED IS
THROUGH A NOISE ORDINANCE. HE IS TRYING TO ARRANGE A MEETING WITH THE FEDERAL AVIATION ADMINIS-
TRATION.
MR. ANDREW WEINER WROTE A LETTER OF THANKS TO THE MAYOR AND CITY COUNCIL, AND ESPECIALLY TO MR.
ARTHUR MAYER, FOR THE COOPERATION GIVEN HIM WITH HIS DRAINAGE PROBLEMS.
A LETTER OF APPRECIATION WAS READ FROM CAPTIAN TAYLOR, U.S. NAVY, ORLANDO, EXPRESSING HIS PLEASURE
IN PARTiCIPATiNG IN OUR FOURTH OF JULY CELEBRATION.
MOTION WAS MADE BY COUNCILMAN GASS, SECONDED BY VICE MAYOR GRAY, TO ALLOW THE PROPERTY OWNERS
ASSOCIATION OF ORANGE HEIGHTS TO SERVE ALCOHOLIC BEVERAGES AT THEIR MEETINGS THE FOURTH FRIDAY

MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN GASS, TO APPOINT MRS. LORRAINE LEDDY A MEMBER
OF THE CEMETERY COMMITTEE. CARRIED.
VICE MAYOR GRAY STATED THAT IN CONNECTION WITH RE-SODDING THE FOOTBALL FIELD, IT IS NECESSARY TO
RE-ALLOT FUNDS. THERE IS PLENTY OF MONEY IN THE RECREATION DEPARTMENT. THE MONEY iS NOT BEING
TRANSFERRED FROM ONE FUND TO ANOTHER SO A RESOLUTION IS NOT NECESSARY.
MR. VOCELLE ADVISED THAT SINCE THERE WILL BE AN EXPENDITURE OF OVER $1,000 IT WOULD BE NECESSARY
TO ADVERTISE FOR BIDS FOR THE SOD. THE COUNCIL DECIDED TO SO ADVERTISE.
AFTER SOME DISCUSSION iT WAS DECIDED TO INSTALL A REGULAR PHONE AT THE COMMUNITY CENTER WITH AN
EXTENSION AT THE YACHT CLUB.
THE CITY CLERK BROUGHT TO MIND VARIOUS DISCUSSIONS HELD WITH REFERENCE TO A NAME FOR THE SO-CALLED
"YACHT CLUB". COUNCILMAN HOOSE OFFERED A PRIZE OF A $25 BOND FOR ANYONE COMING UP WITH A SUITABLE
NAME. SUGGESTIONS ARE TO BE BROUGHT INTO THE CITY CLERK'S OFFICE AND REPRESENTATIVES OF THE PRESS
WERE INVITED TO BE PRESENT WHEN THE NAMES ARE OPENED AT THE NEXT WORKSHOP MEETING.
MAYOR FLOOD ANNOUNCED THAT AT THE WORKSHOP MEETING IT WAS DECIDED THAT THE CHILDREN'S ANNUAL
CHRISTMAS PARTY WILL BE HELD ON SATURDAY, DECEMBER 16, 1978.
PURSUANT TO THE DISCUSSION AT THE WORKSHOP MEETING REGARDING THE CEMETERY ROADS, MR. VOCELLE
ADVISED THAT iT WOULD BE NECESSARY TO ADVERTISE FOR BIDS. EVEN THOUGH THE MONEY WILL BE TAKEN
OUT OF CEMETERY COMMITTEE FUNDS, IT iS STILL AN EXPENDITURE OF PUBLIC MONEY AND ALL BIDS SHOULD
BE OPENED AT AN OFFICIAL COUNCIL MEETING.
MOTION BY COUNCILMAN HOOSE, SECONDED BY VICE MAYOR GRAY, TO ADVERTISE FOR BiDS AND OPEN BIDS AT
THE REGULAR COUNCIL MEETING. CARRIED.
