ROLL CALL OPEN FORUM The informal open forum provides an opportunity for members of the public to make presentations to the City Council on timely (having occurred within the last six months) issues appropriate to the City. Presentations of five minutes will be allowed, however, the time may be extended to ten minutes if time allows by a majority vote of City Council. Personal attacks on staff or Council will not be allowed. Sign-up sheets will be available prior to the meeting and sign-up will be required. City Council will not take action on any matter at the forum. 5. CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Mayor Barnes called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited. ~QLL CALL City Council Present: Mayor Walter Barnes Vice Mayor Richard Taracka Mrs. Louise Cartwright Mr. Larry Paul Mrs. Ruth Sullivan Staff Present: City Manager, Thomas Frame City Clerk, Kathryn O'Halloran Public Works Director, Pat Brennan Deputy City Clerk, Sally Maio OPEN. City Council Forum 30, 1997 Two Harry Thomas, Jr., 654 Balboa 5t, rce, L. ~;ebastian - Taxes and Credibility Mr. Thomas suggested the City live within its means to avoid the imposition of other fees to increase revenues. Jerry Ciccone, 642 Browning Terra~, Sebastian - Bike Paths Mr. Ciccone recommended consideration of more bikepaths for safety reasons. Bob Ashcrofi. 785_George Street, Sebastian -New (Gas) Station 512~Fleming Mr. Ashcrofi discussed the proposed station as it relates to proximity to a "stinking" lift station, increased traffic and accident probabilities, and possibility of fuel spill into the lift station. He urged the one-waying of Wave Street and questioned the lack of a City zoning map as indicated in a newspaper article. Tut Connelly, 14.gaUd!dare Drive, Sebastian - Logs, Etc. and Wish Lists Mr. Connelly requested that action be taken on citizens' "wish lists", that a log be established and maintained (he distributed a sample form), said he would like to see action on the drainage and paving committee soon, suggested a speaker be installed outside the council chambers to accommodate overcrowding at meetings, requested that action be taken on replacing the stop sign at the west end of the parking lot with a yield sign, reiterated his request that the City Manager set up a complaint logging policy and that citizen input from the April forum be added to it. (Mr. Connelly presented a transcript of his presentation) Mary Ann Shaw, 106 Empire Terrace, Sebastian - Construction Design Mrs. Shaw expressed concern for building quality and size requirements for some construction in the City, and said taxes are too high. Chuck Ne~lbexger, 357 Melrose Avenue, Sebastia_q - Taxes and Services Mr. Neuberger questioned why the rights-of-way in the highlands are not being maintained as well as the U.S. 1 median suggesting increased supervision; asked if privatization had been considered; discussed bikepaths and sidewalks noting that people are parking on them and not maintaining them and nothing is being enforced; and said he agreed with impact fees for the impacters. Fred Wininger, 106 ThlJrldcrbird Drive, Sebastian - Bike Paths and Other Mr. Wininger said Schumann Park trees had been incorrectly located; requested that signs be placed on CR 615 stating that it ends to the north and to direct tractor trailers east to U.S. 1 or west to 1-95 to protect the Schumann Drive culvert pipe; objected to City funding fireworks on Labor Day; asked why it takes six months to mow right-of-way; said anyone hired to work in the City should live in the City. The City Manager responded that his children were beginning school in Indian River in September. City Council Forum 30, 1997 ge Three Mr. Wininger discussed the maintenance of bikepaths. l~dra Young, 1151 Clearmont Street, Seb0~t~ll - Riverfront Birds andPets Mrs. Young asked if anyone had ever heard of a sick building that wasn't a government building; TAPE I - SIDE II (7:47 p.m.) and requested that the policy of not allowing pets in parks be repealed with conditions for the benefit of elderly people; and said she was interested to know what had happened to the birds that people used to feed along Riverview Park east. Martha Wininger, 106 Thunder~r~l~Driy~, Sebastian - Various Matters Mrs. Wininger thanked Council for the forum; suggested that notice be given that there is hearing assistance equipment available for meetings; asked that Public Works at least mow around fire hydrants; expressed the importance of a complaint log system and follow up; and inquired about the two proposed police positions. Mr. Taracka explained the 2 officers to 1000 citizens level of service ratio that the Chief would like to maintain and that the COPS grant officers should not interfere with normal hiring practices. Harry Thomas said he had been in contact with Indian River County relative to its responsibility in mowing right-of-way. He said he will call again to find out about mowing and maintenance of the hydrants. The City Manager said he had spoken to Indian River County and their response was one of"we'll do it if we have to". Mr. Thomas again said he had spoken to the Fire Chief who said it was the County's responsibility. Mrs. Wininger suggested that maybe a letter from the Mayor to the County Commission could help; suggested that police officers share vehicles when possible; encouraged pursuing volunteerism in the City of Sebastian. Howard Geiger, 1026 Scllllmonn Drive, Sebastian - Various Matters Mr. Geiger congratulated Council for the forum and suggested one per month; said he had paid for his own sidewalk; questioned why people are allowed to park on sidewalks; agreed about the need to relocate trees in Schumann Park; recommended a training program for Public Works for mowing; discussed ads he'd seen in the newspaper for a man giving tennis lessons on the City's courts and said the City should get some of the money; suggested expanding the City's club house; said Indian River Drive is a mess; said the U.S. I median looks good now but won't in five years; and discussed the need for five officers to cover a twenty four hour shift. City Council Forum ~ 30, 1997 'age Four Ina Giniso, 266 Periwinkle Drive, Sebastian -Recycling Mrs. Giniso suggested asking Indian River County for a more aggressive recycling program. Louis Priore, 374 Mang9 Avenue. Sebastian - Various Matters Mr. Priore said staff is not mowing rights-of-way in his area at all; Mayor Barnes called recess at 8:35 p.m. and reconvened the meeting at 8:45 p.m. All members were present. TAPE II - SIDE I (8:45 p.m.) Bill Iogui, Layport Drive properl~ ~wlaer, Sebastian - Collier Creek Mr. Ingui said he had presented a petition on behalf of 55 residents last August and sent a letter to the City in January relative to bulkheads and foliage in Collier Creek but had received no response except a recent response from the City Attorney regarding the speaking to someone who said General Development Corporation said the bulkheads were an amenity. He submitted documentation requesting a response to several questions relative to responsibility for bulkheads from the City in writing. John Ellis, 602 Rolling Hill Drive, Sebastiorl Mr. Ellis thanked Council for the mamaer in which it conducts itself and said its conduct trickles down to staff. Wally iQamer, Micco - Boat Trailer Parl~qng Mr. Kramer said he had contacted Brevard County Commission Nancy Higgs who informed him that Brevard County is working on establishing more boat ramps in south Brevard; and advised Council to plan 50 years in advance for parking on the Riverfront. Mayor Barnes briefly discussed his desire to put together a local recreation committee and said the item would be placed on the August 13, 1997 regular meeting.
