A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY,
FLORIDA, AUTHORIZING THE CITY MANAGER TO EXECUTE, ON BEHALF
OF THE CITY OF SEBASTIAN, AN URBAN AND COMMUNITY FORESTRY
GRANT MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF
SEBASTIAN AND TIlE STATE OF FLORIDA DEPARTMENT OF AGRICULTURE
AND CONSUMER SERVICES, DIVISION OF FORESTRY; PROVIDING FOR
REPEAL OF RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT
HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.
The City Manager gave a brief explanation of the tree grant application which has a
deadline of August 12, 1996.
Mayor Cartwright asked for input and there was none.

John Hill, with the assistance of David Phillips, Craven Thompson & Associates, Inc, gave
a slide presentation on the proposed Stormwater Conceptual Master Plan.

Mr. Hill responded to questions from City Council relative to the possibility of private
development of 160 acres of the subject lake area, the use of pumps in the proposed lake,
berms.

The City Manager recommended a stormwater utility district be established before the end
of the year to allow one year to bring it into operation, a stormwater advisory board be
created, and funds be allocated to drainage.
Mr. Hill said St. Johns River Water Management District is doing the preliminary work on
funding for the acquisition of the property on the proposed stormwater park.
The City Manager recommended that the city contract out for a pipe crew and allocate
those city employees to ditch crews and consider contracting out tight-of-way mowing.
He said he hoped to present Council with a pro-active Public Works plan.

Mayor Cartwright called recess at 8:35 p.m. and reconvened the workshop at 8:50 p.m.
All members were present. She opened the floor for public input.
Herbert Sturm, 549 Saunders Street, Sebastian, urged staff`to enforce water flow
restriction.
Bill Ingui, property owner on Layport Drive, Sebastian, read a petition title into the record
and submitted the petition bearing 53 signatures (see title attached).
Robert Pliska, said cutting swales four times per year was insufficient.
Peter Cavalo(?), 518 Saunders Street, Sebastian, reported on standing water on the north
side of the CR 512 berm.
John Hill said he would look into this.
Keith Miller, 961 Riviera Avenue, Sebastian, asked whether the three man swale crew had
been hired and asked what utility franchise fees were used for.
Herbert Sturm said a machine that will walk the ditches is needed.
Mayor Cartwright suggested and City Council concurred on the following:

Prepare a resolution to formally adopt the stormwater master plan
Look into the establishment of a stormwater utility before the end of the year
with sufficient time for review
Establish a Public Works Plan by the end of November

Collier Creek Riclht-of-Wa~ Resident Petition

We, the undersigned, petition the Sebastian City Council, the Mayor, and the Offices of Public Works, City
Manager, and City Planning for the City of Sebastian, Florida 32958, to consider appropriate measures for the
rej~air and maintenance of the Collier Creek Riclht-of-Wav, between Rte. 512 and Hardee Lake Park,
bordered by Layport Drive and Wimbrow Drivex as well as other areas desiqnated as the Collier Creek
Riqht-of-Wa¥. In particular, consideration should be given to the conditions of the now deterioratincj sea walls
and the clogginq foliage that abutts the wall. We make this request as part of an overall flood protection plan
(where deteriorating walls and heavy foliage may change the volume of available drainage through the Canal)
and as an environmentally sound protection measure (where light sand and silt wastes are washing toward the
Sebastian River, thus affecting the sea beds). We request that the Council direct the staff of the City of
Sebastian to calculate and determine the miles of sea wall, cost of- and need for- a uniform standard for repair
and clean-up, the responsibility of the parties, and prepare a program that will benefit the homeowner and the
city in the near and distant future.
