'~hose present were Mayor Shaffer,President Sweatt,Oouncilmen Sembler,mllingsen ~ahlstrom Nash.Mr Walker City Attorney also present. Minutes of the last regular meeting of June ~.3rd. and Special meeting of June 25th wer~ approved as read. '" ~llls amounting to ~1006.30 approved 0y me finance committee were ordered paid on motion 0y ~ouncllman ~,lllngsen which was seconded by councilman ~ash and carried. ~ayor Shaffer presented the ~ity ~ouncil with a letter from ~.H.gage~ ~hief ~taff Vfficer of the maval Air ~ase ~ommand in reference to the former ~oseland Satellite Air ~'ield.After discussing same and on the advice of the ~ity ~ttorney it was decided ~o forward a request soon as possible. 0ouncllman Nash was appoint,ed by Chairman Sweatt to represent the city of Sebastian at County 0ommissioners meeting and request their support in obtaining blinker lights for the Fellsmere Crossing. Building permit- for Councilman Sweatt was approved on motion by Councilman Nash and seconded by Councilman Sembler. ' Building permit for Halph Thompson was approved on motion by councilman Dahlstrom and seconded by Councilman Sembler. The Chair at this time declared meeting open to receive complaints and receive estimony as to the value of any property real ornpersonal as fixed by the 0ity Tax ssessor of taxes and for the purpose~of perfecting,reviewing and equalizing the assessment. There being no complaints or testimony offered,the Tax roll presented the City Council which was sitting as an equalizzation body calling for total of 28mills or 16 mills for general fund and 12 mills for the sinking fund was approved by, Councilman Sembler introduced an Ordinance entitled, "AN ORDINANCE PROVIDIN~ FOR THE LEV~ OF TAXES IN THE CITY OF SEBaSTIAI~,FLORIDA, FOR THE YEAR 1~52" and moved its adoption. Upon motion by Councilman Sembler and seconded by councilman Ellingsen and unanimously carried said Ordinance was read the first time in full. Upon motion by Councilman Sembler and seconded by Councilman Ellingsen and unanimously carried,said Ordinance was read the second time by title only;there being no amendments offered upon motion made by Councilman Sembler seconded by Councilman Elllngsen said Ordinance was read the third time by title only and placed upon its final passage.The roll being called upon the final passage of said Ordinance the .result was as follows: AYES: C0~NCILI~ Sweatt ,Sembler,Elllngsen, Dahlstrom and Nash. NAYS: COUNCILMAN None. Thereupon Aaid Ordinance having received an affirmative vote of hhree-fifths of all members of the Council was declared duly sdop~ed and upon being presented to the Mayor and having received his approval was numbered as Chapter 1~4 of the Ordinances of said City and' thereupon duly posted at the door of the City Hall of the City of Sebastian in accordance with the provisions of ~ection 85 of Chapter 16683 of ~he laws of Florida,being the Charter of said 0ity. The Tax ~oll of the City of Sebastian for the year of 195~. being duly adopted by the the City Tax Collrctor was instructed to collect said tax according to the laws of ' ~da. 0hairman of ~he Streets Councilman Sembler reported to the Council that the Oity Tractor was in need of tires and it was moved by oouncilman Ellingsen and seconded by Councilman Nash to give Co~~n authority to purchase two tires for said tractor and the Clerk was instructed to pu~~'sald tires where price was cheapest.carried. Clerk was asked to write a letter of appresiation to the ~lreman's Auxillairy for American Flag which they gave to the 01ty and was raised on the City flag pole in City park the A.M.of ~uly 4,1952.
