MAYOR FLOOD REMINDED EVERYONE OF THE RALLY TO BE HELD ON AUGUST 9 AT THE COMMUNITY
CENTER 'FOR C~DNDIDATES R'UNNWNG FOR VARIOUS FEDERAL, COUNTY AND STATE OFFICES AND STRESSED
THE ~PORTANCE OF CITIZENS ATTENDING AND ASKING QUESTIONS.
COUNCILMAN OBERBECK ANNOUNCED THAT CARPENTRY WORK ON THE STORAGE B[~im;DING AND REFRESHMENT
STAND AT THE FOOTBALL FIELD WAS COMPLETED BY VOLUNTEERS FROM THE SUPPORTERS OF THE
SEBASTIAN PANTHERS. THE MATERIAL WAS FURNISHED BY THE CITY. COUNCILMAN OBERBECK
EXPECTS TO TALK TO A SPRINKLER CONTRACTOR WITH REFERENCE TO THE BASEBALL FIELD AND HOPES
THAT CITY EMPLOYEES WiLL BE ABLE TO INSTALL THE SPRINKLER SYSTEM.

MAYOR FLOOD ANNOUNCED THAT HE HAD A MOST SATISFYING TRIP TO WASHINGTON WHERE HE MET WITH
REPRESENTATIVES OF FARMER HOME ADMINISTRATION. HE ADDED THAT THE PROBLEMS OF RURAL AREAS
ARE FINALLY BEING RECOGNIZED AND THERE IS A GOOD POSSIBILITY THAT WE COULD RECEIVE A GRANT
FOR PUTTING IN WATER IN COMMERCIAL AND INDUSTRIAL AREAS.
MAYOR' FLOOD ADVISED THAT THE AIRPORT ADVISORY BOARD WOULD MEET WITH MR. HENDERSON, DE-
PARTMENT OF TRANSPORTATION, ON JULY 25. THE CITY HAS BEEN GIVEN A $30,000. GRANT AND
MR. HENDERSON WILL ADVISE WHAT IS NEEDED FROM THE CITY TO GO TO WORK ON THE MASTER PLAN
SO THAT WE CAN GET ON ~ffE7 NATIONAL AIRPORT SYSTEMS PLAN, WHICH WOULD MAKE US ELIGIBLE TO
RECEIVE FUNDS TO RESURFACE THE RUB~AI'f,, OR PUT iN FENCING, OR PERIMETER ROADS.

AFTER A SHORT DISCUSSION ON THE ROAD ACCEPTANCE AGREEMENT WITH GENERAL DEVELOPMENT
CORPORATION, IT WAS AGREED THAT MR. ROBERT LLOYD, CITY ENGINEER, SHOULD READ OVER
THE AGREEMENT AND GIVE US HIS RECOMMENDATIONS.
MOTION BY' VICE MAYOR GRAY, SECONDED BY COUNCILMAN GASS, TO TABLE UNTIL THE NEXT REGULAR
MEETING THE ROAD ACCEPTANCE AGREEMENT WITH GENERAL DEVELOPMENT CORPORATION. CARRIED.
MAYOR FLOOD REPORTED THAT HE HAD BEEN INFORMED BY MR. WILLIAM CARROLL, MUNICIPAL
CODE CORPORATION, THAT IT IS NOT NECESSARY TO HAVE THE CITY RESURVEYED FOR INCLUSION IN
THE NEW CHARTER SO LONG AS ALL ANNEXATIONS AND THEIR LEGAL DESCRIPTIONS ARE INCLUDED.
MR. LLOYD SUGGESTED TO MR. KILBRIDE THAT A BILL SHOULD BE PUT BEFORE THE LEGISLATURE
REDEFINING THE BOUNDARIES OF HTE CITY. MR. LLOYD EXPLAINED THAT ALL THAT IS REQUIRED IS TO
MR. KILBRIDE MENTIONED THAT ACTION SHOULD B~. TAKEI~ TO ~O~SIDER AN ORDINANCE ADOPTING THE
NEW CODE AND PROPOSED THAT IT BE B~OU~ UP FOR FIRST ~DING AT THE NEXT MEETING.
MR. JOHN VAN ANTWERP, CHAIRMAN, GOLF-COURS~-COMM~-TTEE, ADVISED THAT MR. KEN ATKINS, ARCH
ROBERTS COMPANY, APPROACHED THE COMMITTEE WITH A PROPOSAL TO BOND THE GOLF COURSE FOR THE
CITY OF SEBASTIAN ON A REVENUE BOND BASiS~ ~-~k~UES FROM THE GOLF COURSE WOULD PAY FOR
THE BONDS AND NEITHER AD VALORUM TAX SUP~OKT NOR AI REFERENDUM WOULD BE REQUIRED. THE
BONDING COMPANY REQESTED THAT AS A SHOW OF GOOD .7A~H THE COUNCIL PASS A RESOLUTION FOR THE

