L.B. VOCELLE, AND MAYOR CRAGG. CLIFFORD HOOSE, PUBLIC HEARING OF AUGUST 3, 1977 WAS APPROVED AS READ. MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN JOACHIM, TO PAY THE JULY BILLS TOTAL- ING $23,979.10 MR. RENE VAN DE VOORDE, PRESIDENT OF THE CHAMBER OF COMMERCE, APPROACHED THE CITY COUNCIL TO DISCUSS THE CITY'S PIECE OF PROPERTY LOCATED ON MAIN STREET, ACROSS FROM CITY HALL. MR. VAN DE VOORDE STATED THAT THE CHAMBER OF COMMERCE WOULD LIKE TO OBTAIN THIS PIECE OF PROPERTY AND FACE THE MAIN LINE OF TRAFFIC ON U.S.#1. THE CHAMBER OF COMMERCE BUILDING WOULD CONTAIN TWO RESTROOMS WHICH WOULD BE OPEN TO THE PUBLIC USING THE CITY'S BOAT DOCK AND PARK. CONSTRUCTION OF THE BUILDING WOULD BE AT THE CHAMBER OF COMMERCES EXPENSE. IF IN THE FUTURE THE CHAMBER OF COMMERCE SHOULD DECIDE TO RELOCATE, A REVERTER CLAUSE IN THE CONTRACT WOULD GUARANTEE THE CITY OF SEBASTIAN WOULD IMMEDIATELY HAVE CLAIM ON THE PROPERTY. MR. L.B. ROSSK~P ON JUNE 28, 1977, ON THE DISCUSSION OF THESE D~Eg.~THE TREES DO~ BY THE BOAT ~CK HAVE BEEN CLEARED ~m REMOVED AND A PARKING ~m A~Ea F~ THE BOAT ~CK H~ BEEN CLEARED ALSO. ONE DUMP~ TRUCK HAS BEEN OVER-HAULED. D~E~Y ~ MADE ON THE NEW 1977 1/2 TON PICK-UP TRUCK. THE STREET DEPARTMENT HAS PURCHASE~NE ~ND ~ MOOR ~D IS IN THE PROCESS OF REPAIRING THE BACK-HOE WHICH HAS JA~ED UP. CO~CILMAN GASS IS CHECKING ON A "CHIPPER" STREET WAS DISCU~~O re~P~~E ~ TH~JOB ~N~ ~P~ABOUT MID-OCTOBER. COUNCILMAN HOOSE REPORTED THAT THE POLICE DEPARTMENT IS IN FULL STRENGTH REFERRING TO THE SHORTAGE OF PERSONNEL DURING THE LAST FEW MONTHS. THE BUILDING INSPECTOR REPORTED A TOTAL OF $259,026.00 IN NEW CONSTRUCTION FOR THE MONTH OF JULY. TOTAL CONSTRUCTION HAS EXCEEDED $3 MILLION. MR. GIL SWIGER CHAIRMAN OF THE AIRPORT COMMITTEE REPORTED THE CITY'S AIRPORT RUNWAYS WILL HAVE A LIGHTING SYSTEM WHICH WERE PROCURED FREE OF CHARGE FROM THE BOCA RATON AIRPORT. THE ONLY COST WAS FOR THE WIRING AND INSTALLATION. COMPLETION DATE WILL BE ABOUT 90 DAYS AND WILL ENCOMPASS 4,000 SQUARE FEET, THE RUNWAY MARKINGS HAVE BEEN REPAINTEDAND THE AREA HERBICiDED, AT NO CHARGE TO THE CITY FROM D.O.T.(DEPARTMENT OF TRANSPORTATION) A STREET SWEEPER WAS HIRED FOR SWEEPING THE RUNWAY PRIOR TO PAINTING AT A COST OF ABOUT $260.00. MAYOR CRAGG COMMENTED 'THAT DUKE KIMBROUGH, WHO IS IN CHARGE OF THE AIRPORT END OF D.O.T. HAS BEEN HELPING WITH THE LIGHTING SYSTEM. MAYOR CRAGG WILL DROP A NOTE OF THANKS FOR HIS INTEREST IN THE CITY OF SEBASTIAN. CHIEF CUMMINS, REPORTED 174 COMPLAINTS ANSWERED DURING