HomeMy WebLinkAbout07281976SPECIAL MEETING - JULY 28, 1976 MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 3:30 P.M. PRESENT: COUNCILMEN JOHN R. JOACHIM, LEWIS GRAY AND CLIFFORD HOOSE, MAYOR CRAGG AND MR. ROBERT LLOYD (CITY ENGINEER). MAYOR CRAGG EXPLAINED THE PURPOSE OF THE MEETING, TO DETERMINE THE EXTENT OF INSPECTIONS TO BE MADE BY THE CITY ENGINEER ON THE ROADS AND DRAINAGE FACILITIES IN UNITS 2, 3, 4, 5, 6 & 8 IN SEBASTIAN HIGHLANDS. HE EXPLAINED THE WORK MUST BE ACCOMPLISHED WITHIN 90 DAYS FROM DATE OF THE SIGNED AGREEMENT WHICH WAS JUNE 9, 1976. THIS LEAVES ONLY 41 DAYS TO COMPLETE THE WORK. MR. LLOYD ASKED FOR SPECIFIC DIRECTIONS AS TO THE AMOUNT OF INSPECTIONS TO .BE MADE, COMMENTING TWO THINGS ARE INVOLVED: (1) THE PAVEMENTS AND (2) THE RIGHT-OF-WAYS. THERE ARE SOME ROADS WITHOUT SHOULDERS AND THE CITY SHOULD INSIST THAT THERE BE A MINIMUM OF 8' SHOULDERS. MAYOR CRAGG OUTLINED THE FOUR CONDITIONS IMPOSED BY THE CITY AS A CONDITION TO THE AGREEMENT: (A) COMPLETE THE DRAINAGE WORK COMMENCED IN PHASE 1, UNIT 2, WITHIN 60 DAYS, UPON REACHING AGREEMENT IN WRITING AS TO A MUTUALLY ACCEPTABLE MEANS OF RESOLVING THE EXISTING DRAINAGE PROBLEMS. (MR. LLOYD AGREED TO WRITE SUCH A LETTER TO GENERAL). (B) COMMENCEMENT OF DREDG- ING IN COLLIER CREEK (BETWEEN FELLSMERE HIGHWAY AND GRANT AVE.) AND CARRYING FORWARD TO COMPLETION, SUBJECT TO REQUIRED PERMITS. (C) RELOCATION OF THE PAVEMENT AT THE INTERSECTION OF SLOAN STREET AND FUTCH' WAY UPON VERIFICATION BY A LICENSED SURVEYOR THAT THE STREET IS IMPROPERLY LOCATED. (D) SEEK TO RESOLVE WITH INDIVIDUAL PROPERTY OWNERS ALONG DRAWDY WAY, UPON THEIR REQUEST, ANY DISPUTE OVER THE LOCATION OF A DRAINAGE DITCH, FOR WHICH GENERAL DEVELOPMENT HAS LEGAL RESPONSI- BILITY THEREFOR. WHEN NO CRITERIA OTHER THAN VISUAL. COST OF ~WE BO~INCS WILL\b~E/ $27.50 FOR THE ASPHALT ANALYSIS (ACTUAL LABORATORy COST), $12.00 FOR TF_E SUB-GT~ADf, AND $%28/.00 FOR THE BORINGS TO INCLUDE ASPHALT THICKNESS, BASE THICKNESS AND BASE APPEA~NCE, F0~ A TOTA~ lOS $67.50. IF ONE BORING A MILE IS TAKEN, THE COST WOULD BE APPROXIMATE~Jgo2.50.FOB THE ~TIMATED 43 MILES OF ROADS. MR. LLOYD COMMENTED, HOWEVER, HE WOULD NOT ARBITRARILY-~AMPL~'EACH MILE, ONLY IF IT WAS NEEDED. AND THAT HE WOULD NOT NECESSARILY SEND EACH BORING TO THE LABORATORY FOR ANALYSIS IF, FOR INSTANCE, THE FIRST DOZEN OR SO SAMPLES WERE FOUND TO BE SATISF~.~ MR. LLOYD WILL ARRANGE FOR A GOLF CART FROM W_CB gO~RK AND MAYOR CRAGG AGREED TO PARK IT IN HIS CARPORT. MAYOR CRAGG SUGGESTED REPORTS BE SENT TO G TS SO THEY CAN START THE WORK AND NOT WAIT UNTIL ALL INSPECTIONS ARE COMPLETED. MR. MR. LLOYD'S PROPOSAL FOR ERECTING 4 x 4's TO WHICH A NEW RAILING WILL BE ATTACHED MET WITH THE COUNCIL'S APPROVAL AND HE WILL ADVERTISE FOR BIDS. A SEPARATE ADVERTISEMENT FOR BID WILL BE PLACED FOR THE LIGHTING SYSTEM. MR. LLOYD WILL MAKE FINAL INSPECTION OF THE TENNIS COURTS WITHIN THE NEXT FEW DAYS. Assistant City Clerk Mayor
