As always, if you have any questions about these or any other topic(s), please feel free to contact me at your earliest convenience. PRESIDENTIAL STREETS Frank Watanabe of Neel Schaffer has reported that permit application and all preliminary work is now complete. The City should be receiving permits from SJRWM within the next 2-3 weeks. Upon receipt of the permits, the bidding process will start. At this time, I would anticipate a construction contract will be ready for Council review at your April or May meeting; with construction starting sometime in June. CAVCORP Frank Hickson has been providing monthly progress reports to the City concerning status of CavCorp design milestones. Infrastructure Engineers has a very nice system of measuring performance, which I believe will keep the design process on track. The milestones were established in the Design Services Agreement. If you are interested in this dobumentation, I have kept Frank's reports publicly available via the City Manager Public Records e-mails. In addition, if you are interested in these forms, 1 can send you copies. In any case, Infrastrucutre Engineers has completed one-on-one conversations with Council Members and begun to blend concepts. Infrastructure presented two initial concepts to staff a few weeks ago. They are currently making adjustments to those concepts. Additionally, survey and soil tests have been complete. Frank informs me that Infrastructure should be ready to provide concepts to Council at one of your meetings in April. After Council review of the draft concepts, the next step is to seek public comment and input. This process is on schedule; therefore, the public phase of the design process should start early this summer. Final design modifications should be complete by late summer, allowing the project to go to bid in FY 13.Of course depending on final design goals, budget and available funding. STREET PAVING Jerry Converse and Frank Watanabe are reviewing streets and the 2010 Street survey in order to make recommendations on street improvements. There exists about $100,000 in Local Option Gas Tax revenue to make surfacing repairs. At this time staff is targeting Tulip, Englar, and various streets in the Pelican Island area (SE Highlands). Obviously there are not enough funds for all these areas, therefore more information will come before Council prior to making the resurfacing and/or nourishing repairs. Staff anticipates a formal recommendation before the end of March. SCHUMANN RESTROOMS As previously reported at the last Council meeting, Schumann restroom construction is ready to start. Public Works Crews will begin construction following their efforts to assist in start of the 4 Chaplains Memorial. 4 CHAPLAINS MEMORIALS The Office of the City Manager has released the construction permit for the 4 Chaplains Memorial. City crews have begun to clear the memorial area and bring in fill. Fill is required to raise the low areas for better drainage and provide better appearance between the War and Chaplains Memorials. It is anticipated that work on the reflection pool will start next week. Construction time for the monument is estimated at 8-12 weeks. As construction progresses, will return to Council with an update on the next phase of the project, which is construction of the memorial walkway and the other memorial improvements such as landscape and sound. I am anticipating that Council will review an agreement that permits veterans groups to use the memorial sidewalk as a "brick fundraiser". In addition, Council will be required to approve the sidewalk construction agreement after bid. In any case, the goal is to have the project complete prior to the July 4th Holiday. BASEBALL FIELD PROJECT The FY 12 CIP has budgeted funds for drainage improvements at the baseball fields. These improvements will start as soon as the season ends in June. At this time, Public Works is preparing bid documents and investigating any permit requirements. This project should be complete by mid -summer, providing ample time for grow -in of new sod and ready for the baseball season start in 2013. DOG PARK There is still an allocation for Dog Park Improvements from the FY 11 CIP. At this time, Public Works crews are ready to move forward with this project. However, some concern exist as to whether there will be enough funds for restroom construction. Please see agenda transmittal for you 14 MAR 12 meeting, where a fuller report is provided to Council.
