JOACHIM, LEWIS GRAY, AND CLIFFORD HOOSE, MAYOR CRAGG AND MR. L. B. VOCELLE. MR. DEAN LUETHJE OF BEINDORF AND ASSOCIATES., INC., CONSULTING ENGINEER OF VERO BEACH, REPRESENTING SEMBLER & SEMBLER, INC. OUTLINED A REQUEST TO ENLARGE THEIR PRESENT DOCKING FACILITIES. THEY PROPOSE TO DREDGE THE CHANNEL IN THE DOCKING AREA TO AT LEAST A 6' DEPTH AT LOW TIDE. WITHIN THE DOCKING AREA, THEY PROPOSE TO BUILD A 600' PARALLEL PIER 100' SOUTH OF THE EXISTING PIER. THE TWO PIERS WILL BE TIED TOGETHER WITH A DOCK EQUIPPED WITH CONVEYOR BELTS AND HOPPERS TO HOLD THE COMMERCIAL FISHERMEN'S CATCHES. THEY ALSO PLAN TO PUT IN A RETAINING WALL. THE DREDGING WILL INVOLVE AN ESTIMATED 18,000 CUBIC YARDS AND TWO ALTERNATIVES TO DISPOSE OF THE MATERIAL WERE SUGGESTED: (1) USE OF THE ISLAND DIRECTLY EAST OF THE EXISTING PIER ON A SPOIL ISLAND THAT WAS CREATED BY THE CORPS OF ENGINEERS, OR (2) UPLAND SPOIL AREA AS DESCRIBED ON THE SKETCH SHOWN (COPY ON FILE). MR. LUETHJE REQUESTED CITY APPROVAL ON THE OVERALL PROPOSAL SO CONTACT CAN BE MADE FOR FURTHER APPROVAL FROM THE DEPT. OF ENVIRONMENTAL REGULATIONS, THE CORPS OF ENGINEERS, FLORIDA INLAND NAVIGATION DISTRICT AND THE US COAST GUARD. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN HOOSE, TO FORWARD A LETTER TO MR. THE TENNIS COURTS ON SCHUMANN DRIVE (TWIN LAKES SECION) ARE COMPLETE BUT LACK A FEW THINGS TO BE READY FOR PLAY. THE CITY ENGINEER WILL MAKE A FINAL INSPCTION OF THE PROJECT AND WHEN APPROVED THE KEYS TO THE GATE WILL BE TURNED OVER TO CITY HALL AND THE COURTS WILL BECOME AVAILABLE TO THE PUBLIC. COUNCILMAN GRAY ANNOUNCED DELIVERY HAS BEEN TAKEN OF THE TRACTOR MOWER AND THE NEW 60' MOWER. THE POLICE CHIEF REPORTED 168 COMPLAINTS ANSWERED DURING JUNE, NOT INCLUDING TRAFFIC STOPS. CHIEF CUMMINS INDICATED THE COUNTY AND STATE WIDE COMMUNICATIONS SYSTEM IS NEARLY COMPLETED. THE RADIOS HAVE BEEN ORDERED AND ARE EXPECTED WITHIN NINE WEEKS. HE PUBLICLY THANKED MR. RICHARD SZELUGA FOR TAKING PICTURES OF TWO RECENT POLICE RELATED INCIDENTS. TOTAL NEW CONSTRUCTION DURING JUNE AMOUNTED TO $344,840. THIS INCLUDED 13 SINGLE FAMILY RESIDENCES FOR A TOTAL OF $255,700 AND ONE COMMERCIAL BUILDING FOR $75,000. DURING THE FIRST SIX MONTHS OF 1976, PERMITS WERE ISSUED FOR 41 NEW HOMES FOR A TOTAL OF $846,100. OTHER PERMITS AMOUNTED TO $64,890; COMMERCIAL BUILDINGS OF $114,319 BROUGHT THE TOTAL TO $1,025,309. MAYOR CRAGG INDICATED THIS TO BE AN IMPROVEMENT OVER 1974 AND 1975, COMPARING FAVORABLY WITH 1973 WHICH WAS THE CITY'S BEST YEAR. MR. RICHARD KINNEY, DISTRICT ASSISTANT TO SENATOR LAWTON CHILES, WILL BE PRESENT IN CITY HALL ON JULY 28, 1976, FROM 10 A.M. TO 11 A.M. TO ANSWER ANY QUESTIONS RESIDENTS HAVE WITH WHICH SENATOR CHILES COULD HELP THEM WITH IN CONNECTION WITH HIS POSITION AS OUR SENATOR. A REQUEST FOR A STREET LIGHT TO BE PLACED ON THE CORNER OF COLLINS AND LAF~PORT DRIVE WAS TURNED OVER TO COUNCILMAN JOACHIM FOR NECESSARY ACTION. REGULAR MEETING - JULY 12, 1976 (CONT' D) THE FLORIDA LEAGUE OF CITIES WILL HOLD ITSANNUAL CONVENTION IN MIAMI ON OCTOBER 21, 22, & 23, 1976. AS IN PREVIOUS YEARS, THE LEAGUE EXTENDED AN INVITATION TO ADVERTISE IN THE SPECIAL CONVENTION ISSUE OF THE FLORIDA MUNICIPAL RECORD. DEADLINE FOR PLACING AN ADVERTISEMENT IS AUGUST 15, 1976. