ATTORNEY PALMER LED THE PLEDGE OF ALLEGIANCE. INVOCATION WAS GIVEN BY REVEREND DONALD PRESBYTERIAN CHURCH. REFERENDUM QUESTION SHALL BE HELD ON CHESSER'S GAP ANS~ION['SN Ag'~U~T/2~,/ ~99~ ~ ~OCLf~O~ ~OR~ COUNCILMAN VALLONE STATED THAT HE WOULD NOT BE ABLE TO ATTEND THE SPECIAL MEETING ON THE FINANCE DEPARTMENT BECAUSE OF A BUSINESS COMMITMENT AND REQUESTED THAT IT BE CHANGED TO AUGUST 15, 1986 AT 5:00 P.M. THE MEETING WAS RESCHEDULED FOR AUGUST 15, 1986, AT 5:00 P.M. MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN RONDEAU, TO APPROVE THE MINUTES OF THE APRIL 2, 1986 WORKSHOP, AND THE APRIL 9, 1986 AND JULY 16, 1986 REGULAR MEETINGS AS PRESENTED. ALL AYES: COUNCILMAN VALLONE STATED THAT THE CEMETERY COMMITTEE'S MATTERS WERE ON THIS EVENINGS AGENDA AND THAT HE WOULD BE ATTENDING AN EQUAL OPPORTUNITY COUNCIL MEETING THIS MONTH AND WOULD REPORT BACK TO COUNCIL ON IT. PERMIT APPLICATIQ~ FOR PRQ~Q~ED PRIVATE LANDING ~TRIP ~~ SPRIN~ ~~Q~ 1 CITY COUNCIL WORKSHOP MINUTES AUGUST 6, 1986 PAGE 2 MAYOR HARRIS OPENED THE PUBLIC HEARING AT 7:11 P.M. FOR PUBLIC COMMENT. AND CALLED ERIC FISCHER, REPRESENTING SAN SEBASTIAN SPRINGS, POINTED OUT ON A MAP THE LOCATION OF THE PROPOSED AIRSTRIP. HE SAID THAT NO AIRPLANE SERVICE WOULD BE PROVIDED AND NO TAXIING WOULD BE ALLOWED. COUNCILMAN VALLONE STATED THAT THE DISADVANTAGES OUTWEIGH THE ADVANTAGES FOR THIS PROJECT, THEIR BEING A PROPOSED HIGH SCHOOL IN THE AREA, AN EXISTING MIDDLE SCHOOL AND THE SEBASTIAN MUNICIPAL AIRPORT. COUNCILMAN RONDEAU STATED THAT IN HIS OPINION THERE WOULD BE NO PROBLEM WITH TRAFFIC PATTERNS. JOHN VAN ANTWERP, MANAGER OF THE SEBASTIAN MUNICIPAL AIRPORT, STATED THAT HE HAD BEEN WO~fING WITH THE AIRPORT ADVISORY BOARD ON THE MATTER AND THAT IN HIS OPINION THIS IS AN AIRPORT NOT AN AIRSTRIP. HE WENT THROUGH THE ADDENDUM TO THE DEED RESTRICTIONS AND QUESTIONED SOME OF THE ITEMS. ATTORNEY PALMER TOLD MR. VAN ANTWERP THAT THE RULES IN THE ADDENDUM WERE BETWEEN THE LAND OWNERS AND THE ASSOCIATION AND THE CITY HAD NO RESPONSIBILIT/~I~ L~N~_~~ES. COUNCILMAN VALLONE STA~ED T){AT ~HE \ C~TY MUST HAVE SOME JURISDICTION OVER THE AIR~TJ~P I~ THE AIRSTRIP IS LOCATED IN THE CITY. ATTORNEY PALMER STATED THAT COUNCIL CAN IMPOSE RESTRICTIONS IN ITS LICENSING OF THE AIRSTRIP A/~D_REOHTRE THAT THESE RESTRICTIONS ARE MAINTAINED. HENRY A. FISCHER STATED T~A~_ T~E AI~RSTRIP WILL BE OWNED AND JOHN VAN ANTWERP STATED THAT A-'DOC~ENT IS NEEDED