COUNCIL MEETING - AUGUST 13, 1979
MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS, AND J. RANDY JOACHIM, MAYOR PAT FLOOD, JR., AND
MR. L. B. VOCELLE, CITY ATTORNEY.
MAYOR FLOOD ANNOUNCED THAT COUNCILWOMAN DOROTHY W. MC KiNLEY WAS EXCUSED FROM THE MEETING AS SHE HAD TO
RUSH HER HUSBAND TO THE HOSPITAL. COUNCILWOMAN MC KINLEY JOINED THE MEETING AFTER IT WAS IN PROGRESS.
MOTION BY COUNCILMAN GASS, SECONDED BY VICE MAYOR GRAY, TO APPROVE THE MINUTES OF THE REGULAR COUNCIL
MEETING, JULY 9, SPECIAL COUNCIL MEETINGS OF JULY 25, AUGUST 1, AUGUST 8, 1979. CARRIED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO PAY JULY BILLS IN THE AMOUNT OF $16,729.49.
CARRIED.
MAYOR FLOOD SUGGESTED THAT SINCE ALL BILLS HAVE TO BE PAID AND HE DOES CHECK THEM ALL, PERHAPS IT WOULD NOT
BE NECESSARY FOR THE COUNCIL TO CHECK THEM OVER, AND THUS A LITTLE BIT OF TIME COULD BE SAVED. THE MEMBERS
OF THE COUNCIL INDICATED THAT THEY WOULD PREFER TO CONTINUE THE SAME PROCEDURE AS HAS BEEN FOLLOWED IN THE
PAST.
MR. WALTER CANDELET THANKED MAYOR FLOOD AND THE CITY COUNCIL ON BEHALF OF THE RESIDENTS OF ORANGE HEIGHTS
FOR THEIR ASSISTANCE WITH THE PROBLEM OF CLEARING UP THE CHARLES GAAL PROPERTY.
VICE MAYOR GRAY STATED THAT HE AND COUNCILMAN GASS HAD MADE SOME ALTERATIONS IN THE RULES AND REGULATIONS
GOVERNING THE RENTAL OF THE COMMUNITY CENT~ER AND SEBASTIAN SOCIAL CENTER, THE MAIN CHANGE BEING AN
'MAKE THE CHANGES. MR. VOCELLE ADDED THAT~ , , ~ t~ COUNCIL ~AS ~H~ ~UTHORITY TO REQUIRE A CLEANUP DEPOSIT IF THEY
DECIDE SHAT THIS IS WHAT THEY WANT TO DO. SINCE THE R~COMM~N~ED CHANGES WILL NOT GO INTO EFFECT UNTIL
OCTOBER 1, IT WAS SUGGESTED THAT NO TAKEN TIL T EINEXT REGULAR COUNCIL MEETING ON SEPTEMBER 10

MAYOR FLOOD APPOINTED FRANK OBERBECK, HANK TOUSSAINT AND CLIFFORD MOOSE AS MEMBERS OF THE RECREATION COMMITTEE
TO REPRESENT THE PUBLIC. ~ ~H
COUNCILMAN GASS REPORTED THAT TWO REQUESTS FOR ST}~EET TS WERE REJECTED. HE IS WORKING WITH FLORIDA
POWER AND LIGHT COMPANY TRYING TO RELOCATE SOME LIGHT~S~-~SEBASTIAN HIGHLANDS TO RELIEVE THE DARK AREAS.