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN HOOSE, TO PLACE A $42 AD IN THE SPECIAL CONVENTION ISSUE OF THE FLORIDA MUNICIPAL RECORD. CARRIED. MAYOR CRAGG PRESENTED FRANKLYN WAYNE KROEGEL WITH A CERTIFICATE OF HONOR FOR HIS UNTIRING EFFORTS AND PUBLIC SPIRITNESS IN ARRANGING A MOST SUCCESSFUL BICENTENNIAL CELEBRATION FOR THE CITY OF SEBASTIAN ON JULY 3, 1976. MAYOR CRAGG DISCUSSED THE INCREASE IN VANDALISM IN THE CITY TO PRIVATE AND PUBLIC PROPERTY AND MADE A PLEA TO THE RESIDENTS TO NOTIFY THE POLICE DEPARTMENT IF THEY WITNESS ANY ACTS OF VANDALISM. ABOUT A WEEK AGO THE FINAL SIGNATURES FROM GDC ON THE AGREEMENT ON ROADS WERE RECEIVED. WITHIN A PERIOD OF ABOUT 60 DAYS, THEY SHOULD, THEREFORE, START TAKING CARE OF 3 OR 4 ITEMS THE CITY HAD REQUESTED IN THE AGREEMENT SUCH AS: (1) COMPLETION OF THE DRAINAGE WORK IN PHASE 1, UNIT 2, (2) DREDGING IN COLLIER CREEK, (3) RELOCATION OF PAVEMENT AT THE INTERSECTION OF SLOAN & FUTCH WAY, AND (4) RESOLUTION OF THE LOCATION OF A DRAINAGE DITCH ALONG FUTCH WAY. MAYOR CRAGG EXPRESSED HIS APPRECIATION TO THE AMERICAN LEGION FOR INSTALLING THE CEMENT BASES TO HOLD THE FLAGS IN THE MEDIAN STRIPS ALONG US 1, THE CITY FURNISHED THE MATERIAL AND THE LEGION FURNISHED THE LABOR. THE LEGION WILL ALSO CONTINUE TO BE RESPONSIBLE FOR ALL FLAG DISPLAYS IN VICE MAYOR KINARD WILL CONDUCT A SPECIAL MFETING IN ClT~'~LL ON WEDNESDAY, JULY 14, AT 7:30 P.M. TO SELECT A NEW BUILDING INSPECTOR'r ALL DEPARTMENTS WERE ASKED TO SUBMI~ 'I~IR BUDGE~z. TO T~YOR WITHIN THE NEXT TWO WEEKS. RESPONDING TO TWO UNANSWERED QUESTIONS AT THE JUNE 22 MEETING, CHIEF CUMMINS REPORTED THAT 22 FELONIES WERE COMMITTED DURING THE PAST S~O~TH'g~H SIX ARRESTS, THREE OF WHICH WERE JUVENILLES. RESIDENCY REQUIREMENT FOR POLICE O~FrO~S IS A LOCAL OPTION. THERE IS NO STATE STATUTE OR LAW REQUIRING A POLICE OFFICER TO LIVE~THE CITY OR COUNTY IN WHICH HE IS EMPLOYED. CARRIED. MAYOR CRAGG RECOMMENDED ALL NEW CITY EMPLOYEES BE PLACED ON A 16 WEEKS PROBATIONARY PERIOD BEFORE THEY ARE CONSIDERED TO BE PERMANENT EMPLOYEES. MOTION BY COUNCILMAN GRAY, SECONDED BY COUNCILMAN HOOSE, THAT A NEW CITY EMPLOYEE WOULD NOT BE CONSIDERED A PERMANENT EMPLOYEE UNTIL COMPLETION OF A PROBATIONARY PERIOD OF SIXTEEN WEEKS, AND COULD BE DISMISSED DURING THE PROBATIONARY PERIOD.' CARRIED. COUNCILMAN HOOSE REPORTED THE ONLY INSURANCE COMPANY FROM WHICH HE HAD BEEN ABLE TO OBTAIN QUOTATIONS FOR ACCIDENT AND LIFE INSURANCE FOR MEMBERS OF