TO SPECIFY RULES AND REGULATIONS FOR THE AIRSTRIP. FOR THE A~R~TRIP %~IT~ t~O~DI~];~)R%S W%Ri~TEN IN. SAID THE FAA HAS GIVEN TENTATIVE APPROVAL AND APPROVED BY D.O.T. AS A GOOD LOCATION WITH FINAL APPROVAL DEPENDING ON THE SPECIAL USE PERMIT FROM THE CITY. ALLEN POLACKWICH, REPRESENTING ADJACENT PROPERTY OWNER TOM HAMILTON, SAID THAT THE AIRSTRIP WILL HAVE AN ADVERSE EFFECT ON SURROUNDING PROPERTIES AND ON THE BUILDING OF THE PROPOSED HIGH SCHOOL. DISCUSSION FOLLOWED ON APPROACH ZONES AND WHETHER OR NOT ENCROACH ON OTHERS' PROPERTIES. THEY JERRY QUiNN, REPRESENTING ADJACENT PROPERTY OWNER A.A. CORACI, QUOTED FROM SECTION 20A-2.6 OF THE LAND DEVELOPMENT CODE, SPECIAL USE PERMITS AND STATED THAT THIS AIRSTRIP WOULD BE INJURIOUS TO HIS CLIENT SINCE IT WOULD HINDER DEVELOPMENT OR SALE OF HIS PROPERTY. HE SAID THE AIRSTRIP WAS AN iNCOMPATIBLE USE FOR THiS AREA. HENRY FISCHER STATED THAT IN A CONVERSATION BETWEEN ONE OF HIS PARTNERS AND MR. CORACI, MR. CORACI STATED THAT HIS LAND IS WORTH THREE AND ONE HALF TIMES THE VALUE IT WAS LAST WEEK BECAUSE OF THE AIRSTRIP. COUNCILMAN VALLONE SAID THAT MR. CORACI SHOULD SPEAK FOR HIMSELF 2 CITY COUNCIL WORKSHOP MINUTES AUGUST 6, 1986 PAGE 3 AND WOULD NOT LISTEN TO DR. FISCHER. COUNCILMAN MCCARTHY AND COUNCILMAN RONDEAU STATED THAT THEY WOULD LIKE TO HEAR DR. FISCHER'S COMMENTS. DR. FISCHER STATED THAT HIS PROPERTY IS ZONED LOW DENSITY RESIDENTIAL AND THIS USE IS COMPATIBLE WITH THE SURROUNDING PROPERTIES. DOROTHY TALBERT, CHAIRPERSON OF THE COUNTY SCHOOL BOARD, IN AN UNOFFICAL CAPACITY STATED THAT SHE WOULD RECOMMEND AGAINST THE HIGH SCHOOL BEING BUILT IN THE AREA IF THE AIRSTRIP IS ALLOWED. COUNCILMAN VALLONE STATED THAT THERE WAS NO WAY HE WOULD LOSE THE $15,000,000. PROPOSED HIGH SCHOOL FOR THE SELFISHNESS OF A DEVELOPER. WHEN QUESTIONED BY ATTORNEY PALMER, DR. FISCHER STATED THAT THERE COULD BE A MAXIMUM OF 80 HANGARS. CITY OF SEBASTIAN LAWSUIT. HE THEN REQUESTED CHIEF NAPPI'S TERMINATION. MR. SMITH BEGAN TO READ THE EVIDENCE. ATTORNEY PALMER STATED THAT ACCORDING TO THE STANDARD OPERATING PROCEDURES AND THE STATE STATUTES POLICEMEN'S BILL OF RIGHTS A CITY COUNCIL MEETING IS NOT THE PLACE FOR MAKING COMPLAINTS AGAINST CITY OFFICERS OR EMPLOYEES, BUT THERE ARE OTHER PROCEDURES TO FOLLOW, AND THAT MR. SMITH WAS OUT OF ORDER. COUNCILMAN VALLONE STATED THAT THIS WAS NOT A CLOSED DOOR MEETING AND WANTED TO HEAR THE CHARGES. MAYOR HARRIS ASKED MR.
