THE CITY CLERK WAS ASKED TO READ THE PROPOSED ORDINANCE ESTABLISHING THE RULES AND REGULATIONS FOR
THE SEBASTIAN CEMETERY WHICH HAD BEEN PUBLISHED IN THE NEWSPAPER ON JULY 18 AND 21, 197~.
IN VIEW OF THE COMMENTS FROM THE AUDY~.NCE CONCERNING SUBSTITUTION OF WORDS "VAULT COMPANY" FOR
"CONTRACTOR (GRAVE DIGGER),,, REMOVAL OF FLOWERS FROM GRAVES~ AND OBJECTION TO HAVING TO RECEIVE
PRIOR APPROVAL FROM THE CEMETERY COMMITTEE BEFORE DOING ANY WORK ON INDIVIDUAL GRAVE SITES, MAYOR
CRAGG STATED THE ORDINANCE, IN PART, WILL BE REWRITTEN AND BROUGHT UP FOR DISCUSSION AT A PUBLIC
HEARING PRIOR TO THE NEXT COUNCIL MEETING.
MAYOR CRAGG READ THE PROPOSED RESOLUTION REGULATING THE SALE OF CEMETERY LOTS. THERE BEING NO
FURTHER RESPONSE FROM THE AUDIENCE, THE HEARING WAS ADJOURNED AT 7:50 P.M.

PRESENT: VICE MAYOR ERVIN YATES, COUNCILMEN JAMES C. KINARD, CLIFFORD HOOSE AND PAT FLOOD, AND
MAYOR CRAGG.
OF PUBLIC HEARING OF JULY 8, 197~ AND MINUTES OF REGULAR MEETING OF JULY 8, 197~ WERE
AS READ.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN HOOSE, TO PAY JULY BILLS TOTALING $9,330.37.
MRS. META CHESSER BOLINGER PRESENTED THE CITY WITH A 5' x 10' OIL PAINTING OF A SEMINOLE INDIAN
SCENE WHICH SHE PURCHASED IN WEBSTER, FLORIDA. SHE WILL HAVE A SMALL BRASS PLAQUE MA~E DEDICATING
THE PAINTING TO HER FATHER, CAPTAIN ROBERT G. HARI~, WHO SERVED THE SEBASTIAN CITY COUNCIL FOR
11 YEARS. SHE REFUSED VICE MAYOR YATES, SUGGESTION THAT THE CITY PAY FOR THE PLAQUE COM~NTING
"DONATE IT TO THE CEMETERY." MAYOR CRAGG THANKED MRS. BOLING~R FOR THE PAINTING AND SAID IT WILL
BE HUNG PROPERLY IN THE NEW COMMUNITY CENTER.
VICE MAYOR YATES REPORTED ON THE PROGRESS OF THE COMMUNITY CENTER, THE DIFFICULTIES ENCOUNTERED
WITH CERTAIN SUPPLIES, ETC., BUT, HOPEFULLY, IT WILL HE COMPLETED WITHIN THE NEXT 60 DAYS.
HE REFERRED TO THE STREETS AND ROADS IN THE HIGHLANDS SECTION STATING HE DID NOT KNOW WHO RAN THE
GR~ER AROUND IN THE SWALES OF THE DITCH TO MAKW. IT DRAIN TO THE MAIN DITCH~ BUT WILL CHECK INTO
IT FURTHER IN COORDINATION WITH MR. HEVAN.
VICE MAYOR YATES ANNOUNCED A~ "GET ACQUAINTED" MEETING WILL HE HELD AT THE SEBASTIAN ELEMENTARY
ON SATURDAY, AUGUST 17, 197& AT 2 P.M. FOR THE CHILDREN IN THE AREA INTERESTED IN PLAYING
"FOG~ALL. TEAMS WILL BE SELECTED FROM THE 1ST TO 3RD GRARES AND ~TH TO 6TN GRADES. NUMBER
OF TEAMS WILL DEPEND UPON THE TURNOUT. HE ASKED THAT THE WORD BE SPREAD TO FRIENDS AND NEIGHBORS.
PARENTS WILL NOT BE REQUIRED TO ATTEND THE MEETING, BUT ARE URGED TO BRING THEIR CHILDREN.
COUNICLMAN FLOOD IS NEGOTIATING THE PURCHASE OF PROPERTY ON INDIAN RIVER DRIVE AT THE FOOT OF MAIN
STREET AND HOPES TO HAVE THE MATTER SETTLED BY THE END OF THE WEEK.
COUNCILMAN FLOOD WILL GO BEFORE THE COUNTY COMMISSIONERS ON AUGUST 21 TO SEEK THEIR SUPPORT IN
REVAMPING THE SWIMMING LAKE AT THE SEBASTIAN HIGHLANDS AND TO BUILD AN ADDITIONAL DOCK. HE WILL
REPORT FURTHER ON THE PROJECT AT THE NEXT COUNCIL MEETING.
THE BUILDING INSPECTOR REPORT FOR JULY SHOWS 9 NEW SINGLE FAMILY STRUCTURES FOR $152,7%.56 AND
3 DIFFERENT TYPES OF ADDITIONS FOR $1,860.00. TOTAL NEW CONSTRUCTION AMOUNTED TO $15~,65~.56.
A VARIANCE REQUEST FROM GDC FOR LOT 5, BLOCK &lB, SEBASTIAN HIGHLANDS, HAS BEEN UNANIMOUSLY
APPROVED BY THE VARIANCE COMMITTEE. THIS WAS A REQUEST FOR A 6" ENCROACHMENT INTO THE SIDE
EASEMENT OF BOTH SIDES OF THE LOT.

