JOHN'S WATER MANAGEMENT REQUESTED THAT ALL PUBLIC WATER SYSTEMS BE CUT BACK VOLUNTARILY BY 15% AND THAT HE WOULD LIKE TO ASK THE PUBLIC TO VOLUNTARILY CUT BACK ON FIXED IRRIGATION BETWEEN THE HOURS OF 9:00 A.M. AND 6:00 P.M., WITH THE EXCEPTION OF WATER TO AIR UNITS AND IF THIS WASN'T COMPLIED WITH, BY JUNE 22, 1981, AND ORDINANCE WOULD BE PASSED TO MAKE IT MANDATORY. MR. C.E. HOYT PRESENTED THE COUNCIL WITH A PETITION FROM THE RESIDENTS LIVING IN THE TWIN LAKE AREA, REGARDING A PROBLEM WITH MULTI FAMILIES LIVING IN ONE DWELLING, PARKED TRUCKS, GARBAGE AND OTHER DEBRIS IN THIS AREA. COUNCILWOMAN PHELAN REPORTED THAT ARTHURMAYER, BUILDING OFFICIAL, WAS SELECTED AS A CANDIDATE TO SERVE ON THE BOARD OF DIRECTORS FOR THE NATIONAL ACADEMY OF CODE ADMINISTRATION. COUNCILWOMAN PHELAN REPORTED THAT SHE HAD GATHERED INFORMATION FOR A DINNER TO BE HELD FOR ALL VOLUNTARY MEMBERS OF ALL COMMITTEES OF THE CITY. PRICES FROM DODGERTOWN FOR ABOUT 100-120 PEOPLE WERE AS FOLLOWS: SIT DOWN BUFFET HOT BUFFET DINNER COLD BUFFET DINNER $7.00 - $12.50 $8.95 $7.95 COUNCILWOMAN PHELAN REPORTED THAT THE'PROPERTY TO BE ANNEXED FROM SALLYDALE WIMBROW WAS BEING HANDLED BY HER ATTORNEY AND THAT ONLY THE BUILDING WILL BE DONATED TO THE CITY. THE BUILDING WILL REMAIN WHERE IT IS AND SHE WILL SET UP A LEASING AGREEMENT WITH THE CITY. ATTORNEY KILBRIDE REPORTED THAT HE WOULD REPORT BACK AT THE NEXT COUNCIL MEETING REGARDING THE LEGALITY OF THE UNSIGNED MINUTES DATING BACK TO FEBRUARY 9, 1980. MAYOR FLOOD REQUESTED THAT THIS BE MADE AN AGENDA ITEM FOR THE MEETING OF JULY 22, 1981. MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILWOMAN PHELAN, TO BRING TO THE FLOOR FOR DISCUSSION THE POSITION CLASSIFICATION AND PAY PLAN STUDY. CARRIED. REGULAR COUNCIL MEETING JULY 13, 1981 MR. NICK PELLEGRINO, CONSULTANT, CODY AND ASSOCIATES, REPORTED THAT THE POSITION CLASSIFICATION AND PAY PLAN STUDY PRELIMINARY REPORTS HAD BEEN GIVEN TO MAYOR FLOOD SO THAT HE COULD START HIS BUDGET WORK WITH THEM. THE PRELIMINARY REPORT COVERS..' THE PROCEDURE THAT WAS USED IN PREPARING THIS REPORT, A SALARY SURVEY, SALARY COMPARISON, JOB DESCRIPTIONS, DUTIES, RESPONSIBILITIES AND AN ALLOCATION LIST WAS PREPARED BY NAME, CLASSIFICATION, PRESENT SALARY AND THE PROPOSED MINIMUM THAT IS RECOMMENDED. JOSEPH LANCASTER, FINANCE DIRECTOR, REPORTED THAT HE HAD RECEIVED INFORMATION FROM THE AUDITORS IN REGARDS TO THE SEPARATION OF THE GOLF COURSE PAYROLL. THE AUDITORS REPORTED THAT ONE FEDERAL IDENTIFICATION NUMBER WOULD BE SUFFICIENT FOR ALL CITY FUNDS AND APPLYING FOR A SEPARATE IDENTIPICAT- ION NUMBER WOULD CREATE PROBLEMS WITH THE INTERNAL REVENUE SERVICE AND COULD INCREASE THE ACCOUNTING FUNCTIONS THAT WOULD NOT BE NECESSARY FOR PAYROLL FUNCTIONS. GOLF COURSE AND FINANCIAL DATA IS ACCOUNTED FOR AND A COMPLETELY SEPARATE FUND FROM THE GENERAL FUND. THE GENERAL AND GOLF COURSE FUNDS MAINTAIN INTERFUND ACCOUNTS THAT ARE USED FOR TRANSFERS