CITRUS CANKER CONFERENCE BUT HIS ATTENDANCE AT A RECERTIFICATION
CLASS IN JACKSONVILLE FOR DWI INSTRUCTORS.
MAYOR HARRIS APOLOGIZED FOR THE ERROR.

COUNCILMAN MCCARTHY STATED HE WOULD BE ATTENDING THE TREASURE
COAST PLANNING COUNCIL ON FRIDAY, JULY 18, 1986. HE SAID HE HAD
ATTENDED A PUBLIC HEARING AT THE COUNTY COMMISSION ON COMMERCIAL
REZONING NEAR THE SEBASTIAN MIDDLE SCHOOL WITH JIM GALLAGHER. HE
SAID THE COUNTY COMMISSIONERS INTEND TO SCHEDULE ANOTHER PUBLIC
HEARING ON JULY 29, 1986 ON THE SUBJECT. HE SAID THAT, IN HIS
OPINION, THE AREA IS AN EXCELLENT CHOICE FOR A SECOND HIGH
SCHOOL.
COUNCILMAN MCCARTHY READ A LETTER HE HAD RECEIVED
PALMER GOLF MANAGEMENT COMPANY.

MAYOR HARRIS STATED THAT FINANCE DIRECTOR, CAROL CARSWELL, HAD
ALSO BEEN SENDING,INQUIRiES TO GOLF COURSE MANAGEMENT COMPANIES

CONFUSION.

TAXING DISTRICT MEETING WAS HELD LAST NIGHT, THE BUDGETS FOR

THE LAND DEVELOPMENT CODE MODIFYING SCREENING REQUIREMENTS
OF
ATTORNEY PALMER READ, BY TITLE ONLY, AN ORDINANCE OF THE CITY OF
SEBASTIAN, FLORIDA AMENDING SUB-PARAGRAPH (C)i(9) (B) (5) OF SECTION
20A-6.1 OF THE LAND DEVELOPMENT CODE AND THEREBY MODIFYING THE
SCREENING REQUIREMENTS FOR THE CONDITIONAL USE OF DRIVE-THROUGH
FACILITIES; PROVIDING AN EFFECTIVE DATE. ~
ATTORNEY PALMER STATED THAT PLANNING AND ZONING RECOMMENDS THAT
A SENTENCE BE ADDED TO THE ORDINANCE. HE SAID THE SENTENCE WOULD
READ, "THIS REQUIREMENT MAY BE REQUIRED BY THE PLANNING AND
ZONING COMMISSION AFTER ORIGINAL SITE PLAN APPROVAL IF THE USE OF

DIRECTOR JOB THAT WILL BE ADVERTISED FOR. HE THEN ASKED CAROL
CARSWELL IF SHE WOULD MEET THE REQUIREMENTS AND SHE STATED THAT
SHE WOULD MORE THAN MEET THEM.
COUNCILMAN RONDEAU STATED THAT QUALIFICATIONS ARE ONE THING AND
GETTING A JOB DONE IS ANOTHER THING. HE SAID THE AUDITING FIRM
SAID SOME VERY UNCOMPLIMENTARY THINGS TO THE FINANCE DIRECTOR AND
EXPRESSED SURPRISE THAT SHE THEN WANTED TO REHIRE THEM.
MAYOR HARRIS SAID THAT THE CRITICISM OF DELOITTE, HASKINS AND
SELLS WAS FOR THE LACK OF STAFF AND WAS NOT DIRECTED AT CAROL
CARSWELL. HE SAID THAT IF THERE ARE CHARGES BEING MADE THEY
SHOULD BE PUT IN WRITING.
VICE MAYOR ROTH STATED THAT HE HAD ALSO SPOKEN TO THE CURRENT
AUDITING FIRM AND SUGGESTED THAT ALL CONCERNED PARTIES BE BROUGHT

TOGETHER AT A MEETING TO TRY TO RESOLVE THE INADEQUACIES IN THE
FINANCE DEPARTMENT. HE SAID HE HAS BEEN TOLD BY FRANK JAUMOT
THAT THE EXISTING COMPUTER SYSTEM IS A BIG PART OF THE PROBLEM.
CAROL CARSWELL STATED THAT THE RESPONSIBILITIES GIVEN TO THE
FINANCE DEPARTMENT IN RECENT YEARS DUE TO GROWTH OF THE CITY CAN
NO LONGER BE HANDLED BY THREE EMPLOYEES. SHE ALSO SAID THAT WHEN
DELOITTE, HASKINS AND SELLS DID THEIR AUDIT, IT WAS DISCOVERED
THAT PEAT, MARWICK HAD LEFT WORK UNDONE.

SET A SPECIAL MEETING ON AUGUST 14, 1986, AT 7:00 P.M.TO DISCUSS
THE FINANCE DEPARTMENT.
VICE MAYOR REQUESTED THAT ONE OF THE AUDITORS FROM DELOITTE,
HASKINS AND SELLS AND LEE JACKSON BE IN ATTENDANCE AT THE SPECIAL
MEETING.
