COUNCIL MEETING - AUGUST 1, 1979
MEETING WAS CALLED TO ORDER BY MAYOR FLOOD, JR., AT 7:00 P.M..
PRESENT: VICE MAYOR LEWIS GREY, COUNCILMEN EVERETT T. GASS, AND J. RANDY JOAHCIM, COUNCILWOMAN DOROTHY
W. MC KINLEY, MAYOR PAT FLOOD, JR., AND MR. L. B. VOCELLE, CITY ATTORNEY.
THE PURPOSE OF THE MEETING WAS TO HEAR THE PRESENTATION OF BRILEY, WILD AND ASSOCIATES FOR THEIR ENGINEERS
SCOPE. THE PACKAGE CONSISTS OF TWO PHASES AND MR. CARL MONTECKI AND MR. WILLIAM CROSS DESCRIBED IN GREAT
DETAIL WHAT THEY PROPOSED TO DO. THE ENGINEERING FEE FOR PHASE ONE, WHICH INCLUDES 30 MILES OF ROADS, IS
$42,000. AFTER A LENGTHY DISCUSSION, IT WAS DECIDED THAT FOR THE PRESENT WE ARE ONLY INTERESTED IN UNIT 1
AND PART OF UNIT 2, SEBASTIAN HIGHLANDS, AND MESSRS. MONTECKI AND CROSS WERE REQUESTED TO BRING A REVISED
ESTIMATE OF THE FEE TO THE WORKSHOP MEETING ON AUGUST 8.
POLICIES AND PROCEDURES FOR THE EMPLOYEES OF THE CITY OF SEBASTIAN WERE DISCUSSED AT SOME LENGTH. MAYOR
FLOOD RECOMMENDED THAT SINCE THE NEW PROCEDURES CALL FOR MERIT RAISES FOR EMPLOYEES, WHICH WILL TIE IN
WITH THE PROPOSED 1980 BUDGET, AN EMERGENCY ORDINANCE SHOULD BE PASSED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILWOMAN MC KINLEY, TO ADOPT THE STANDARD OPERATING POLICIES
AND PROCEDURES AS AN EMERGENCY ORDINANCE WITH THE FOLLOWING AMENDMENTS, EFFECTIVE AUGUST 1, 1979:
1. BUILDING MAINTENANCE EMPLOYEES WILL PERFORM UNDER THE GENERAL SUPERVISION OF THE
SUPERINTENDENT OF THE PUBLIC WORKS DEPARTMENT.
2. DELETION OF ALL EDUCATIONAL REQUIREMENTS FOR PUBLIC WORKS PERSONNEL, WITH THE EXCEPTION
OF THE SUPERINTENDENT.

MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCIf~O~C~IM, TO PERMIT THE CIVIL AIR PATROL TO USE THE AIRPORT
ON AUGUST 3RD, 4TH, AND 5TH, WITH THE STIPULATIC~q ~H.~O CARS WILL BE RUN ON ANY OF THE RUNWAYS. CARRIED.