PLANNING & ZONING COMMISSION HAS ADDRESSED A LETTER TO THE MAYOR AND MEMBERS OF THE COUNCIL
VING TENTATIVE APPROVAL ON SITE PLAN ON NORTH CENTRAL AVENUE TO MR. LARRY LEWIS WHO IS
PURCHASING THE PROPERTY. MR. GRAY ASKED THAT MR. LEWIS BE NOTIFI~.D WHEN THE COUNCIL ACCEPTS THE
COMMISSION' S RECOMMENDATION FOR APPROVAL.
THE POLICE CHIEF REPORTED 121 COMPLAINTS ANSWERED DURING JULY, NOT INCLUDING TRAFFIC STOPS.
MAYOR CRAGG RECEIVED WORD FROM FORMER MAYOR ZIMMER THAT BOTH THE EX-MAYOR AND MRS. ZIMMER ARE
IMPROVING AND HAVE BEEN TRANSFERRED TO THE GREENSBORO NURSING AND CONVALESCENT HOME. MR. ZIMMER
ASKED THAT HIS THANKS BE EXPRESSED TO HIS FRIENDS IN SEBASTIAN FOR THEIR GOOD WISHES AND PRAYERS.
THEY HOPE TO BE HOME IN 2 OR 3 WEEKS.
THE CONSTRUCTION COST OF RENOVATING CITY HALL WAS $12,229.52. THE NEW FURNIT~ WAS $2,585.86,
RUGS AND DRAPERIES $1,6~4.29 FOR A TOTAL OF $ 16,&59.67. $12,000 HAD BEEN BUDGETED FOR THE BUILDING
AND $3,000 FOR THE FURNITURE. THE BUDGET WAS EXCEEDED BY $1,&59.67. THIS WAS ACTUALLY LESS THAN
THE COST OF THE RUGS AND DRAPERIES WHICH WERE NOT INCLUDED IN THE BUDGET.
MAYOR CRAGG DECLARED A FURTHER MORATORIUM ON THE FLOWER SITUATION AT THE CEMETERY UNTIL THE PROPOSED
ORDINANCE IS PASSED.
MEMBERS AND POLICE DEPARTMENT WERE ASKED TO SUBMIT THEIR BUDGETS TO THE MAYOR THIS ~U~K.
AN APPEAL IS BEING FILED BY PLAINTIFFS-APPELLANTS~ HENRY A. FISCHER AND A. GROVER FLETCHER AND THE
INTERVENERS, E.B. WARD AND JANE C. WARD, ON THE PIECE OF PROPERTY THE CITY ANNEXED LAST SEPUEMBER.
THE CITY OF SEBASTIAN, IN TURN, WILL APPEAL THE COURT COSTS IMPOSED BY THE CIRCUIT COURT JUDGE.
A MEETING WILL HE HELD ON THE TREE ORDINANCE ON AUGUST 28, 197~.
COUNCILMAN HOOSE DISCUSSED NEW PLANS FOR THE BUILDING TO BE ERECTED IN THE CEMETERY TO HOUSE THE
SPRINKLER SYSTEM. HEC~UBE THE LOCATION SITE FOR THE BUILDING HAS HEEN CHANGED, IT WILL HE
NECESSARY TO REDUCE ITS SIZE BY APPROXIMATELY 2 FEET. A BID HAS BEEN RECEIVED FOR THE NEW DIMENSION
OF 10' x l&' (INSTEAD OF THE 12' x l&'). COUNCILMAN HOOSE WILL CONTACT THOSE WHO HAD BID ON THE
LARGER BUILDING TO GIVE THEM A CHANCE TO BID ON THE SMALLER BUILDING.
MR. RALPH HAIMOWITZ, ~INAGER OF INDIAN RIVER CABLEVISION, SUBMITTED TO THE COUNCIL AT THE WORKSHOP
MEETING ON WEDNESDAY NIGHT, A COPY OF THEIR AUDIT REPORT AND A REQUEET FOR A MONTHLY SERVICE RATE
INCREASE OF 10%. THE REQUEST FOR INCREASE HAS BEEN NECESSITATED BY THE INFLATIONARY COSTS WHICH
HAVE AFFECTED EVERYONE. INSTALLATION FEES WILL NOT HE CHANGED.
BY VICE MAYOR YATES, SECONIED BY COUNCILMAN KINARD, THAT THE PRICE INCREASE OF 10%o SERVICE
AS PROPOSED BY INDIAN RIVER CABLEVISION, BE APPROVED.