JULY, NOT INCLUDING TRAFFIC STOPS. APPROVAL HAS BEEN RECEIVED FROM THE LEAA (LAW ENFORCEMENT ASSISTANCE ADMINI- STRATION) FOR A $3,800 GRANT FOR ADDITIONAL COMMUNICATIONS EQUIPMENT. THE COST TO THE CITY WILL BE $186.00 TO GET ABOUT $4,000 WORTH OF RADIO EQUIPMENT. THIS WILL PROVIDE STATEWIDE COMMUNICATION. MAYOR CRAGG MENTIONED THE NEED FOR A NEW CHAIRMAN OF THE BOARD OF ADJUSTMENTS. A NEW MEMBER, MR. ARCHIE WATSON, HAS BEEN ADDED AND MR. FRED DUNCAN THE SENIOR MEMBER OF THE BOARD, WILL CALL A MEETING. THE COUNCIL WILL BE ADVISED OF THIS MEETING. THE BOAT RAMP AND THE RIP RAP CONTRACT WILL COST $19,600 IT' WILL COST THE CITY ABOUT $6,000 TO COMPLETE AND WILL START ABOUT THE MIDDLE OF AUGUST WITH COMPLETION SEPTEMBER 30,1977 NEXT YEAR THE BOAT DOCK WILL BE ADDED INTO THE BUDGET. THE UNION 76 STATION IS PUTTING IN A CAR WASH AND THEY ARE GOING TO BE DUMPING THE ASPHALT, CONCRETE, AND ROCK DOWN BY THE CITY BOAT DOCK TO KEEP THE RIP RAP FROM ANY EROSION. AT THE TIME OF THE HEARING, COUNCILMAN GASS AND MAYOR CRAGG WILL BE ON VACATION. MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GASS TO AMEND THE FRANCHISE FOR THE / $1.00 RATE INCREASE OF RURAL SANITATION FROM $3.25 TO $4.25 THIS PRICE INCREASE TO BE EFFECTIVE SEPTEMBER 1, .1977. THE OWNER AGREED TO MOVE HiS GARAGE INTO HIS CARPORT WHICH WILL GIVE HIM THE REQUIRED 10", AND A PERMIT WAS ISSUED. MOTION WAS MADE BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN HOOSE FOR ALCOHOLIC BEVERAGES TO BE SERVED AT THE YACHT CLUB ON AUGUST 20, 1977. THE PARTIES INVOLVED ASKED TO HAVE THEIR NAMES WITHELD AS IT WAS A SURPRISE PARTY. CARRIED. COUNCILMAN GASS MADE THE STATEMENT THAT ORANGE HEIGHTS PROPERTY OWNERS ASSOCIATION MEETS IN THE COMMUNITY CENTER EVERY FOURTH FRIDAY AND WOULD LIKE TO HAVE PERMISSION TO HAVE ALCOHOLIC BEVERAGES AND WANTED TO KNOW IF AN APPLICATION WAS NEEDED FOR EVERY MEETING, SINCE THIS REQUEST WAS NOT IN WRITING, A MOTION WAS NOT MADE. MR. RENE VAN DE VOORDE, PRESIDENT OF THE SEBASTIAN LIONS CLUB REQUESTED THE USE OF THE YACHT CLUB FOR THEIR MEETINGS WHICH ARE BEING HELD THE FIRST AND THIRD TUESDAY OF EACH MONTH. VICE MAYOR GRAY COMMENTED THAT THE LIONS CLUB HAS A 28,000 B.T.U. AIR CONDITIONER iN THE YACHT CLUB AND WIRE IT, ALSO REWIRE FOR AN ELECTRIC STOVE INSTEAD OF THE HOT PLATE THAT IS PRESENTLY THERE NOW AND TRADE THE AIR CONDITIONER OFF FOR SOME RENTAL TIME FOR THE USE OF THE YACHT CLUB. THE TOTAL COST OF REPAIRS WILL BE ABOUT $500.00 AND VICE MAYOR GRAY COMMENTED THAT SINE HE WAS THE COMMITTEE