EXPLAINED IT AT GREAT LENGTH. MAYOR FLOOD STATED THAT THE FARMERS HOME ADMINISTRATION
IS GOING TO FUND SMALL CITIES BETWEEN NOW AND OCTOBER AND WE MUST GET AN APPLICATION IN
AS SOON AS POSSIBLE. HE ADDED THAT EVEN IF WE DID NOT RECEIVE THIS FUNDING, SUCH A PLAN
MUST BE ~RAWN UP SOONER OF LATER, AND REQUESTED THAT MR. LLOYD BE SO AUTHORIZED.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN OBERBECK, TO AUTHORIZE MR. LLOYD
TO PROCEED WITH THE DRAWING UP OF A WATER AND SEWER RHOGRAM. CARRIED.
MR. DON SPECK PRESENTED A MAP SHOWING ADDITION FOR REPLATS IN THE SEBASTIAN CEMETERY.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN OBERBECK, TO PERMIT THE CITY MECHANIC
TO WORK ON MINOR REPAIRS TO THE VEHICLES OF THE FIRE DEPARTMENT AND THE AMBULANCE SQUAD
AND TO CHARGE THE ACTUAL COST PER HOUR PLUS MATERIALS. CARRIED.

REFERRING TO THE MAYOR AND COUNCIL AND DEPARTMENT HEADS AS DO NOTHING PEOPLE. HE
FELT THAT IT IS TIME TO ELIMINATE THIS BY BRiNGiNG THE NAMES OF CERTAIN INDIVIDUALS BEFORE _.ill:
THE PUBLIC. HE ASKED THE CITY ATTORNEY IF ANY CITY MONEY HAD BEEN SPENT TO DEFEND
THE COUNCIL'S POSITION ON THE MEMORIAL STONE AT THE CEMETERY AND ADDED THAT HE
COULD NOT SEE HOW ANY COUNCIL COULD JUSTIFY USING TAXPAYERS' MONEY TO DEFEND THE CITY
FROM A COMMITTEE CREATED BY THE CITY NOR HOW MEMBERS OF A COMMITTEE COULD JUSTIFY TAKING
LEGAL ACTION AGAINST THE CITY WHILE SERVING ON A VOLUNTARY COMMITTEE. 'HE MOVED THAT
SINCE THE CEMETERY ASSOCIATION WAS CREATED BY THE CITY COUNCIL, IT BE ABOLISHED BY THE CITY
COUNCIL AND FURTHER'.MOVED THAT ANY CITY EMPLOYEE FOUND GUILTY OF DONATING TO OR BEING
PART OF LITIGATION BY SIGNATURE BE DISMISSED FROM EMPLOYMENT IMMEDIATELY, AND IF IT IS
FOUND THAT FUNDS FROM THIS COMMITTEE WERE USED TO SUPPORT LITIGATION AGAINST THE CITY
CHARGES OF MISAPPROPRIATION OF FUNDS WILL BE PRESSED AGAINST THOSE RESPONSIBLE. HE
ADDED FURTHER HE WOULD LIKE TO SEE THE BOOKS AND ALL FUNDS TURNED OVER TO THE CITY BY

THAT THE CITY WOULD HAVE SOME IDEA OF WHAT THEY PROPOSE TO DO.
COUNCILMAN OBERBECK STATED THAT HE HAD A MOTION TO ABOLISH THE ASSOCIATION AND MR.
KILBRIDE ADVISED THAT IN ORDER TO TAKE ACTION ON THE MOTION, AS A POINT OF ORDER,
IT WAS NECESSARY TO HAVE A MOTION TO BRING THIS MATTER UP FOR DISCUSSION.

MAYOR FLOOD GAVE A RESUME OF HOW THE CEMETERY BEAUTIFICATION COMMITTEE EVOLVED INTO THE
SEBASTIAN CEMETERY ASSOCIATION, INC. AND ADDED THAT THE ONLY THING HE OBJECTED TO WAS THE
NAMES ON THE BACK OF THE STONE. HE WAS NOT EVER AGAINST THE COMMITTEE, BUT FELT THAT HE
COULD NOT TOLERATE AN ENTITY OF THE CITY DEFYING THE CITY'S WISHES. HE ALSO ADDED THAT
THERE WAS NO PLACE IN THE CITY FOR ANY OF OUR EMPLOYEES TO BE A MEMBER DURING WORKING HOURS,
TO COUNT THE MONEY, TO MEET WITH THE COMMITTEE, AND ANYONE DOING SO WILL BE FIRED IM-
MEDIATELY AND WISHED TO GO ON RECORD WITH THIS STATEMENT.

MAYOR FLOOD STATED THAT UNDER OUR POLICIES AND PROCEDURES EACH EMPLOYEE MUST
TAKE AT LEAST ONE WEEK'S VACATION. SOME EMPLOYEES WOULD LIKE TO TAKE A WEEK
AND THEN BE PAID FOR THE REST OF THEIR VACATION. THIS REQUIRES COUNCIL ACTION.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN OBERBECK, TO PAY COMP TIME TO
ANY EMPLOYEE WHO SO DESIRES IN LIEU OF DAYS OFF, PROVIDING HE TAKES AT LEAST
ONE WEEK'S VACATION. CARRIED.
