Subject: Collier Creek Update
Members of Council:
This is a memo to inform you that I am instructing the Engineering Department to move forward on the Collier
Creek Canal Project. Our permits from respective Regulatory Agencies are in hand. We have completed a
second internal review of the project, which indicates that the directed option is economically and environmentally
suitable. We are ready to move forward and I see no reason to delay the project.
In short, the plan moving forward is roughly as follows:
• Internal meeting(s) to take place Wednesday / Thursday, August 29-30 (next week). These meetings will
involve Rich Stringer, Engineering and CDM.
• Plans, specs, and bid documents are to be ready for review by Friday, 14 September'07.
• All plans, specs, and documents ready for Bid by TUESDAY. 25 SEP '07 (5 weeks out).
• With 4-6 weeks for bid advertisement, Construction bids should be back for review by the City LATE OCT
EARLY NOV
• Construction contract to be ready for Council consideration sometime in NOVEMBER'07.
I am taking this action based on previous direction from Council. While the hour was late at Wednesday's
meeting when this item came up, we provided detailed data on the latest internal review of the proposed project in
your packets. In addition, the majority of Council seemed very comfortable with moving forward and if a special
meeting was wanted, I am operating under the assumption that they will contact me accordingly. To date, I have
received no contact from Council and will be moving forward until otherwise officially directed by Council.
Should Council like to consider additional discussion on this item, I will point out that there is still time to do so,
right up until the time that Council considers the construction contract. Once the construction contract is
approved by Council, it is my opinion that that is the point of no return and the rip -rap option,will be executed.
Going forward I would like to leave these bullet points for your consideration:
In preparing the bid specification some additional work will be required from CDM. I do not expect this to
be costly, but their services will be needed as specific technical guidelines will be placed into the bid
specifications about several issue. One for example is a tiered bidding approach that would potentially
construct the project in phases.
Unlike the Indian River Drive/Main Street project, engineering fees for construction services were not pre -
negotiated. Some type of services will be required for this project. To date, Dave and I have had
discussions on this matter and believe there are several options. For example, approve a Construction
Services Contract w/ CDM like we did on the Twin Ditches. Another option would be to hire temporary
personnel to manage the project which would be paid out of the construction budget. Those issues will be
addressed later (near construction contract time/notice to proceed) and a plan of action will be brought to
Council accordingly.
Should any of you like to be present for staff meeting(s) as we move into the bidding preparation phase, or
any other phase of the project, please let me *or Dave Fisher know. Your attendance at these meeting(s)
would be welcome. Please note however, because of sunshine issues, we could probably only have one
of you at a time. Much goes on during these meetings and they may give good insight into the complexity
of the management issues that take place.

In closing, Collier Creek will prove to be a significant undertaking. I will do my very best to keep each of you up to
