THE BARBER STREET BALL FIELD PRESS BOX AND REFRESHMENT STAND ARE COMPLETED AND OPERATIONAL. THE OPEN TENNIS TOURNAMENT WAS HELD DURING JULY. THE COIN OPERATED LIGHTING BOXES AT THE SCHUMANN DRIVE RACKET BALL COURT HAVE BEEN REMOVED AND THE LIGHTING WILL BE PROVIDED FREE FROM 7:30 P.M. TO 11:00 P.M. RECREATION EQUIPMENT HAS BEEN REPLACED AND SWINGS PAINTED AT THE CANDY CANE PARK WITH THE LABOR SUPPLIED BY THE COUNTY INMATE WORK PROGRAM. THE MAIN STREET BOAT RAMP WAS REINSPECTED BY THE PARKS AND RECREATION CHAIR- MAN, CITY ENGINEER AND PUBLIC WORKS SUPERINTENDENT AND NO STRUCTURAL DAMAGE WAS FOUND. THE FOLLOWING REPAIRS HAVE BEEN MADE TO THE BARBER STREET BALL FIELD: 1) IN FIELD RENOVATED 2) NEW CLAY SPREAD 3) NEW PITCHER MOUND INSTALLED 4) NEW HOME PLATE INSTALLED 5) NEW SPRINKLER EXTENSION INSTALLED TO WATER THE IN FIELD. ORGANIZATIONAL MEETING FOR THE WOMEN'S SOFTBALL TEAM WILL BE HELD AUGUST 30, 1983 AT V:00 P.M., IN THE CITY COUNCIL CHAMBERS. REXFORD BUILDERS SOFTBALL TOURNAMENT WILL BE HELD ON FRIDAY, AUGUST 19, SATURDAY, AUGUST 20, AND SUNDAY, AUGUST 21, 1983 AT THE BARBER STREET SOFTBALL COMPLEX. HE EXPLAINED THAT THIS TOURNAMENT IS DESIGNED TO RAISE MONEY FOR COMPETING IN THE NATIONAL TOURNAMENT OF SOFTBALL, TO BE HELD IN PETERSBURG, VA. MINUTES REGULAR COUNCIL MEETING AUGUST 10, 1983 AN UPDATED LIST OF PARK AND RECREATION COMMITTEE MEMBERS HAS BEEN PROVIDED AS AN ATTACHMENT TO THIS REPORT. NEXT PARKS AND RECREATION MEETING TO BE HELD SEPTEMBER 27, 1983. JOHN MELTON, POLICE CHIEF, REPORTED THAT HE, DEPUTY CHIEF AND ONE OFFICER WILL BEGIN EMERGENCY MEDICAL TECHNICIAN SCHOOL AND HE WOULD BE UNABLE TO ATTEND COUNCIL MEETINGS FOR A WHILE BUT WILL ARRANGE TO HAVE ANOTHER OFFICER ON DUTY. HE MENTIONED THAT IT IS HIS INTENTION TO EVENTUALLY HAVE 50% OF HIS POLICE FORCE TRAINED AS EMERGENCY MEDICAL TECHNICIANS. MINUTES REGULAR COUNCIL MEETING AUGUST 10, 1983 DUE TO A REFERENDUM VOTE PASSED TO REDUCE THE MAYOR'S SALARY IN HALF, MAYOR FLOOD REQUESTED THAT THE POSITION BE REDUCED TO A PART TIME POSITION, SINCE THE ORDINANCE PASSED IN 1979 CREATES THE POSITION OF A FULL TIME MAYOR, HE REQUESTED THAT THE COUNCIL REVIEW THIS ORDINANCE AND TO CONSIDER THE CHANGE. MAYOR FLOOD REQUESTED THAT THE MATTER CONCERNING THE JONES INTERCABLE INCREASE BE PUT ON THE AGENDA FOR THE NEXT REGULAR COUNCIL MEETING, AUGUST 17, 1983. HOOSE BE APPOINTED AS CITY PARKS AND RECREATION COMMITTEE REPRESENTATIVE TO THE BOARD OF DIRECTORS OF THE LITTLE LEAGUE ASSOCIATION. MOTION CARRIED. MINUTES REGULAR COUNCIL MEETING August 10, 1983 A DISCUSSION FOLLOWED CONCERNING THE USE OF CHLORINE AT THE MUNICIPAL BOAT RAMPS. IT WAS THE GENERAL CONCENSUS OF THE COUNCIL NOT TO ENDORSE THE DUMPING OF CHEMICALS INTO THE INDIAN RIVER AND TO PREPARE AN ORDINANCE PROHIBITING ITS USE AS RECOMMENDED BY EARL MASTELLER, CITY ENGINEER. MAYOR FLOOD STATED THAT HE WOULD HAVE THE ALGAE BRUSHED OFF THE BOAT RAMPS EVERY MONDAY MORNING. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY VICE MAYOR FITZMAURICE, THAT THE CITy OF SEBASTIAN DOES NOT AUTHORIZE THE USE OF ANY CHEMICALS THAT WILL INTERFERE WITH LIFE OR VEGETATION OF ANIMALS AT THE YACHT CLUB BOAT RAMP FOR THE PURPOSE OF MAKING THEM NON SLIPPERY. MOTION CARRIED. MOTION BY COUNCILMAN SZELUGA, SECONDED BY COUNCILMAN GALLAGHER, THAT THE CITY COUNCIL HAVE AN ORDINANCE ADOPTED IN ORDER TO PREVENT THE USE OF ANY CHEMICALS FOR THE ELIMINATION OF ANY ALGAE THAT MAY ACCUMULATE ON ANY BOAT RAMPS OR DOCKS OF ANY KIND WITHIN THE CITY LIMITS OF SEBASTIAN. MAYOR FLOOD RECOMMENDED THAT THIS BE REVIEWED FURTHER AND THAT A STANDARD POLICY BE SET. MR. MAYOR FLOOD RECOMMENDED THAT THE CITY COUNCIL ACT AS THIS INDUSTRIAL BOND BOARD. IN RESPONSE TO VICE MAYOR FITZMAURICE'S QUESTION, ATTORNEY KILBRIDE REMARKED THAT THE INDUSTRIAL BOND BOARD COULD BE AN INDEPENDENT CORPORATE BODY IF OTHER OUTSIDE MEMBERS WERE ADDED BUT AT THIS TIME HE DID NOT FEEL IT WAS NECESSARY FOR THE COUNCIL TO FORM THIS AN INDEPENDENT CORPORATE BODY.