THE VOLUNTEER FIRE DEPARTMENT WAS THE RELIANCE iNSURANCE COMPANY OF PHILADELPHIA. MR. VOCELLE SUGGESTED THE CITY CLERK WRITE A LETTER TO THE COMPANY REQUESTING CURRENT INFORMATION ON A POLICY SUCH AS COUNCILMAN HOOSE DESCRIBED AND THE NAME OF THE NEAREST AGENT. MOTION BY COUNCILMAN GRAY, SECONDED BY COUNCILMAN JOACHIM, TO TABLE THE REQUEST FOR INSURANCE COVERAGE FOR THE VOLUNTEER FIRE DEPARTMENT UNTIL FURTHER INFORMATION IS OBTAINED. CARRIED. MR. DAVID ALBRECHT, RF~P~IN~MR.W. E. CUNDIFF, REQUESTED THE CITY TO ANNEX MR. CUNDIFF'S PROPERTY. THE PROPERTY IS CONTIGUOUS TO THE CITY OF SEBASTIAN AND THE ANNEXATION WOULD NOT RESULT iN THE CREATION OF ENCLAVES. MR. VOCELLE COMMENTED THAT IF THE CITY PROCEEDS WITH THE ANNEXATION, IT MUST BE UNDERSTOOD THAT IF THERE IS ANY APPEAL, MR. CUNDIFF WILL HAVE TO ASSUME RESPONSIBILITY FOR PAYMENT OF ALL SUCH PROCEEDINGS. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GRAY, TO AUTHORIZE THE CiTY ATTORNEY TO PREPARE FOR ADOPTION A NONEMERGENCY ORDINANCE TO ANNEX THE UNINHABITED 24 ACRES OF LAND LOCATED IN INDIAN RIVER COUNTY AND CONTIGUOUS TO THE CITY OF SEBASTIAN OWNED BY W. E. CUNDIFF. CARRIED. MOTION BY COUNCILMAN HOOSE, SECONDED BY VICE MAYOR KINARD, THAT OFFICER DONALD BAUMAN BE ACCEPTED AS A MEMBER OF THE SEBASTIAN POLICE DEPARTMENT. CARRIED. REGULAR MEETING - JULY 12, 1976 (CONT ' D) COUNCILMAN GRAY REQUESTED HE BE NOTIFIED WHEN THE CITY ENGINEER INSPECTS THE ROADS IN SEBASTIAN HIGHLANDS. VICE MAYOR KINARD HAS ACCEPTED A POSITION WITH CAMPBELL COLLEGE IN NORTH CAROLINA AND SUBMITTED HIS RESIGNATION FROM THE COUNCIL EFFECTIVE JULY 15, 1976. MAYOR CRAGG THANKED VICE MAYOR KINARD FOR HIS INVALUABLE SERVICES TO THE CITY AND SAID HE WAS SORRY TO SEE HIM LEAVE. DUE TO THE RESIGNATION OF VICE MAYOR KINARD, A VACANCY ON THE COUNCIL WILL BE CREATED FOR WHICH AN ELECTION MUST BE HELD. BEGINNING JULY 19, PETITIONS WILL BE AVAILABLE AND MUST BE RETURNED TO THE CITY CLERK WITHIN 30 DAYS. A $25 FILING FEE MUCH BE PAID WHEN THE PETITION IS TAKEN OUT, BUT WILL BE REFUNDED WHEN THE PETITION ISRETURNEDAND CERTIFIED. MRS. MF~CALF OF SEBASTIAN HIGHLANDS THANKED THE COUNCIL FOR THE PROMPT ACTION TAKEN ON CLEANING UP THE AREA ON STONECROFT ROAD THAT WAS BEING USED AS A DUMP. SHE ALSO STATED SHE HAD NOTICED PEOPLE SWIMMING IN THE TWO LAKES IN TWIN LAKES AND ASKED IF THIS WAS NOT AGAINST REGULATIONS. MAYOR CRAGG WILL CONFER WITH GDC AND PROMISED A "NO SWIMMING" SIGN WOULD BE ERECTED. MR. R. VAN DE VOORDE REQUESTED THE POTHOLES ON TOLEDO STREET BE REPAIRED AND ASKED IF ACTION WAS BEING TAKEN TO PAINT THE WOODEN STRUCTURE AT THE SWIM LAKE. COUNCILMAN GRAY WILL LOOK INTO AVAILABILITY OF "COLDPATCH" FOR FILLING THE LARGE POT HOLES. THE PAINTING PROJECT WAS GIVEN TO THE STREET DEPARTMENT FOREMAN WHO WiLL SCHEDULE IT AS SOON AS WORKLOAD PERMITS. MOTION TO ADJOURN AT 8:55 P.M. CiTY CLERK
