Mayor Votapka called the workshop to order at 7:04
p.m.
Assistant City Attorney, Vincent Torpy, led the
Pledge of Allegiance.

5. ANNOUNCEMENTS
Mayor Votapka announced the August 12, 1989 1989/90
budget workshop.
6. PUBLIC INPUT
A. Non-Agenda Items
None.
B. Agenda Items
George Metcalf, 425 Pine Street, Sebastian, requested
to speak prior to item (9)(A)(1). Council concurred.
7. WORKSHOP ITEMS
Discussion - Reconsider City Board Applications -
(City Clerk Memo dated 7/17/89)
Councilman Oberbeck requested that length of
residency be added to the application form.
MOTION by McCollum/Oberbeck
I move we instruct the City Attorney to draft a
resolution to amend Resolution No. R-89-13 in
accordance with the City Clerk's recommendation as
stated in her memo dated July 17, 1989.
VOICE VOTE on the motion carried 5-0.
Request for Draft of Ordinance - Definition of
Commercial Amusement (Director ~f Communit~
Development Recommendation and Memo dated
7/27/89)
Mayor Votapka, with the concurrence of Council,
instructed the City Attorney to draft an ordinance to
clarify the definition of commercial amusement in
accordance with Planning and Zoning's recommendation
as stated in the Director of Community Development's
memo dated July 27, 1989.

Request for Draft of Ordinance - Livestock
(Director of Community Development Recommendation
and Memo dated 7/27/89)
The Director of Community Development said that since
the city repealed its animal control ordinance and
adopted the county's, there is nothing that addresses
livestock in the city.
The City Attorney was instructed to define livestock
and draft an ordinance in accordance with the
Director of Community Development's memo dated
7/27/89.
8. MAYOR'S MATTERS
Mayor Votapka stated his support for a letter from
the City Manager to Cutler and Stanfield transferring
duties regarding the airport planning study to the
City. The City Manager said he reserves the right to
utilize their services if needed.
Mayor Votapka placed a request, from Supervisor of
Elections, Ann Robinson, for Council approval of the
creation of a new precinct in the city on the August
9, 1989 agenda.

Discussion - Amendment to Resolution No.
R-89-30 Re: Public Input (Non-Agenda Items)
(Suggested Amendment dated 7/27/89)
George Metcalf, 425 Pine Street, Sebastian, spoke
to dissipation of airport enterprise funds. Mayor
Votapka reminded him that the item under discussion
was amendment to Resolution No. R-89-30 regarding
public input on non-agenda items.
Discussion took place on Vice Mayor McCarthy's
recommendation to require citizens to meet with staff
and supply sufficient backup for non-agenda items.
MOTION by McCarthy/Rondeau
I move we accept amended section D as presented
by Vice Mayor McCarthy to amend Resolution NO. R-89-
30.

Vice Mayor McCarthy said he would consider leaving in
the word "are encouraged to" regarding meeting with
staff.
FOllowing further discussion of the recommendation,
the following motion was made:
MOTION by McCarthy/Oberbeck
I move we table Vice Mayor McCarthy's request for
amendment to Resolution No. R-89-30 until August 23,
1989.

Councilman Oberbeck said citizens' complaints
regarding Bevem Ave? Bevin Street and Rosebush
Terrace have been addressed by Public Works; and that
the State Legislature has passed HB 1269 regarding
group housing.
D. Councilman Rondeau
None.

A. Presentation of Proposed 1989/90 Budget
The City Manager presented the 1989/90 budget to City
Council.
12. Mayor Votapka ad3ourned the workshop at 8:10 p.m.
