BUDGET WORKSHOP

The Budget Workshop Meeting began at 8:40 A.M.
APPLICATIONS FOR CITY ENGINEER
It was the consensus of opinion that none of the applicants were
qualified for the job. Only one applicant is a P.E., which is a
requirement for a City Engineer according to State Statutes.
There was a discussion as to whether a City Engineer is really
needed full time; also should Engineering/Public Works be sepa-
rated into two departments.
MOTION BY COUNCILMAN METCALF, SECONDED BY COUNCILMAN McCARTHY, TO
RECONSIDER THE WHOLE ENGINEER PROBLEM AND DO NOT ACCEPT ANY OF THESE
APPLICANTS.

Councilman Metcalf requested that this matter be placed on the
September Workshop Agenda.
POLICE DEPARTMENT
The salary figure includes two new police officers and a clerk.
Chief Nappi explained the reasons for the over-time allowance for
Police Lieutenants who are on unlimited time status. They do work
an average of 10 hours a week over-time. They do not get the same
benefits as police officers, i.e., cleaning allowance. Chief Nappi
figured in the 45¢ increase every employee is getting, but the
lieutenants' salaries are still being negotiated with the union.
Bruce Cooper, Building Official, went over figures he worked up
for repair of the Police Station and explained what he proposed to
do with outside labor and in-house.
Councilman McCarthy asked for clarification of various items. There
was a discussion relative to the purchase of a Mr. McGruff outfit
which was decided against at a previous meeting.
MOTION BY COUNCILMAN McCARTHY, SECONDED BY VICE MAYOR ROTH, TO
ADD TO THE BUDGET $530. FOR THE PURCHASE OF A MR. McGRUFF UNIFORM.

Mayor Harris advised that $147,504. in the Capital Outlay Budget is
for a new Police Building. This is in addition to $100,000. already
set aside. If we don't go into a new Police Building, then the
money can be used to refurbish City Hall. Construction must start
on the property donated by B.F.T. within two years from August 12.
Everyone was in accord with the Police Department budget with the
exception of Councilman Vallone who objected to adding $530. for
the McGruff uniform.
LEGISLATIVE AND EXECUTIVE DEPARTMENT
Increase of about $20,000. which is basically the cost of the City
Manager. Increase Travel and Per Diem $1000. for expenses for
potential City Managers to come here or else a Council representative
to go to a potential Manager's home base.
It was agreed that the $2,911,000. Budget is pretty well set.
1 mill tax increase. Millage Rate - 6.644.
There are no problems with the following budgets: Ambulance,
Emergency Management, Special Events, Consumer Affairs, Construction
Board, Code Enforcement Board, City Attorney, Planning and Zoning.