THE SUNSTATE ROTOR CLUB FROM MELBOURNE HAS REQUESTED PERMISSION TO HOLD ITS ANNUAL FLY-IN AT THE
SEBASTIAN AIRPORT ON AUGUST 31, SEPT. 1 & 2, 197&. THE CONVOCATION WILL CONSIST OF APPROXIMATELY
20 FLYING MACHINES AND 50 PEOPLE. WHILE THE SANDRIFT MOTEL WILL BE THE STAGING POINT FOR OVERNIGHT
GUESTS, SOME MEMBERS HAVE EXPEESSED A DESIRE TO CAMP AT THE AIRPORT. A BANQUET WILL BE HELD AT
COBB,S RESTAURANT.
MOTION BY VICE MAYOR YATES, SECONEED BY COUNCILMAN HOOSE, THAT THE SUNSTATE ROTOR CLUB BE PERMITTED
TO HOLD ITS ANNUAL FLY-IN ON DATES SPECIFIED AT THE AIRPORT, BUT THAT CAMPING PRIVILECES BE IENIED.

CHACG HAS TALKED WITH MR. VAN ANTWERP, MANAGER OF THE SEBASTIAN AIRPORT, CONCERNING EXPANSION
THE AIRPORT FACILITIES SUCH AS ADDITIONAL T-HANGERS, REPAVING AIRPORT RUNWAYS, AND INSTALLING
ADDITIONAL LIGHTS. MAYOR CRAGG REFERRED TO AN ARTICLE IN MARCH 1973 NEWSPAPER CONCERNING TENTATIVE
ALLOCATION OF FUNDS FOR THE SEBASTIAN MUNICIPAL AIRPORT OVER THE NEXT FIVE YEARS.
MR. VAN ANTWERP OUTLINED HIS MASTER PLAN FOR EXPANDING THE FACILITIES AT THE AIRPORT AND STATED HIS
WILLINGNESS TO RENEGOTIATE THE LEASE EVEN THOUGH THERE ARE FIVE YEARS LEFT ON THE ORIGINAL LEASE.
THE NEW LEASE WOULD HRING A PROFIT TO THE CITY. HE WOULD LIKE TO LEASE 7 OR 8 ACRES FOR AT LEAS7
20 YEARS WITH AN OPTION TO RENEW. HE WOULD ALSO LIKE TO ESTABLISH A LAND RENT AND CONTINUE LEASING
THE BUILDINGS UNIER THE CURRENT ARRANGEMENT UNTIL THE LEASE EXPIRES IN ABOUT FIVE YEARS.
MAYOR CRAGG WILL CONSULT THE CITY ATTORNEY TO WORK OUT A NEW LEASE AGEEEMENT. IN THE MEANTINE, WITH
THE APPROVAL OF THE CITY COUNCIL, MAYOR CRAGG, TOGETHER WITH DUKE KIMBROW, TRANSPORTATION ENGINEER
FROM FORT LAURERDALE, WILL PRESENT THE PLAN TO FAA FOR THEIR ASSISTANCE.
