HomeMy WebLinkAboutCSA #11 Vulnerability Assessment Adaptation PlanCITY OF SEBASTIAN, FLORIDA WORK AUTHORIZATION FORM CONSULTANT SERVICE AGREEMENT (CSA) Kimley-Horn and Associates, Inc. 200 Central Avenue, Suite 600 St. Petersburg, FL 33701 Work Authorization No: CSA - #11 Proiect Title: City of Sebastian Adaptation Plan IT IS AGREED to undertake the following work in accordance with the provisions of the Kimley-Horn Master Agreement entitled #21-01- KHA-01 dated February 22, 2021. Description of Assignment: This change -order comes at the request of the CLIENT for the CONSULTANT to deliver an adaptation plan that is consistent with the tenets established in s.380.093, F.S. The adaptation plan will provide a framework for the CLIENT to prioritize as it relates to strategies and/or interventions for reducing the flood vulnerability of CLIENT assets. This change -order will use the deliverables and datasets provided under Purchase Order #00010426-00 to develop the adaptation plan. The CONSULTANT with assistance from the CLIENT will complete an Adaptation Plan (AP) that considers the Florida Adaptation Planning Guidebook and includes identification of adaptation strategies/interventions and ranking of adaptation needs. The AP will also include a list of ranked strategies/intervention for each asset class as defined in subsection 380.093(2), F.S. Services for this task will include: • Identification and ranking of adaptation strategies/interventions to be included in a final adaptation plan report; • Utilization of the CLIENT's latest hydrologic and hydraulic stormwater model to test adaptive capacities and assess their performance in reducing flooding vulnerability; • Up to 2 meetings (virtual) with CLIENT to discuss approach, present results and finalize plan; • Provision of a timeline schedule of strategies/interventions along with planning level costs; • Identification of future funding opportunities that the CLIENT may elect to pursue for future implementation. Task 1 — Draft Adaptation Needs and Strategies Description: The CONSULTANT will develop adaptation needs and strategies for inclusion in the AP. The AP will include a table listing the adaptation needs and corresponding recommended strategies for each as well as a map illustrating the critical assets identified as adaptation needs. The AP shall be consistent with the guidelines in the Florida Adaptation Planning Guidebook. Deliverables: Draft Adaptation Plan. Task 2 — Community Prioritization of Adaptation Needs Description: The CONSULTANT in collaboration with the CLIENT will conduct a public meeting to develop prioritization of adaptation needs for the community. The CONSULTANT will assist the CLIENT to present the draft AP that includes the following: assessment of adaptive capacities, adaptation needs, and identification of adaptation strategies. The purpose of the meeting is to allow the public to provide community -specific input on the identified adaptation needs and strategies as identified in the draft AP as well as an opportunity to prioritize adaptation needs. The CLIENT will prepare all social media notifications, meeting invitations, meeting materials, presentations, and graphics utilized during the meeting, as applicable. Deliverables: The agenda (including location, date, and time); a copy of the presentation, if applicable, and all materials created for the meeting; and a summary report or meeting highlights that includes the meeting purpose, stakeholder input, and outcomes. Task 3 — Final Adaption Plan Description: The CONSULTANT in collaboration with the CLIENT will complete an AP that is consistent with the Florida Adaptation Planning Guidebook. The AP will also include a list of prioritized projects for each asset class as defined in subsection 380.093(2), Florida Statutes, for consideration and implementation. Deliverables: A final Adaptation Plan, to include any products or documentation, either within or as appendices or independent sections, resulting from all optional subtasks included in the Task Description. Assumptions • The CLIENT is responsible for making key staff available during the delivery of this project. • Deliverables will be issued as a draft for review by the CLIENT. We have estimated an approximate 14-day time frame for the comments. After receiving the comments from the CLIENT, the CONSULTANT will reconcile the comments/edits into a final version. The CONSULTANT will address one round of CLIENT comments. Document ID: 5D65977B9E8CE8AFC295FlAO97ABO451 CITY OF SEBASTIAN, FLORIDA WORK AUTHORIZATION FORM CONSULTANT SERVICE AGREEMENT (CSA) • The generation of flood inundation extents will be based on the source DEM, no topographic analysis for voids will be conducted. ERPs or projects that have come on-line since the publication of the DEM will not be considered. • The generation of flood inundation extents will be level -pools. No sloped surfaces, transition zones or smoothing of floodplains will be performed. • The CLIENT will be responsible for advertising the Public Meeting and coordinating all logistics associated with the meeting. Any collateral materials beyond the meeting presentation will be the responsibility of the CLIENT. • The schema will be compliant with 380.093(3)(c) F.S. • The draft adaptation plan will be delivered three (3) months after notice to proceed. • The final adaptation plan will be delivered six (6) months after notice to proceed. • There are elements in the overall project schedule that cannot be controlled by the CONSULTANT, such as review time by the CLIENT. The project schedule will be updated accordingly and communicated with the CLIENT. • The CLIENT is responsible for all coordination with FDEP. 1. Preliminary Planning There is no preliminary planning required for this project. 2. Permitting & Inspections There are no permitting or inspections required for this project. 3. Contract Administration There is no contract administration required for this project. 4.
