CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA ALL PROPOSED ORDINANCES AND INFORMATION ON ITEMS LISTED BELOW MAY BE INSPECTED IN THE OFFICE OF THE CITY CLERK, CITY HALL, 1225 MAIN STREET, SEBASTIAN, FLORIDA. PURPOSE: DISCUSS AMENDMENTS TO COMPREHENSIVE LAND USE PLAN FOR THE CITY OF SEBASTIAN Mayor Votapka called the 3oint City Council/Planning and Zoning Commission workshop to order at 7:06 p.m. Director of Community Development, Bruce Cooper, led the Pledge of Allegiance. 3. DISCUSS AMENDMENTS TO COMPREHENSIVE LAND USE PLAN Discussion took place on the land use element of the plan and several minor changes were made. City Planner, Peter Jones, explained the addition of a proposed Annexation Study by the year 1991 to the land use element of Goals, Objectives and Policies. There were no ob3ections to the addition. Edwin Gilcher proposed additions to the land use element of the plan to restrict building residences in close proximity to the airport and to define the noise limit contour using a formula called the LDC (noise level day and night). Discussion took place on the disposition of property currently in the area where building of residences would be restricted that is currently zoned for residential. The Director of Community Development expressed concern for the possibility of inverse condemnation for those properties. The City Planner advised that the Comp Plan is a broad parameter approach to the city's future growth and management of that growth and advised that the 2 City Council/Planning & Zoning Joint Workshop July 27, 1989 Page 3 upcoming airport planning study will address the compatibility of the airport and surrounding land uses. The Director of Community Development and City Planner were instructed to meet with Les Solin and Attorney Nash to analyze Mr. Gilcher's request and request that the county also consider it for unincorporated areas adjacent to the airport. Councilman McCollum was excused from the meeting at 8:07 p.m. and returned at 8:08 p.m. Discussion took place on a proposed rezoning for the south side of CR 512, currently zoned CL-512, to C- 512 to add additional uses and require a minimum of 120 foot wide frontage for development. The Director of Community Development questioned whether this could be done without inverse condemnation since each lot is only 40 feet wide, said he would study CR 512 property ownerships, discuss the matter with the City Attorney and report back to Council. It was decided to rezone Tract A adjacent to Chesser Gap to C-512. Mayor Votapka called recess at 8:33 p.m. and reconvened the workshop at 8:47 p.m. Ail members present at recess were present at recall. Discussion took place on the remaining elements of the plan and several minor changes were made. The Director of Community Development said all changes will be reflected in an addendum to the July 1989 revision, first reading on the ordinance will take place on August 9, 1989, and first public hearing and transmittal to DCA will take place on August 23, 1989. 5.