THE COUNCIL AGREED NOT TO CHANGE THE PRESENT SYSTEM OF APPROVING REQUESTS TO SERVE ALCOHOLIC
BEVERAGES AT THE COMMUNITY CENTER AND YACHT CLUB. AT THE WORKSHOP MEETING IT WAS DECIDED TO
PRINT UP A FORM FOR PEOPLE TO SIGN WHEREBY THEY WOULD ASSUME RESPONSIBILITY FOR ANY DAMAGES OVER
AND ABOVE THE $50 INITIAL DEPOSIT, WHICH WOULD BE RETURNED IF THE HALL WERE IN GOOD CONDITION.

MR. VOCELLE WAS REQUESTED TO WRITE A LETTER TO GENERAL DEVELOPMENT CORPORATION WITH REGARD TO BRINGING
THE PLACEMENT OF FIRE HYDRANTS IN SEBASTIAN HIGHLANDS UP TO STATE STANDARDS.
AFTER A VERY LENGTHY DISCUSSION, IT WAS DECIDED THAT MR. VOCELLE WOULD PREPARE AN ORDINANCE REGARDING
POOL FENCES TO BE PRESENTED AT THE NEXT WORKSHOP MEETING.
MAYOR FLOOD ADVISED THAT AT THE WORKSHOP MEETING THE CROWDED CONDITIONS IN THE CITY HALL BUILDING
WERE THOROUGHLY DISCUSSED AND IT WAS DECIDED THAT ANARCHITECT SHOULD BE RETAINED. MR. VOCELLE
STATED THAT EVEN THOUGH IT WOULD PROBABLY COST OVER $1,000 HE DID NOT THINK IT WAS NECESSARY TO
PUT IT OUT FOR BID SINCE IT WAS FOR PROFESSIONAL SERVICES.
MOTION BY COUNCILMAN HOOSE, SECONDED BY COUNCILMAN JOACHIM, TO OBTAIN THE SERVICES OF AN
ARCHITECT TO SUBMIT HIS RECOMMENDATIONS FOR THE CITY HALL BUILDING. CARRIED.
MR. VOCELLE IS GOING TO CONTINUE HIS DISCUSSIONS WITH THE HUMANE SOCIETY IN VERO BEACH TO
DETERMINE WHAT DISPOSITION CAN BE MADE OF THE STRAY DOGS AND ANIMALS, AND SEE WHAT CAN BE DONE
ABOUT ENFORCING OUR ANIMAL ORDINANCE. MAYOR FLOOD FEELS THAT THE CITY IS PAYING THE COUNTY ENOUGH
TAXES SO THAT THE COUNTY WARDEN SHOULD BE PERMITTED TO HELP US WITH THIS PROBLEM AND AT THE NEXT
MEETING OF THE COUNTY COMMISSION HE IS GOING TO POSE SOME QUESTIONS ABOUT TAXATION.
MR. RENE VAN DE VOORDE ANNOUNCED THAT THE CHAMBER OF COMMERCE HAD ITS OFFICIAL DEDICATION A WEEK
OR SO AGO AND TOOK THE OPPORTUNITY TO THANK THE FORMER MAYOR, MR. EUGENE CRAGG, AND THE EXISTING
CITY COUNCIL AND MAYOR FOR THEIR HELP IN THE PROJECT. MR. VAN DE VOORDE SAID THAT ANY ONE
INTERESTED IN USING THE MEETING ROOM HAS ONLY TO CALL.
MR. VAN DE VOORDE STATED THAT THE SEBASTIAN LITTLE LEAGUE, OF WHICH HE IS VICE PRESIDENT, IS
CURRENTLY NEGOTIATING WITH THE SCHOOL B~p~_FORA~S~ ~A~EMENT ON THE LITTLE LEAGUE FIELD.
SINCE THERE HAVE BEEN PROBLEMS REVOLVI~G~_~TD~TIUiUSE ~\~H~ FIELD BY OTHER GROUPS, EVERYONE W~
iN AGREEMENT THAT A MEETING SHOULD BE ~ED _0 SOLTE m~ESq DIFFICULTIES. THE CITY CONTRIBUTES
TO THE UPKEEP OF THIS FIELD AND MAYOR F~D S?ATED UHAT T~S~ DISAGREEMENTS SHOULD BE STRAIGHTENED
