VICE MAYOR JAMES C. KINARD CALLED THE MEETING TO ORDER AT 7:30 P.M.
PRESENT: COUNCILMAN JOHN R. JOACHIM, LEWIS GRAY, CLIFFORD HOOSE AND VICE MAYOR JAMES C. KINARD.
VICE MAYOR KINARD EXPLAINED THE PURPOSE OF THE MEETING - TO RECOMMEND ONE OF THE FOURTEEN APPLICANTS
FOR THE POSITION OF BUILDING INSPECTOR AND TO SUBMIT THAT NAME TO THE MAYOR.
THE FOURTEEN APPLICATIONS WERE CAREFULLY REVIEWED AND FOUR NAMES WERE SELECTED FOR FURTHER CONSIDERATION.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GRAY, TO INTERVIEW THE FOLLOWING FOUR PERSONS FOR
THE BUILDING INSPECTOR POSITION: FREDERICK SAX, ROBERT B. KLINE, ARTHUR H. MAYER AND MERLE T. HASSON.

MONDAY, JULY 19, WAS THE DATE SELECTED TO INTERVIEW THE FOUR ABOVE APPLICANTS, STARTING AT 3 P.M. AT HALF
HOUR INTERVALS - THE LAST ONE BEING AT 4:30 P.M. VICE MAYOR KINARD CHARGED THE THREE MEMBERS OF THE
COUNCIL WITH THE RESPONSIBILITY OF GOING INTO SESSION IMMEDIATELY FOLLOWING THE LAST INTERVIEW AND
SELECTING A NAME TO SUBMIT TO THE MAYOR.
COUNCILMAN HOOSE MOVED TO DISCUSS ADVERTISING FOR BIDS FOR A NEW POLICE CAR. SECONDED BY COUNCILMAN JOACHIM.
CARRIED.
BECAUSE OF EXPENSIVE MONTHLY REPAIR BILLS, COUNCILMAN HOOSE ASKED THAT WE ADVERTISE FOR BIDS FOR A NEW
POLICE CAR SO THE MONEY CAN BE BUDGETED IN THE NEXT FY BUDGET. DELIVERY WOULD NOT BE MADE UNTIL OCTOBER.

CHIEF CUMINS HAS BEEN IN CONTACT WITH A DODGE AGENCY IN ME~OU~E ~ICH HAS TWO 1976 WHITE DODGE
CORONET POLICE-EQUIPPED CARS AVAILABLE AT AN ESTI~TED PRICE OF $4,800 EACH. CHIEF CUMMINS ADVOCATED
PURCHASE OF BOTH CARS, BUT AT LEAST ONE, TO REPLACE THE 1974 MERCURY WHICH, DURING 1975 AND TO DATE
IN 1976, HAS REQUIRED APPROXIMATELY $2,000 IN ~PAI~ AND WILL REQUIRE MORE IN THE IMMEDIATE FUTU~ AS
THE TRANSMISSION AND UNIVE~AL JOINTS ARE ~OUT TO GO OUT. BOTH THE 1974 AND 1976 MERCURIES COULD BE
TRADED IN OR SOLD AS SEPA~TE T~NSACTIONS.
THE CHIEF FURTHER SUGGESTED THAT IF THE TWO CORONETS WERE PURCHASED, ONE COULD BE REPLACED AT THE END OF
ONE YEAR AND THE SECOND ONE REPLACED AT THE END OF THE SECOND YEAR. HE STATED THE MAXIMUM LIFE OF A POLICE
CAR WAS 1-1/2 YEARS BEFORE MAJOR REPAIRS BECAME NECESSARY.
THE COUNCIL AGREED THAT BOTH MERCURIES SHOULD BE TRADED IN FOR THE TWO CORONETS IF THE MONEY IS AVAILABLE
FOR THE SECOND CAR.
MAYOR CRAGG STATED THERE IS APPROXIMATELY $5,000 IN THE POLICE BUDGET WHICH COULD BE USED FOR ONE NEW
AUTOMOBILE AND WITH THE TRADE-IN ALLOWANCES FOR THE 2 CARS, THERE PROBABLY WOULD BE SUFFICIENT MONEY TO
PURCHASE BOTH THE NEW CARS AT THE QUOTED PRICE OF APPROXIMATELY $4,800 EACH. MAYOR CRAGG SUGGESTED AN AD
FOR BIDS BE PLACED IN THE P-J ON JULY 22 AND THE BIDS BE OPENED AT A SPECIAL MEETING PRIOR TO THE WORKSHOP
MEETING ON AUGUST 4, 1976.
MOTION BY COUNCILMAN GRAY, SECONDED BY COUNCILMAN JOACHIM, THAT AN AD BE PLACED FOR BID FOR ONE OR ~40
POLICE CARS, WITH OR WITHOUT TRADE-INS OF THE 1974 AND 1976 MERCURIES, AND INDICATE WHERE THE TRADE-INS
CAN BE SEEN. THIS MOTION SUPERSEDES MOTION MADE AT THE SPECIAL MEETING OF JULY 13 TO ADVERTISE FOR BID
FOR A POLICE CAR. CARRIED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GRAY, TO HIRE ARTHUR H. MAYER AS CITY BUILDING
INSPECTOR ON A PROBATIONARY STATUS FOR 16 WEEKS. CARRIED.