AT THE ELEMENTARY SCHOOL CAFETERIA TO GIVE MEMBERS OF THE PUBLIC AN OPPORTUNITY FOR INPUT WITH REGARD TO THE

MAYOR FLOOD ANNOUNCED THAT THE PUMP FOR THE SOUTH WELL AT THE SWIM LAKE WOULD BE PUT IN PLACE SHORTLY.
CHIEF CUMMINS STATED THAT THERE WERE 261 COMPLAINTS ANSWERED BY THE POLICE DEPARTMENT DURING THE MONTH
OF JULY, NOT INCLUDING TRAFFICE STOPS.
IDALE WEHR REPORTED THAT THE STREET DEPARTMENT SPENT A TOTAL OF 1489 WORKING HOURS. TOTAL EXPENDITURES
FOR THE MONTH OF JULY WERE $6,196, THE BULK OF WHICK WAS FOR STOP SIGNS THAT HAVE BEEN PLACED THROUGHOUT
SEBASTIAN HIGHLANDS.
MR. MC ARTHUR QUESTIONED HOW MR. WEHR ARRIVED AT THE MANHOURS WORKED AND WAS INFORMED THAT TIME SHEETS WERE
KEPT AND THE HOURS TURNED IN BY THE TWO FOREMEN IN THE STREET DEPARTMENT. MR. MC ARTHUR ALSO QUESTIONED
WHY THE CITY EMPLOYEES WERE ALLOWED TO USE THE CITY GARAGE AND CITY EQUIPMENT TO DO WORK ON THEIR PERSONAL
CARS. HE WAS INFORMED THAT THIS WAS DONE BY THE MEN ON THEIR OWN TIME AND NOT DURING WORKING HOURS.
MR. VOCELLE SUGGESTED THAT THIS PRACTICE BE STOPPED AND NO CITY TOOLS OR EQUIPMENT BE USED BY ANYONE FOR
PRIVATE PURPOSES.
THE BUILDING DEPARTMENT ISSUED 33 SINGLE FAMILY HOUSING PERMITS VALUED AT $1,700,000 DURING JULY AND TOTAL
NEW CONSTRUCTION FOR THE MONTH AMOUNTED TO $1,032,860. PERMIT FEES COLLECTED DURING JULY AMOUNTED TO $5,927.85.
TOTAL CONSTRUCTION TO DATE IS $8,132,267, AND TOTAL PERMIT FEES AMOUNT TO $43,813.62.
MARY BOSTIAN REPORTED THAT THE ZONING AND PLANNING COMMISSION SATISFIED THREE. REQUESTS~ A PROFESSIQNAL
BUILDING AT SEBASTIAN HIGHLANDS ON S. R. 512, THE MC ROBB BUILDING ON U.S. 1 FOR A REAL ESTATE OFFICE, AND
A LAWN MOWER REPAIR SHOP ON S.R.512.
LETTER WAS READ FROM MR. WILLIAM BEVAN, SEBASTIAN HIGHLANDS, REQUESTING A NAME CHANGE FOR ROSE ARBOR DRIVE.
LETTER WAS ALSO READ FROM POST MISTRESS BEULAH KINNEY REFERRING TO THE CIRCUITOUS COURSE THAT BOTH ROSE
ARBOR DRIVE AND LANDSDOWNE STREET FOLLOW AND REQUESTING ANY IDEAS ABOUT THIS.
LETTER WAS READ FROM MR. AND MRS. FRED COOK THANKING ARTHUR MAYER FOR HIS ASSISTANCE TO THEM BEFORE AND
DURING THEIR COURT CASE.

FAILURE AND THE LOSS OF PERSONNEL, THEY ARE CONSIDERABLY BEHIND SCHEDULE ON WORK PLANS FOR UNITS 14 AND

MR. JOSEPH SPEIDEL, WHO PLANS TO OPERATE AIR-AG AS IT HAS BEEN IN THE PAST, i.e. AIR CRAFT MAINTENANCE,
REPAIR AND REBUILDING.

5, BLOCK 13, EDGEWATER PARK SUBDIVISION, EAST SIDE OF INDIAN RIVER DRIVE, CONTINGENT UPON OBTAINING A
PERMIT FOR A SPETIC TANK FROM THE INDIAN RIVER COUNTY BOARD OF HEALTH. CARRIED.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILWOMAN MC KINNEY, TO APPROVE THE APPOINTMENT OF VICE MAYOR
GRAY TO REPRESENT THE CITY COUNCIL ON THE AIRPORT ADVISORY BOARD. CARRIED.
THE CITY CLERK READ IN ITS ENITRETY AN ORDINANCE SETTING UP TAKE OFF AND LANDING PROCEDURES AT THE
SEBASTIAN AIRPORT; SETTING PENALTIES FOR VIOLATION; AND SETTING AN EFFECTIVE DATE. THERE FOLLOWED A
DISCUSSION AS TO HOW THIS ORDINANCE COULD BE ENFORCED AND MAYOR FLOOD STATED THAT HE WOULD APPRECIATE THE
HELP OF THE PUBLIC IN REPORTING THE NUMBERS ON ANY PLANES SEEN IN VIOLATION. HE ADDED THAT WHILE THIS
MAY BE A DIFFICULT ORDINANCE TO ENFORCE, WE HAVE TO START SOMEWHERE. A PUBLIC HEARING WILL BE HELD ON
THIS ORDINANCE ON SEPTEMBER 5.

CLUB TO REFURBISH THE SEBASTIAN SOCIAL CENTER. CARRIED.
MR. JOHN HOLDER REQUESTED PERMISSION TO PUT UP A FENCE BETWEEN HIS PROPERTY AND THE 76 GAS STATION, OWNED
BY EARMAN OIL COMPANY. A LETTER WAS READ FROM EARMAN OIL COMPANY STATING THAT IT WAS AGREEABLE WITH THEM
FOR OTHER PARTIES, AT THEIR EXPENSE, TO ERECT A TEMPORARY FENCE DOWN THE MIDDLE OF THE EASEMENT ON THE EAST
END OF THEIR PROPERTY ON THE CORNER OF MARTIN AVENURE AND U.S. 1, WITH THE UNDERSTANDING THAT THE FENCE
IS TEMPORARY AND IF AND WHEN THE CITY OF SEBASTIAN GETS UNDERGROUND UTILITIES, THEY WILL BE ABLE TO USE THE
EASEMENT TO CONNECT TO THESE UTILITIES.
