ATTORNEY PALMER READ FOR THE PUBLIC HEARING THE ORDINANCE BY TITLE ONLY AS FOLLOWS: AN ORDINANCE AMENDING ORDINANCE NO. 0-79-5 OF THE CITY OF SEBASTIAN, FLORIDA, THAT BEING THE CITY'S STANDARD OPERATING PROCEDURES, BY AMENDING THE FIRST PARAGRAPH ON PAGE 8, AND THEREBY CHANGING THEPAY PERIOD FROM WEEKLY TO BI-WEEKLY; PROVIDING AN EFFECTIVE DA~. RALPH SMITH, SEBASTIAN POLICE DEPARTMENT, STATED THAT GOING FROM WEEKLY TO BI-WEEKLY PAYROLL WOULD CREATE A HARDSHIP ON THOSE WHO HAD WEEKLY BILLS TO PAY AND REQUESTED A REASON FOR THE COUNCIL TO WANT TO CHANGE THE ORDINANCE. MAYOR GALLAGHER STATED THAT THE MAJOR REASON WAS TO SAVE COMPUTER TIME AND PERSONNEL TIME AND THAT THE LAST FOUR (4) YEARS THE CITY AUDITORS HAD SUGGESTED THAT THE PAYROLL BE CHANGED. MINUTES: REGULAR COUNCIL MEETING AUGUST 8, 1984 MR. SMITH AGAIN SI~TED THAT HE CONSIDERED THE WEEKLY PAYROLL A CITY BENEFIT AND THAT THIS ORDINANCE WOULD PLACE FINANCIAL BINDS AND EMENSE HARDSHIP ON EMPLOYEES. MR. BILL BEPLER, BUILDING MAINTENANCE SUPERINTENDENT, STATED THAT THE ORDINANCE CHANGE WOULD CREATE A HARDSHIP ON ALL EMPLOYEES, MANY FAMILIES HAD ONLY ONE PAY CHECK COMING IN EACH WEEK. MR. BEPLER REQUESTED THAT THE COUNCIL CONSIDER THE HARDSHIP BEING PLACED ON THE EMPLOYEES. TIM SMITH, PUBLIC WORKS DEPARTMENT, STATED THAT HE AGREED WITH THE OTHERS AND THAT THE ONE PAY CHECK A WEEK FAMILIES WOULD SUFFER; AND STATED THAT HE WOULD NOT LIKE TO SEE THE ORDINANCE GO THROUGH AND WOULD APPRECIATE THE COUNCIL CONSIDERING THE HARDSHIP. MRS. ANNE DEWHURST, CITY RESIDENT, ASKED IF IT WAS W. O. DALEY'S RECOMMENDATION AS A STANDARD PROCEDURE TO FOLLOW. MAYOR GALLAGHER STATED THAT THEY HAD RECOMMENDED THIS FOR A NUMBER OF YEARS AND THAT THIS PRACTICE WOULD FOLLOW STATE AND FEDERAL GOVERNMENT LAW. ANNIE SIMMONS, SECRETARY, PUBLIC WORKS DIRECTOR, STATED THAT SHE WAS AGAINST THE CHANGE AND THAT AS A SOLE SUPPORTER OF HER FAMILY AND THE PAYROLL WAS THE ONLY INCOME REQUESTED THAT THE COUNCIL CONSIDER THE HARDSHIP THE BI-WEEKLY PAYROLL WOULD CREATE.
