Mayor Harris called the meeting to order at 7:00 P.M. 2. Councilman Vallone led the Pledge of Allegiance. e Invocation was given by Rabbi Richard Messing, Temple Beth Shalom. 4. RROCbAMAT!ON$ AND/OR ANNOUNCEMENTS Mayor Harris announced the Budget workshop on Friday, August 14, 1987, at 8:30 A.M. Mayor Harris requested two items put on the agenda: 1) Florida League of Cities Seminar, October 15-17, in Miami 2) Mayor's expense voucher for Labor Relations Seminar in Clearwater on August 7 & 8. MOTION by McCarthy/Roth I move we place on this agenda under New Business "Discussion Re: Attendance at Florida League of Cities Seminar on October 15-17 in Miami". Mayor Harris opened the Public Hearing at 7:10 P.M. Dave Rogers, an adjacent property owner, questioned the legal description. When assured the annexation did not include his property, he said he had no problem with the annexation. Mayor Harris closed the Public Hearing at 7:14 P.M. MOTION by Roth/McCarthy I move we adopt Ordinance No. O-87-10 as read by the City Attorney by title only. Councilman Vallone said he would not support the motion since the annexation was of no use to the City. Councilman Metcalf expressed concern for the annexed area being on the Atlantic Ridge and lack of information as to what the property would be used for. Mayor Harris said this should be looked into at time of rezoning application. Vice Mayor Roth said no one in the City has objected at three public hearings except the two Council members. He said when the property is developed it will bring taxes into the City. He then called for the question. ROLL CALL: Vice Mayor Roth - Aye Councilman McCarthy - Aye Councilman Metcalf - Nay Councilman Vallone - Nay Mayor Harris - Aye MOTION CARRIED THE FOLLOWING ITEMS ARE CARRIED OVER FROM THE AUGUST 8, 1987, WORKSHOP MEETING: Items (7) (A) and (7)(B) were removed from the agenda. C. Memo f~om Building Official Re: Police Station Councilman Vallone said he had requested the Building Official to look into making the Police Station safer. MOTION by Vallone/Metcalf I move we allocate $3000 in reserve funds for repairs to Police Station, i.e., backup generator, protective cage for dispatchers, back door, and electrical work. 3 87.190 Councilman McCarthy questioned the Building Official taking instruction from a Councilman. Mayor Harris said he had received complaints from the Union regarding the Police Station and had asked the Building Official to look into the matter. Vice Mayor Roth said it is not the jurisdiction of the Council to go to department heads with problems but to go to the Mayor. The Finance Director said the funds could be obtained by making a 'budget amendment since several departments are coming in under budget for 1986/87. Vice MayOr Roth requested that the Building Official bring specs to the Budget workshop. MOTION amended by Vallone/Metcalf I amend the motion to include "not to exceed $3500". PARKS AND RECP~O~ ~9~Q~r~da~iQ~ m Change park~ and R~creation Membership to Seven Regular R One Alternate Mayor Harris said he felt five regular and one alternate was an adequate amount of members. MOTION by McCarthy/Metcalf I move we take advisement of Parks and Recreation Committee to leave membership at seven regular and one alternate at this time. 4 10. MOTION amended by McCarthy/Metcalf I amend the motion to include "at such time as Parks and Recreation Committee membership is reduced to five regular and one alternate through attrition it will stay at that amount". COMMITTEE REPORTS Vice Mayor Roth said he had presented the City of Sebastian Master Thoroughfare Plan to the Indian River County Transportation Committee and they will look at it further at their next monthly meeting. Councilman Metcalf requested that the City Clerk put the monthly Code Enforcement report on the reading board. 9. PUBLIC INPUT QN AGENDA ITEMS Mayor Harris opened the Public Input at 7:51 P.M. Fred Mensing suggested that the Sebastian River Area Historical Society house their museum in concrete so fire will not destroy their priceless treasures. MOTION by Vallone/McCarthy I move we set Public Hearing on the Special Use Permit for the Sebastian River Area Historical Society on August 26, 1987. Award Bid fo~ ~h~ann/u.s. 1 Traffic Light Improvements Attorney Palmer read the bids as follows: Jobear Inc .......... $37,243 Fischer & Sons ...... $43,000 Dennis L. Smith ..... $74,270 He then said Randy Mosby said all bids were in order and recommended the bid be awarded to Jobear, Inc. for $37,243.00. Councilman Metcalf and Councilman McCarthy questioned the bids not being opened at Council level. MOTION by McCarthy/Metcalf I move we award the bid for the Schumann Traffic Light improvements to Jobear, Inc., for $37,243.00. Vice Mayor Roth said there is a burden being placed on the City by requiring it to pay for improvement costs. He said the City should negotiate with the County or the state for funds. He said he would continue to negotiate with the Transportation Committee. COUNCIL MATTERS Councilman Vallone requested the City Clerk to send a letter to Quiett Power to request their attendance at the August 26, 1987 meeting to discuss an automatic transfer system and maintenance contract for the emergency generator. Councilman Vallone gave the City Clerk an article from Broward News and requested that she pass it on to the Airport Advisory Board. Vice Mayor Roth requested that the Mayor write to the Indian River County Transportation Committee regarding impact fees for the Schumann Traffic Light. Councilman McCarthy questioned when the revised draft of the Airport Master Plan would be received. Mayor Harris said the rewrite has been sent to Mr. Goff. Councilman McCarthy suggested the City Cemetery be sold or leased. Mayor Harris said he had been approached by a local person regarding this and he had suggested that the man bring a proposal to Council. Councilman McCarthy said Councilman Metcalf should speak singularly and not for the Council regarding his taking of pictures at Chesser's Gap. CITY ATTORNEY MATTERS None. Councilman McCarthy said since the City Clerk's budget has not been approved, the job might not be approved. ENGINEERING/PUBLIC WORKS Request from Vehicle Maintenanc9 to ~r~¢ Pickups With Remaining 1986-87 Fiscal Year ~i~ ~Q~$ Capital Outlay ~udget MOTION by Vallone/Metcalf I move we table the request from Vehicle Maintenance to go to bid on two pickup trucks with remaining 1986/87 fiscal year funds from Public Works Capital Outlay until specifications can be presented to Council.
