In particular, consideration should be given to the conditions of the now deterioratincj sea walls and the clogginq foliage that abutts the wall. We make this request as part of an overall flood protection plan (where deteriorating walls and heavy foliage may change the volume of available drainage through the Canal) and as an environmentally sound protection measure (where light sand and silt wastes are washing toward the Sebastian River, thus affecting the sea beds). We request that the Council direct the staff of the City of Sebastian to calculate and determine the miles of sea wall, cost of- and need for- a uniform standard for repair and clean-up, the responsibility of the parties, and prepare a program that will benefit the homeowner and the city in the near and distant future. /?