OF MONEY BETWEEN FUNDS. THERFORE MONIES TRANSFERRED TO OR FROM THE GOLF COURSE FUND CAN BE EASILY ACCOUNTED FOR THROUGH THE RE- CONCILIATION OF THE INTER FUND ACCOUNT. COUNCILMAN OBERBECK STATED THAT HE WAS UNDER THE IMPRESSION THAT THERE WOULD BE A SEPARATION OF CiTY HALL AND THE GOLF COURSE BY A BOARD OF DIRECTORS TO OVERSEE THE GOLF COURSE AND HANDLE EVERYTHING THERE SO THAT THE PROBLEMS DIDN'T FALL BACK ON CITY HALL. MAYOR FLOOD AGREED THAT THIS IS CORRECT. JOSEPH LANCASTER REPORTED THAT ALL PERSONNEL PAYROLL INFORMATION SHOULD BE REGISTERED IN THE SAME BOOK AND THAT THERE WAS NO REASON TO HIRE SOMEONE ELSE TO HANDLE THIS AT THIS TIME. MAYOR FLOOD SUGGESTED THAT HE DIDN'T FEEL IT WAS NECESSARY OR PRACTICAL TO HIRE A BOOKKEEPER AT THIS TIME FOR THE GOLF COURSE, BUT IF THE COUNCIL SO DESIRED JOE LANCASTER COULD KEEP TRACT OF HIS TIME SPENT ON THE GOLF COURSE BOOKS AND BRF~_AK IT__DOWN BY THE HOURS ACTUALLY WORKED AND TAKE THE MONEY OUT 1981. ~H COUNCILWOMAN PHELAN WAS OF THE OPIN AT--THE ~'/TY SH~tTLD NOT OWN THE GOLF COURSE. IT SHOULD BE A SEPARATE ENTITY. SHE ADDED THAT SHE HAS HEARD VARIOUS COMMENTS FROM THE GENERAL PUBLIC OBJECTING TO THE CITY RUNNING IT. ~ MAYOR FLOOD COMMENTED THAT THE GOLF COURSE WiLL BEANED AND RUN BY THE CITY. HE ADDED THAT AD VALOREM TAXES WILL NEVER BE USED TO SUPPORT THE GOL~ COURS~ MOTION BY COUNCILMAN OBERBECK FOR JOE LAN EP TRACT OF THE AMOUNT OF TIME THAT IS SPENT ON THE GOLF COURSE BOOKS. MOTIONED DIED FOR LACK OF A SECOND. INTO A CONTRACT WITH THE SHERIFF. ARTHUR MAYER, BUILDING OFFICIAL, REPORTED THAT HE HAD RECEIVED A LETTER FROM MAYOR JOE SUIT FELLSMERE, ASKING THAT THEY BE GIVEN THE OPPORTUNITY TO BID ON THE OLD CHRISTMAS LIGHTS FROM THE CITY OF SEBASTIAN. MAYOR FLOOD STATED THAT SINCE THE CHAMBER OF COMMERCE OWNS HALF OF THE LIGHTS WE SHOULD GIVE NON-CITY CORPORATE MEMBERS OF THE CHAMBER FIRST CHANCE FOR SOME OF THE LIGHTS AND GIVE THE REMAINDER TO FELLSMERE FOR A PRICE WITHOUT HAVING TO GO TO BID. ARTHUR MAYER, BUILDING OFFICIAL, REPORTED 263 SINGLE FAMILY RESIDENT PERMITS WERE ISSUED FOR THE MONTH OF JUNE, 1981 AND PERMIT FEES COLLECTED WERE $11,075.20. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO MOVE MR. ROBERT LLOYD, CITY ENGINEER, UP ON THE AGENDA TO DISCUSS THE STUDY THAT WAS PREPARED FOR THE COLLIER CREEK DAM. MR. ROBERT LLOYD, CITY ENGINEER REPORTED, THAT THE CITY OF SEBASTIAN HAD AUTHORIZED HIM TO DETERMINE THE COST OF REPLACING THE EXISTING DAM AT THE INTERSECTION OF COLLIER CREEK AND FLEMING-GRANT LINE~' MR. MCQUEEN, CITY ENGINEER'S ASSISTANT, REPORTED THAT TWO PROPOSALS HAD BEEN PREPARED, ONE BEING A STEEL SHEET PILING, WITH AN ESTIMATED CONSTRUCTION COST OF $40,000.00 AND THE OTHER A CONCRETE STRUCTURE, WITH AN ESTIMATED CONSTRUCTION COST OF $55,000.00. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO PROCEED WITH LLOYD AND ASSOCIATES TO GET THE BID READY FOR THE COLLIER CREEK DAM AND GO TO BID.
