CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA ALL PROPOSED ORDINANCES AND INFORMATION ON ITEMS LISTED BELOW MAY BE INSPECTED IN THE OFFICE OF THE CITY CLERK, CITY HALL, 1225 MAIN STREET, SEBASTIAN, FLORIDA. PURPOSE: DISCUSS AMENDMENTS TO COMPREHENSIVE LAND USE PLAN FOR THE CITY OF SEBASTIAN Mayor Votapka called the joint City Council/Planning and Zoning Commission workshop to order at 7:06 p.m. Planning and Zoning Commission Chairman, Stanley Krulikowksi, led the Pledge of Allegiance. "Tommy" Thompson Edwin Gilcher Robert Fullerton William Mahoney Stanley Krulikowski, Chairman Absent: Shirley Kilkelly (excused) James Wadsworth (excused) ALSO PRESENT: Les Solin, Solin & Associates David Moon, Solin & Associates City Manager, Robert McClary City Attorney, Charles Nash Director of Community Development, Bruce Cooper City Engineer, David Fisher City Planner, Peter Jones Deputy City Clerk, Sally Maio Planning & Zoning Secretary, Linda Kinchen DISCUSS AMENDMENTS TO COMPREHENSIVE LAND USE PLAN - CLUP The Director of Community Development opened the meeting by explaining the Growth Management Act and goals for CLUP workshops and requested that Mr. Solln explain Department of Community Affairs (DCA) comments in its 21 page letter to the City dated June 29, 1989. Mr. Solin said the DCA has requested that Goals and Objectives be more specific regarding how and when the city will plan for future growth. He said this can be achieved by stating in the first part of each objective that the City of Sebastian will amend and adopt land development regulations which include performance standards which will concur with each objective within one year of submittal to DCA of the CLUP amendment. Mr. Solin said he would prepare a package explaining revisions to Council and Planning and Zoning concurrent with submittal of the CLUP to DCA. Discussion took place on proposed land use amendments in the areas of U.S. 1, CR 512, and Main Street; implementation of a new land use designation referred to as overlay district for Planned Unit Developments; 2 City Council/Planning & Zoning Joint Workshop July 27, 1989 Page request to review wetlands areas along the Sebastian River; request for addition of statement tying in levels of service for solid waste with Indian River County; possible requirements for implementation of a city impact fee; and request for deletion of references in the plan to city supplied energy sources. Mayor Votapka called recess at 9:10 p.m. and reconvened the workshop at 9:24 p.m. Ail members of City Council, Planning & Zoning and Staff present at recess were present at recall.
