MAYOR HARRIS CALLED THE MEETING TO ORDER AT 5:00 P.M.
ROLL CALL:

EXPRESS MY THOUGHTS THAT THE MAJORI~ OF THE COUNCIL RULES, I
SUGGESTED TO COUNCILMAN RONDEAU THAT WE WOULD PUT OFF THE FINANCE
DISCUSSION UNTIL WE H~ THE OPPORTUNITY TO HEAR WHAT THE
GENTLEMAN SAID THAT YOU PEOPLE HIRED IN MY ABSENCE. SO THAT'S
THE REASON I ASKED MR. RONDEAU TO DO THIS THIS EVENING, SO THAT'S
MAYBE CLARIFICATION OF WHAT'S HAPPENING.
MAYOR HARRIS STATED THAT HE WOULD LIKE TO HAVE A DISCUSSION OF
HIRING NEW PERSONNEL SINCE IT WOULD BE THE MIDDLE OF OCTOBER
BEFORE MR. NASON CAN GIVE A REPORT.
VICE MAYOR ROTH SAID HE WAS NOT SUGGESTING THAT COUNCIL WAIT
UNTIL MR. NASON'S REPORT BEFORE HIRING PROVIDING THE FUNDS ARE
AVAILABLE WHEN THE BUDGET IS ADOPTED.
MAYOR HARRIS SAID THE FUNDS HAD BEEN ALLOTTED IN THE BUDGET FOR
PERSONNEL IN THE FINANCE DEPARTMENT.
MAYOR HARRIS STATED THAT BECAUSE OF HIS FIVE MONTHS IN OFFICE AND
FAMILIARITY WITH THE FINANCE DEPARTMENT HE CAN GUARANTEE THAT
PEOPLE ARE NEEDED IN THE FINANCE DEPARTMENT AND SAID THAT HE WAS
AS QUALIFIED AS ANYONE TO DETERMINE WHEN PEOPLE ARE NEEDED. HE
SAID THAT WHEN OTHER DEPARTMENTS NEED HELP NEW PEOPLE ARE HIRED.
HE SAID THAT THE FINANCE DEPARTMENT IS STILL OPERATING WITH THE
SAME STAFF SINCE 1983 AND THAT THE CITY'S EMPLOYEES HAD INCREASED
FROM 67 TO 101, THE GENERAL FUND FROM $1 MILLION TO $2 MILLION,
AND THE GOLF COURSE FROM $716,000. TO $1 MILLION.
VICE MAYOR STATED THAT HE WAS NOT OBJECTING TO HIRING NEW
PERSONNEL.

MAYOR HARRIS STATED THAT HE HAD NO OBJECTION TO DISCUSSION OF THE
UPGRADING AND IMPROVEMENT OF THE FINANCE DEPARTMENT. HE SAID HE
WANTED THE VERY BEST FINANCE DEPARTMENT THAT WE CAN POSSIBLY
HAVE. HE SAID HE WANTED THE COMPUTER RUNNING AT CAPACITY, BUT
THE MOST CRITICAL THING NEEDED AT THIS TIME WAS PERSONNEL.
COUNCILMAN RONDEAU STATED THAT HIS MOTION WAS NOT INTENDED TO
DELAY HIRING OF NEW PERSONNEL.
COUNCILMAN VALLONE SUGGESTED THAT ADVERTISEMENTS BE PLACED FOR
TWO POSITIONS NOW AND DECISIONS MADE AT BUDGET TIME.
MAYOR HARRIS STATED THAT THAT IS EXACTLY WHAT HE WANTED TO DO.
HE SAID THAT FIRST A JOB DESCRIPTION FOR ASSISTANT FINANCE
DIRECTOR HAD TO BE PRESENTED TO AND APPROVED BY COUNCIL. HE SAID
THE ASSISTANT DIRECTOR WOULD NOT BE BROUGHT ON BOARD UNTIL THE
BUDGET YEAR BUT THE CLERICAL PERSON CAN BE AFFORDED NOW. MAYOR
HARRIS SAID THAT THE JOB DESCRIPTION FOR ASSISTANT FINANCE

ATTORNEY PALMER STATED THAT HE HAD SPOKEN WITH MR. NASON ON THE
MATTER AND THAT MR. NASON WAS GOING TO LOOK AT THE WHOLE PICTURE,
COMPUTERS AND POSSIBLE STANDARD FORMS, THE ACCOUNTING AT THE GOLF
COURSE, WORK WITH CAROL CARSWELL AND MAKE WHATEVER
RECOMMENDATIONS, IF ANY, HE THINKS ARE NECESSARY. HE SAID MR.
NASON WILL BEGIN THE SECOND WEEK IN SEPTEMBER AND WILL HAVE A
REPORT FOR COUNCIL NO LATER THAN THE MIDDLE OF OCTOBER.
VICE MAYOR ROTH SUGGESTED THAT CAROL CARSWELL

ALREADY BEEN DECIDED BY COUNCIL.