MOTION BY COUNCILMAN KINARD, SECONDED BY VICE MAYOR YATES, TO ACCEPT MR. DORWOOD'S OFFER OF A TWO-
MAN SUBMARINE TO BE PLACED WITHIN THE CITY FOR VIEWING. CARRIED.
FOLLOWING IS THE CURRENT VACATION POLICY FOR ALL CITY EMFLOYEES: ONE WEEK'S PAID VACATION AFTER
YEAR SERVICE, TWO NEEKS AFTER TWO YEARS, AND THREE WEEKS AFTER FIVE YEARS. IT HAS BEEN PROPOSED
AN EXTRA WEEK BE GIVEN AFTER 15 YEARS OF SERVICE. AFTER A B~I2F DISCUSSION BY THE COUNCIL, IT
WAS DECIDED TO TABLE THIS SUBJECT UNTIL THE NEXT MEETING.
AT THE LAST COUNCIL MEETING, THE REQUEST FOR ANNEXATION OF THE PROPERTY THAT ADJOINS Gl)C, KNOWN AS
THE HIGHLANDS MOTEL/TRAILER PARK, WAS DISCUSSED AND TUP~D OVER TO THE CITY ATTORNEY FOR A lEGAL
OPINION. MR. VOCELLE IS OF THE OPINION THAT THIS PROPERTY, AT THIS INITIAL STATE, WOULD REQUIRE
A ZONING RECLASSIFICATION IN CONJUNCTION WITH THE REQUEST FOR ANNEXATION.

PROPERTY OWNED BY DR. CHARLES FENNER, BE DENIED.

HAS BEEN BROUGHT TO THE CITY,S ATTENTION THAT PEOPLE HAVE BEEN DUMPING TRASH ON EMPTY LOTS IN
THE TWIN LAKES AREA OF THE HIGHLANDS. MAYOR CRAGG ASKED THAT ANYONE HAVING VISUAL SIGHT OF THIS
HAPPENING TO REPORT IT SO THE CITY ORDINANCE CAN BE ENFORCED.

OF THE COMMITTEE, GAVE A BRIEF SUMMARY OF PLANNED ACTIVITIES. HE STATED IT WILL BE A
LOT OF WORK BY A LOT OF PEOPLE AND ASKED EVERYONE,S SUPPORT. THE PROJECT WILL HE AS SELF-SUPPORTING
AS POSSIBLE BUTT IN THE MEANTIMEt COUNCILMAN HOOSE REQUESTED A MAXIMUM LDAN OF $5,000 FROM THE CITY.

DRAWING ACCOUNT UP TO $5,000. CARRIED.
MOTION BY VICE MAYOR YATES, SECONEED BY COUNCILMAN FLOOD, TO ALLOW UP TO $500. FOR A PLAQUE FOR
THE COLONEL A. T. JORDAN PARK. CARRIED.
MR. KOHL SPOKE OF THE MINIBUS SERVICE AVAILABLE TO ANYONE OVER 60 YEARS OF AGE. THE SENIOR
CITIZENS OF SEBASTIAN CAN BE SERVED BY THIS BUS IF THEY WILL LET THEIR REQUIREMENTS HE KNOWN.