CHAIRMAN HE WILL TAKE CARE OF IT HIMSELF SO THE COUNCIL WILL KNOW WHAT IS BEING DONE. A PLAN WILL HAVE TO BE WORKED OUT ON HOW LONG THE CLUB CAN USE THE YACHT CLUB AFTER THE YACHT CLUB IS REWIRED AND THE COST IF GOTTEN ON THIS WORK. MOTION MADE BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN GASS FOR THE LIONS CLUB USAGE FOR THE YACHT CLUB WITH ALCOHOLIC BEVERAGES FOR THE TWO MEETINGS A MONTH AND THE COST CONTIGENT UPON CIRCUMSTANCES WHICH WILL BE DISCUSSED AT A LATER DATE. THE HOURS OF THE MEETING WILL HAVE TO BE TURNED INTO THE CITY CLERK. AYES: VICE MAYOR GRAY, COUNCILMEN GASS, HOOSE AND JOACHIM, AND MAYOR CRAGG. REQUEST FOR THE ZONING CHANGE OF THE LAMBERTS PROPERTY TO BE CHANGED TO C-2 INTO THE CITY, WAS TURNED OVER TO THE ZONING AND PLANNING COMMITTEE. TWO REPORTS WERE READ FROM THE ZONING AND PLANNING COMMITTEE. FIRST REPORT WAS ON THE REGULAR MEETING CONT'D PAGE 3, AUGUST 8, 1977 FINANCIAL FRONTIERS WHICH HAS BEEN READ AND APPROVED WITH CERTIAN CONDITIONS THAT HAVE BEEN AGREED ON AT THAT TIME AND HAS BEEN PUT IN LETTER FORM BY THE BUILDING INSPECTOR AND HAS ACCEPTED THE CONDITIONS. THE CITY ATTORNEY COMMENTED THAT A LETTER WILL NEED TO BE GOTTEN FROM THE OWNERS WITH THE UNDERSTANDING THAT THEY WILL MAINTAIN THE DRIVEWAY SINCE IT IS NOT PUBLIC PROPERTY IT IS PRIVATE. MOTION MADE BY COUNCILMAN JOACHIM, AND SECONDED BY COUNCILMAN HOOSE, THAT WE HAVE THE ZONING AND PLANNING COMMITTEE REPORT BE ACCEPTED AND THAT THE FINANCIAL FRONTIERS SEND A LETTER AGREEING TO WHAT WAS REPORTED AT THE ZONING AND PLANNING MEETING AND WiLL ABIDE BY THEMAND ACCEPT THESE RESTRICTIONS AS PRESENTED. CARRIED. SITE PLAN APPROVAL WAS READ FOR THE EARMAN OIL COMPANY PROPERTY ON THE CORNER OF U.S.#1 AND MARTIN STREET FOR THE CAR WASH ADDITION TO THE UNION 76 BUILDING. MOTION BY COUNCILMAN GASS, AND SECONDED BY COUNCILMAN JOACHIM, THAT THE REPORT BE ACCEPTED ON THE EARMAN OIL CAR WASH. CARRIED. LETTER WAS READ BY MAYOR CRAGG ON THE CUTSHAW PROPERTY(INDIAN RIVER DRIVE) DISCUSSION WAS HELD ON THE PRICE THAT WAS QUOTED THE CITY ON THE CUTSHAW PROPERTY. THE PRICE QUOTA FOR THE PROPERTY WAS TOO HIGH AND THEREFORE HAS BEEN DROPPED FOR DISCUSSION. VICE MAYOR GRAY MADE THE MOTION THAT THIS BE TABLED AND WAS SECONDED BY COUNCILMAN JOACHIM, UNTIL THE PROPERTY WAS NEEDED. CARRIED. COMING UP. VOCELLE SUGGESTED THAT THEY LEASE OUT THE "CHIPPER" WITH THE PAYMENTS GOiN~RE--T~TOTAL PURCHASE PRICE. MAYOR CRAGG SUGGESTED THAT WE LEASE IT AT THE AMOUNT'OF ~495.~O--AND FINAL PAYMENT BEING $25.00.
