PURPOSE: Review Police Station Proposals 1. Mayor Conyers called the special meeting to order at 5:02 p.m. The Pledge of Allegiance was recited. ROLL CALL Present: Also Present: Mayor W.E. Conyers Councilman Peter Holyk Vice Mayor Frank Oberbeck Councilman Lonnie Powell Councilman George Reid City Manager, Robert McClary Chief of Police, Earle Petty City Clerk, Kathryn O'Halloran Deputy City Clerk, Sally Maio PUBLIC INPUT ON AGENDA ITEMS A1 Vilardi, 445 Georgia Boulevard, Sebastian, urged Council to go forward with construction. Special City Council Meeting July 31, 1991 Page Two The City Manager requested that an item regarding a necessary modification to the Central Garage construction contract be added to the agenda. MOTION by Oberbeck/Holyk I move we go ahead and allow the items regarding the aprons at the City garage to be put on the agenda. VOICE VOTE on the motion carried 5-0. The City Manager explained that aprons going up to the garage had not been included in design of the facility, that staff had obtained three proposals, the lowest being from Jack Regan in the amount of $4,441.60, and that funds were budgeted. MOTION by Powell/Oberbeck I move we go ahead and award the contract to Regan Concrete to do the aprons at the new city garage in the amount of $4,441.60. Councilman Holyk requested the addition of "that we're waiving the bid procedure" to the motion. Councilman Powell and Vice Mayor Oberbeck concurred. ROLL CALL: Mayor Conyers Councilman Holyk Vice Mayor Oberbeck Councilman Powell Councilman Reid aye aye aye aye aye MOTION CARRIED 5-0. REVIEW POLICE STATION PROPOSALS (Architects Design Group Letter dated ?/2~/91 W/ Backup) The City Manager gave a brief introductory statement on the negotiations with Mark Construction which has resulted in a new base bid price of $806,158.00 and which, he stated, could be further decreased by reducing the quality of certain items without impairing the quality of the facility as a police station. He went on to recommend that Council formally receive the new proposal, authorize the formation of a committee consisting of the City Manager, Chief of Police, City Engineer, Director of Community Development and Vice Mayor Oberbeck as liaison to review the plans, and subsequent to review by the committee schedule a meeting open to the public 2 Special City Council Meeting July 31, 1991 Page Three with the contractor to renegotiate the contract and come back to City Council with a report. Councilman Holyk questioned whether Vice Mayor Oberbeck would be put in a bad position as liaison to the committee in terms of making it a conflict with the sunshine law since the item will come back to Council. The City Manager responded that the city will be in compliance with the sunshine law and that meetings will be open. Following a brief discussion motion was made. Mayor Conyers said if a special meeting is required he will call it. Councilman Powell requested that meetings be called at 6:00 p.m. rather than 5:00 p.m. MOTION by Holyk/Powell I move that City Council appoint a committee consisting of the City Manager, the Chief of Police, the City Engineer, the City Community Development Director and the liaison from the City Council in the form of Vice Mayor Oberbeck to meet, first to look at the police station and then to meet with the contractor. ROLL CALL: Councilman Holyk Vice Mayor Oberbeck Councilman Powell Councilman Reid Mayor Conyers aye aye aye aye aye MOTION CARRIED 5-0.
